In a boost to the anti-Communist Party of India-Maoist (CPI-Maoist) operations, the base of Unmanned Aerial Vehicle (UAV) has been set up in Chhattisgarh, reports The Indian Express on March 2. The aerial vehicle quietly made its first test-reconnaissance from an airstrip in the Bhilai Steel Plant campus on February 27. The UAV will have its base station at a location in Nandini village of Bhilai, as a joint team of National Technical Research Organisation (NTRO) and Indian Air Force (IAF) will handle its operations. The UAV makes sorties over the forested zone of Dandakaranya and takes images useful in security operations. Now, the UAV’s inputs will be streamed live at certain strategic locations, including Raipur Police Headquarters, offices of Police Superintendents of Maoist-hit districts and office of Bastar Inspector General (IG), among others. The UAV is likely to be connected with these offices within months.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was shot dead in a gun-battle with Security Forces in Chhattisgarh's insurgency-hit Sukma District on March 2, reports NDTV. "The rebel-- who is yet to be identified-- was killed in an exchange of fire between a joint team of security personnel and ultras in the restive Gadiras police station limits late last night," Sukma Additional Superintendent of Police (ASP) Santosh Singh told PTI. "A group of armed insurgents opened indiscriminate firing on them in a hilly area of Gadgad village last night following which security personnel retaliated," he said. Later, during search of the spot in the wee hours, the body of a woman Naxal in uniform was recovered along with a 12 bore gun, a pipe bomb, cartridges and other material, the ASP said.

Four cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested from Dantewada District on March 4, reports The Hindu. The arrested Maoists were identified as Bhansi Local Operating Squad (LOS) 'commander' of Maoists military wing People’s Liberation Guerrilla Army (PLGA) Hunga alias Sonaru, Motu alias Guddu Telam, the organiser of Bhansi LOS, Punem Kallu, who was a member of Maoists’ military company no.2 and Ramesh Yadav. Dantewada Police in a press statement said that “Hunga was sent by senior Maoist leader Ganesh Uike to kill Badaru, a former Maoist and now a police constable in Dantewada.” Punem Kallu carried a reward of INR 8,00,000 on his head and Hunga carried a reward of INR 5,00,000.

Intelligence inputs coming from Central Reserve Police Force (CRPF) and Intelligence Bureau have suggested that the growing alienation among tribal population in various Communist Party of India-Maoist (CPI-Maoist) strongholds in Odisha, Jharkhand, Chhattisgarh and parts of Bihar and Maharashtra has forced CPI-Maoist to order a study of socioeconomic impact of the central development schemes, reports dnaindia.com on March 7. The study has been ordered by the Eastern Regional Bureau of CPI-Maoist that supervises Maoist activities in Bihar, Jharkhand, West Bengal, Assam, Eastern Uttar Pradesh and North Chhattisgarh, sources said. The ERB has asked various state committees to undertake detailed study in villages and circulated a 19 column detailed pro-forma to be duly filled up by the surveyors. "The CPI (Maoist) has noted that if it has to spread and further revolution in the agrarian areas, it has to review its tactics in the light of socio-political and economic impact of the development schemes that have been there in the rural and tribal areas for the last two decades," said sources. In their internal communications, the Maoist's have blamed these programmes for weaning away village level activists as they got involved in various contractual works associated with these schemes. Besides initiatives like Rs. 2 per kg rice for poor and Saranda action plan succeeded in misguiding some of its active cadres and sowed seeds of discord among them, the intelligence inputs note. The confiscated documents also suggest that some Maoist leaders lament the lack of maturity on part of some of its senior leadership for being unaware of changing ground realities and need for a comprehensive survey from a Marxist perspective.

