Ganugapati Sri Satyasai, a native of Velpuru village in Kankipadu mandal (administrative unit) of Krishna District, surrendered before A. Bhaskar, Deputy Superintendent of Police, Bapatla, seeking to formally join public life. A National Investigation Agency (NIA) special court restrained media from reporting on investigations and interrogation details of Indian Mujahideen (IM) ‘India operation chief’ Ahmed Siddibappa alias Yasin Bhatkal and Asadullah Akhtar in connection with the Dilsukhnagar (Hyderabad District, Andhra Pradesh) blast case of February 21, 2013, The Times of India reports on October 4. The special court further has directed print and electronic media not to publish any proceedings of these cases without prior permission of the court. The order was passed following a petition by NIA where it argued that the details of investigations against Bhatkal and Akhtar being published in the media was not only causing damage to the probe but also endangering the lives of witnesses and could lead to destruction of evidence by absconding accused.

The Union Minister of Home Affairs (UMHA) Sushilkumar Shinde has said in Hyderabad that Naxalism-[Left-Wing Extremism (LWE)] can be effectively tackled in the new state of Telangana too as it was done in Andhra Pradesh, reports Deccan Chronicle on October 5. Dismissing the apprehensions that the formation of a separate Telangana State may lead to an increase in Communist Party of India-Maoist (CPI-Maoist) activity, he said “The Naxal problem is there. But Andhra Pradesh is one state where we have done excellent work in curbing Naxalism. I am quite confident that even after the formation of Telangana they will completely cut down the activities of Naxalites.”

Senior officials of the Union Ministry of Home Affairs (MHA) fear that a long spell of “zero-governance” in Andhra Pradesh due to the growing protest against the creation of Telangana could see escalation of the Naxal [Left Wing Extremism (LWE)] problem, while law and order could deteriorate, particularly in Hyderabad, reports The Hindu. Union Home Minister Sushilkumar Shinde on October 7 briefed Prime Minister Manmohan Singh on the situation in the State. As the protest spread to more areas in Rayalaseema and coastal Andhra Pradesh, the officials are apprehensive that the Communist party of India-Maoist (CPI-Maoist) would now try and reassert their presence in areas where the Police and paramilitary forces have managed to regain control in the last few years. Moreover, as paramilitary forces engaged in anti-Naxal operations were being diverted to contain protests, Maoists would sense a chance to regroup. “It is a well-known fact that most of the top Maoist leaders belong to the economically backward Telangana region, which used to be the hotbed of Naxal activities. Persistent operations by Greyhound commandos of the Andhra Pradesh Police, along with the paramilitary forces, forced Maoists to shift base to the neighbouring States. But now with attention diverting towards protests and people getting restless, Naxals might try and rebuild the cadre base in the State,” a senior MHA official said. Of the 10 districts of the proposed Telangana State, which shares borders with some of the Naxal strongholds like Gadchiroli in Maharashtra and Bastar in Chhattisgarh, 8 have been declared worst hit by the Left Wing Extremism. They include onetime Maoist hotbeds of Karimnagar, Warangal and Adilabad. Significantly, even the other Districts that will fall in divided Andhra Pradesh are also facing Naxal problem, which include Vizianagaram and Visakhapatnam that have turned out to be the epicentres of the current anti-Telangana protests. “Chief Minister N. Kiran Kumar Reddy has also come out openly against Telangana ... There is complete absence of governance in the State where even the bureaucracy and police look divided. Under such circumstances law and order situation in the State could be compromised,” the official added.

About 17.5 kilograms of explosives were seized from the hideouts of terror suspects, Sikander alias ‘Police’ Fakruddin, Bilal Malik and Panna Ismail, during the special operation jointly carried out by the Tamil Nadu and Andhra Pradesh Police teams at Puttur in Andhra Pradesh, reports The Hindu. The operation, which lasted for over three hours, was carried out on October 9. They were arrested in connection with the murder of BJP leaders, in the last one-and-a-half years.

From having excess funds at the peak of their movement during 2001-03, the North Telangana region has become a place of miniscule collection point for the Communist Party of India-Maoist (CPI-Maoist), even as the Centre remains apprehensive about the Maoists becoming more powerful, reports The Times of India. According to the Union Ministry of Home Affairs (MHA) documents, North Telangana Special Zonal Committee (NTSZC) had an expenditure of INR 44,251,256 between 2001-2003, while the income generated was INR 62,048,500. NTSZC, is a special area committee Maoists formed like Dandakaranya Special Zonal Committee, West Bengal State Committee and others to decentralize. "They had a surplus budget with an excess of Rs 1,79,27,926 besides 562 gold biscuits valuing lakhs of rupees," a document said. The data is from a paper the MHA had commissioned to external researchers, who have been closely studying the Maoist movement. But a senior Delhi-based researcher monitoring the movement for more than a decade, insisting anonymity, said: "...Right now, their annual collection is miniscule. It barely comes up to Rs 5-crore [INR 50 million, and there seems to be no excess budget." The researcher allayed apprehensions about a possibility of a stronger Maoist group in the region. "As long as political parties do not have unholy alliances with the Maoists, effective policing should not be a problem, as the security agencies already have domain knowledge required for operations to curb the rise of Maoists." The document points out to a well-conceived and efficient system, which allows Maoist cadres across the country to collect over INR 1.40 billion annually. It added they have a meticulous system of accounting, and are very good at book-keeping.

A Maoist District Committee Member, carrying a cash reward of INR 3 lakh on his head, was arrested in Medak District on October 21, reports The Deccan Chronicle. Acting on a tip off, a Police team arrested Pusa Sivanarayana, in his early 50s, a paralytic, when he was on his way to a hospital for treatment, Medak Superintendent of Police, Vijay Kumar, said. Sivanarayana, who was also the in-charge of the Central Committee protection platoon, was wanted in connection with three cases of rioting, besides a murder case pertaining to 2001 under Gajwel Police Station limits and was underground for the past 23 years.
