Reports indicate that Maoists are planning major strategies to increase their influence and strength. An important task the Maoists have set for themselves is to create a liberated zone, in Bihar, Jharkhand and Dandakaranya (Chhattisgarh). Towards this end, the party's strike force — People Liberation Guerrilla Army (PLGA) — is being developed. This was stated by Prasad, party's Andhra-Orissa Border State ‘committee member’ during an interview at a remote place on the Andhra-Orissa border. Prasad said the PLGA should be transformed into the people's liberation army for which a liberated zone was necessary. PLGA formations were being developed to achieve this target and it had also carried out “mobile” war by carrying out raids on targets at faraway places, by mobilising its armed cadre from different parts and taking assistance from the people along the way. “The creation of a liberated zone and beefing up PLGA for this purpose is in its early stages. The process is being commenced by forming village-level committees which will be expanded to mandal (taluk) and District levels. Already, the Janatana Sarcars, Revolutionary People's Councils (RPCs) have been formed in Dandakaranya,” Prasad said. The PLGA, which has grown to the strength of creating companies, is also planning battalions. “We have already reached this stage in Dandakaranya. We don't have a timeframe for other areas but the process will be completed early if the conditions suit us, that is until people take up armed struggle”, Prasad added.

The Hindu reports that the Police arrested a surrendered cadre of the Communist Party of India-Maoist (CPI-Maoist) and four sympathisers from Nawabupeta village in Chityal mandal (administrative division) in Warangal District late in the night of December 9. According to Superintendent of Police (Rural) Shahnawaz Qasim, the Police arrested Chinna Chandramouli alias Arun, P. Rajender, E. Swami, A. Rayamallu, and G. Kumara Swamy when they were holding a meeting in a mango grove outside Nawabupeta village in the mandal. The Police recovered six coupling bombs, fuse wire and some letters written to Chandramouli by Damodar, ‘action committee secretary’ in Mahadevpur area of the outfit at Eturunagaram. They were acting at the behest of Damodar and were reportedly planning to blast cell phone towers to commemorate conclusion of the anniversary celebrations of Peoples' Liberation Guerrilla Army (PLGA). Chandramouli was injured in an exchange of fire in 2002 at Narsingapur village in Bhupalpalli mandal. He later surrendered but continued to maintain links with Maoist leaders.

The Hindu reports that four cadres of the Communist Party of India-Maoist (CPI-Maoist) including three women were killed in an encounter with the Greyhounds, the elite anti-Maoist force, at a place between Cheruvuru and Yegajanaba villages under Balapam panchayat (village level local self-government institution) in Chintapalli mandal (administrative unit) of Visakhapatnam District on December 17. The Greyhounds went to the spot on the Andhra-Odisha border in three batches after receiving information that a company of the People's Liberation Guerrilla Army (PLGA), the military wing of the Maoists, consisting of around 70 cadres, was holding a meeting there. The Maoists started firing when they were asked to surrender, Deputy Inspector General of Police (Visakha Range) Sowmya Misra said. Nearly 300 rounds were fired in the exchange of fire that lasted nearly an hour, killing four of them. Police recovered an INSAS rifle, 40 kitbags and three weapons from the encounter site. Sub-Inspector of Police Mohan Reddy was injured in the encounter.

Police sources said the Maoists, reportedly belonging to the Venkatapuram area committee, escaped into the jungles towards Chhattisgarh after an exchange of fire that lasted a few minutes in a forest area. Though the Police maintained that no casualties were reported, it is suspected that two Maoists were either injured or killed, the sources added.

Chief Minister (CM) N Kiran Kumar Reddy has urged the Centre to declare the border Districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, Adilabad, Karimnagar and Warangal as Naxal [Left wing Extremism (LWE)]-affected. His plea also calls for central funds for these Districts under the Special Development Plan (SDP). As of now, Khammam and Vishakhapatnam are identified as Naxal-affected, but only Khammam has been getting the SDP funds, which amounted to INR three billion in 2010. As per the rules, the Centre extends funds under the SDP only to those Districts where at least 20 per cent of Police Stations are affected by Naxal activities. According to top sources, the State Government is of the view that there is a hundred per cent possibility of Naxal resurgence in the Districts for which it is seeking the central assistance. "Adilabad and Karimnagar border Gadchiroli in Maharashtra, while Warangal and Khammam border Bijapur and Dantewada in Chhattisgarh. East Godavari, Visakhapatnam, Vizianagaram and Srikakulam border Malkangiri, Koraput and Rayagada in Odisha. While the Districts in the other three States are already included in the SDP, their neighbouring counterparts in AP have been left out," pointed a senior official in the State Government.

The Security Forces (SFs) achieved notable success in anti-Naxal operations by arresting 220 LWE, Rao said adding they were involved in 14 incidents of exchange of fire, resulting in death of 13 Maoists, adds PTI. The statement said the number of Maoist-related incidents went up from 50 to 54 and the number of encounters from 13 to 14. 117 LWE surrendered and the Police seized 81 weapons, while 21 civilians lost their lives in the Maoists violence. There were, however, no casualties on the Police side, Rao added. Notable among Maoist leaders killed this year were politburo members Cherukuri Rajkumar alias Azad, State committee members Shakamuri Apparao and Solipeta Kondal Reddy alias Tech Ramana. A particular tribal group, which has migrated to Visakhapatnam District in large numbers, was providing food and shelter to the Maoists on the AP-Odisha border, Rao said. The Police were keeping a close watch on the activities of Maoists which is trying to regroup in North Telangana Districts, Rao added.
