A top Communist Party of India-Maoist (CPI-Maoist) cadre was arrested from Bara Bishunpur village in East Champaran District on December 1, reports IBN Live. Acting on a tip off, the Police arrested Vijay Prasad, while he was going somewhere on a bike, Superintendent of Police Ganesh Kumar said. Prasad, a native of Paigambarpur village under Shivaipatti Police Station area in Muzaffarpur District, was wanted in several cases of murder, arson at mobile towers and other Maoist activities.

The Police arrested two Maoists, Preman Kahar alias Preman Ram and Bharosa Mistri alias Doman Mistri, from their hideouts located at Hawsapur and Karium Bela villages respectively in Patna District, reports The Times of India. Confirming their arrest, Superintendent of Police (rural), Patna, Manoj Kumar said they were arrested during surprise raids carried out at their hideouts in the said villages. They were wanted in connection with several criminal activities committed in Patna, Arwal and Jehanabad Districts, he said, adding that the Police were on the lookout for them for the past two years. Incidentally, Kahar and Mistri were involved in the Jehanabad jailbreak incident that occurred in November 2005.

The Union Cabinet on December 7 approved the proposal to extend the Integrated Action Plan (IAP), a scheme meant for carrying out development works in Naxal [Left-Wing Extremism]-affected Districts through local administration - to 18 more Districts with Andhra Pradesh getting one-third of it as "peace dividend", reports The Times of India. The scheme will now be implemented in 78 districts across nine Naxal-affected States from the next fiscal (2012-13). The latest approval will extend it to six Districts (Vishakhapatnam, East Godavari, Warangal, Karimnagar, Srikakulam and Vizianagaram) in Andhra Pradesh; three Districts each of Jharkhand (Ranchi, Giridih and Khunti) and Odisha (three including Ganjam and Nayagarh); two each in West Bengal (Bankura and Purulia); Bihar (Munger and Kaimur) and Uttar Pradesh (Mirjapur and Chandauli).

Some 50 heavily-armed Maoists, the Police claimed, reached a makeshift workshop of a construction company which is engaged in construction of a bridge over Kiul River and abducted four labourers. The Maoists later went to another construction site where labourers were engaged in construction of a water tank of State Public Health Engineering Department (PHED) and abducted three of them. The Maoists took the labourers away to Garhi forest area at gun-point, the Police said. The labourers were kidnapped after the construction firm failed to meet their extortion demands, sources said.

Police neutralised an illegal arms and ammunition factory operated by the CPI-Maoist from a rented house in the Kanholi area under Mithanpura Police Station in Muzaffarpur District. A Police team recovered a stock of 900 cartridges and equipment that the Maoists used to make pistols and other firearms. Two Maoists, identified as Srikant Singh and Bipin Kumar, who were working at the factory near Bela Industrial Estate, were arrested. Singh is a resident of Phenhara in East Champaran and Kumar is from Kharona under Kurhani Police Station of Muzaffarpur District. Both were “actively involved” in the organisational activities of the CPI-Maoist in the District, the Police said. The Police also arrested the owner of the house, Nagendra Singh, who had rented out the accommodation to the Maoists. Muzaffarpur Senior Superintendent of Police (SSP) Rajesh Kumar said the cartridges made at the arms factory were being supplied to the wings of the CPI-Maoist operating in north Bihar Districts. The Police also found three mobile phones at the factory. The SSP added that the Police have recovered raw materials used in making cartridges and some empty packets of cartridges as well.

During interrogation he has confessed his involvement in the attack on Bihar Military Police camp at Akbarnagar, demolition of Sangrampur block office and Garua school building and killing several people. More than two dozen cases are pending against him in different Police Stations in the two Districts.
