The ‘Special Guerrilla Squad commander’ and Adilabad district ‘action team leader’ of left-wing extremist Naxalite group, the People’s War Group (PWG), was killed in an encounter in the forest area near Mandamarri town, Adilabad district on May 3. According to police in Mandamarri, on a tip-off that some Naxalites w ere moving in the locality, a police team began combing the forest area. When the police asked to reveal the identity of three persons moving under suspicious circumstances, they opened fire and the police retaliated killing the Naxal leader on the spot. The other two unidentified Naxalites managed to escaped into the jungles. A .39 revolver, 12 cartridges, Rs 10500 in cash, photos of some leaders and a pocket diary were recovered from the spot.

A local leader of the Congress party and a member of the Mandal Parishad Territorial Constituency (MPTC), Bandapalli Arjunaiah, was lynched by left-wing extremists, Naxalites of the People’s War Group (PWG) near Yellikal village, Mahbubnagar district on May 4. Media reports said Naxalites of the Kalwakurthy Local Guerrilla Squad (LGS) abducted Arjunaiah from his house, saying that their ‘commander’ wanted to talk to him on the outskirts of the village. On reaching the outskirts, Arjunaiah was tied to a tree and beaten up severely after being labeled as a ‘police informer’. A severely injured Arjunaiah died while being shifted to the government hospital at Kalwakurthy.

Police sources said, the victim, Krishna Reddy was the brother of Raji Reddy, president of the mandal unit of the Telugu Desam Party (TDP) and also leader of the local Water Users Association and chairman of the Lodi Society, a voluntary organisation. On May 7, left-wing extremist Naxalite group, the People’s War Group (PWG), declared a unilateral, one-month cease-fire beginning May 10 in Andhra Pradesh. PWG State Committee Secretary Akkiraju Haragopal alias Ramakrishna, in a statement in Hyderabad said his organisation would not resort to any kind of violence during the cease-fire period. "There would not be any attacks on police, politicians or others during this period", he said. The statement said the PWG took this decision following Chief Minister N Chandrababu Naidu’s recent accusation that the PWG was not sincere about holding talks with the government. "We had announced a two-month cease-fire earlier but the government betrayed our confidence and killed 12 of our comrades in an alleged encounter at Tupakulagudem in Warangal district", the statement said. It further added, if the government was ready for talks, it would send a group of mediators to fix the agenda for the dialogue. Ramakrishna, however, demanded that the Naxalite leaders participating in the proposed talks with the government be provided free passage to attend the meeting.

A Naxalite of the Communist Party of India––Marxist-Leninist (CPI-ML) (Red Star) group of the Dharmavaram Dalam was killed in an encounter at Thagarkunta village of Kanaganpally Mandal in Anantapur district. In Warangal district, a Naxalite of the Tadvai Local Guerrilla Squad (LGS) was killed in another encounter at Gonepalli village. Official sources said the police had gone there on receiving information that four Naxalites were holding a meeting near the village. When they were asked to surrender, they opened fire. Police returned fire killing one of them. The police also recovered some arms and ammunition from the encounter site.

In a meeting held in one of the villages, the tribal elders took an oath in front of the tribal deity to ban Naxals as they were perceived to be responsible for the backwardness of the villages. Thereafter, a resolution was passed in each of the 18 villages and copies of the resolution passed by tribal leaders were forwarded to the Asifabad police on May 13. In the resolution, the villagers were reportedly directed not to provide food or shelter to Naxalites as they had ‘used the tribals for their selfish ends’ Reports said the development came in the wake of the successful counselling sessions held by the district police in the Naxalite-affected villages.
