According to official sources, left-wing extremists, Naxalites of the People’s War Group (PWG), killed Khanpur Mandal Parishad (local self-government) president at a place between Dharmaraopet and Budharaopet villages, in Warangal district, on October 1. Police sources said the incident took place when some four Naxalites attacked the victim while he was on his way to the mandal headquarters village from his native place. The Naxalites also reportedly left a chit at the spot warning the ruling Telugu Desam Party (TDP) and Bhartiya Janata Party (BJP) leaders to quit their party posts or face a similar fate. This was the second incident of the killing of a Mandal Parishad president within a fortnight.

21 left-wing extremists, Naxalites, surrendered before Andhra Pradesh Chief Minister N Chandrababu Naidu in Hyderabad, on October 3. Of these, 15 belonged to the People’s War Group (PWG) and six to the Communist Party of India, Marxist-Leninist CPI-ML (Janasakthi) and Praja Prathigatana groups. They include a ‘District Committee’ member of the PWG wanted in nine murders and carrying a reward of Rs. three lakhs on his head. Speaking to the media after the surrenders, Naidu reiterated his appeal to the Naxalites to join the mainstream. He said his government has instituted a rehabilitation package for surrendered Naxalites and most of the persons who joined the Naxal movement did so out of sheer ignorance and not driven by hardcore ideology. He added, "We tackle Naxalism from all angles, law and order and also from socio-economic view point. But killing of elected persons is ridiculous". The Chief Minister also appealed to political parties to rise above ideological divides and cooperate with the government to combat the menace of Naxalism in the State. Speaking on the occasion, the State police chief said a total of 201 Naxalites surrendered so far in the year 2001.

In the first incident, PWG Naxalites killed the husband of the Mandal Praja Parishad (MPP) president at Machaipalem, Guntur district. Police sources said the Naxalites suspected that the man was a police informer and had, in fact, assaulted the victim twice earlier. In another incident, Naxalites killed a person at Thogarakunta, Anantapur district, branding him as a police informer. The Andhra Pradesh police chief, said in Nizamabad, on October 10, that the State police had started paying more attention to the movement of left-wing extremists, Naxalites of the People’s War Group (PWG) on the borders with Orissa, Chhattisgarh and Madhya Pradesh in the wake of violent incidents in the recent past. He added there was greater coordination among police in all the neighbouring States, particularly after the attack on police stations in Orissa and reports of involvement of Andhra Pradesh-based Naxalites in those attacks. He said the PWG had been lying low in North Telangana and South Telangana. But, their activities were now concentrated on the Andhra Pradesh-Orissa border. The AP-Orissa border special zone committee had been active for the past few months.

According to official sources, left-wing extremists, Naxalites of the People’s War Group (PWG) blasted the ancestral house of former chairman of the Andhra Pradesh Handloom Weavers Cooperative Society (APCO) at Dhulimitta village, Warangal district, late on October 11 night. Police sources said some four or five armed Naxalites went to the house and asked his aged parents and other inmates to come out before blasting it with explosives. Left wing extremists, Naxalites of the People’s War Group (PWG), blasted a bottling unit of American soft drink company Coca Cola, at Atmakaru in Guntur district, on October 21. According to official sources no one was injured in the incident but the blast caused extensive damage to the unit. The total loss is estimated at Rs one crore. The Naxalites used three steel cans filled with explosives to destroy a boiler and the transformer room of the factory. A fourth can filled with explosives failed to explode. Had this too gone off, the bottling unit of the factory would have been destroyed. The attack came on the eve of the State-wide strike called by the PWG on October 22 to protest US-led military operations in Afghanistan. The Naxalites reportedly left a note behind which said the move was in protest against the ‘imperialistic actions’ of the US in attacking Afghanistan. The Naxalites branded the US as the ‘real terrorist’ and warned that there would be more attacks against multinational companies in the days ahead.

Vidyasagar Rao from Korem village, Karimnagar district, on October 26. Four armed Naxals came to Marthanda Rao’s house and ordered him to accompany them into the jungles, as their squad reportedly wanted to discuss certain issues with him. Reports indicated that the Naxalites had sought a huge sum as ransom, though there was no official confirmation of the same. A complaint is yet to be filed with the police on the abduction, indicating reluctance by the family to involve in the negotiations for the release of the hostage.

In a statement issued in Hyderabad, the PWG said, "The government should take the initiative in this regard. In such an event, we are also prepared to suspend violence and come for talks". The statement claimed that the PWG had always responded positively to the efforts made by the Committee of Concerned Citizens (CCC) to bring both the sides to the negotiating table. "But, the government has been changing its stand. On the one hand, it says it is prepared for talks and on the other asserts that it will crush the Naxalite movement", the statement said.