Eight Maoists including two women insurgents surrendered before the Police in Bijapur District on March 8, reports The Pioneer. The insurgents were identified as Shankar Poyam (30) of Bhairamgarh, Prakash Podiyami (20) of Nelsanar, Ramsu Tamo alias Katav (21) of Bhairamgarh, Munni Podiyami (30), Malti (20) from Dantewada, Vetti Aytu (42) and Mohan Vatti (27) both from Awapalli and Sukhram Hemla (29) hailing from Gangalur. Superintendent of Police (SP), Bijapur, KL Dhruv informed that Shankar Poyam was member of Maoist military platoon number 16 and also President of Chetna Natya Mandali (CNM), one of the offshoots of the CPI-Maoist. “Shankar was appointed Naxal ‘Militia Commander’ active in Belnar in 2005. He was involved in triggering Improvised Explosive device (IED) near village Bodli under Nelsanar Police Station in 2010 where two personnel of Naga Battalion had lost their lives. The insurgent had also killed Salwa Judum leaders,” the SP said, adding, reward of INR 100,000 was declared on his head. Prakash Podyami, ‘deputy commander’ of Section-A of Maoist Military platoon number 1 was trained in handling automatic weapons and planting IED. The insurgent along with other Naxals had carried out ambush attack on a Police party in Bhatpal under Orcha Police Station wherein 3 Police personnel died. The State Government had declared reward of INR 300,000 on his head, he said. Ramsu Tamo who was ‘Janmilitia Commander’ active in Bhairamgarh was part of Naxal team which had attacked Police party in Farsegarh in 2012. Two Police personnel had martyred in the attack, he said adding Ramsu carried reward of INR 100,000 on his head. The other surrendered ultras used to support insurgents in operating Naxal activities in the region, the SP said.

The Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze two vehicles of a construction company deployed for construction of a road near Punnoor village in Bijapur District on March 8, reports The Pioneer. A road-roller and a Hyva tipper were set on fire by insurgents during the evening hours while the labourers were engaged in construction of road located on Awapalli -Basaguda road. According to Superintendent of Police (SP) K L Dhruv, a group of insurgents walked to the construction site when the Road Opening Party (ROP) had returned to the camp after patrolling. The insurgents poured fuel on the two vehicles deployed for road construction work and torched them, he said.

The Communist Party of India-Maoist (CPI-Maoist) outfit is planning to form a new corridor to connect Jharkhand, Odisha and Chhattisgarh through the districts of Sambalpur and Deogarh, said Director General (DG) of Central Reserve Police Force (CRPF), Prakash Mishra on March 18, reports The New Indian Express. He further said “The CRPF is ready to foil any such attempt by the banned outfit.” Sambalpur and Deogarh districts are pivotal because of their strategic location and all efforts will be made to ensure that the Maoists cannot realise their plan of a corridor, added Mishra, who arrived in Sambalpur later in the day after reviewing anti-Maoist operations at Sunabeda wildlife sanctuary in Nuapada, which has become a hotbed of Maoists. “It will be easy to rein in the Maoists if they are denied setting up the corridor,” Mishra said, adding that there has been a reduction in the Maoist movement in Sundargarh, Deogarh and Sambalpur whereas it has increased in Boudh, Kandhamal and Angul districts. He said the CRPF personnel have succeeded in containing Maoist activity in Sunabeda sanctuary and are now concentrating on the border areas of Nuapada and Chhattisgarh, where the ultras are currently active. On CRPF deployment in the State, the CRPF DG said it would be rationalised and the personnel stationed in areas which have marked subdued Maoist activities would be moved to places where ultras are active. He said the CRPF was working in tandem with the State Police. During his visit to the Sunabeda sanctuary, Mishra attended a function organised by CRPF in Sunabeda village as a part of their Civic Action Programme.

Amid claims by the Centre and the Chhattisgarh Government that Communist Party of India-Maoist (CPI-Maoist) activities are on the decline, the state’s forest employees union has written to Chief Minister Raman Singh and, citing the Maoist threat, urged him to immediately stop all departmental works in the interior areas, reports The Indian Express on March 23. The employees have threatened to go on an indefinite strike from March 25 if their demands were not met. Dated March 21, the letter was sent by Umesh Singh, convener of Chhattisgarh Forest Employees Union. A section of the forest employees are already on strike since March 12. Their chief demand is the unconditional release of a forest guard Ramsai Vadde, accused of the murder of a tribal Budhram Salam. On December 24, Maoists abducted Vadde and some labourers when they were working in Edka area of Narayanpur District of Bastar. Maoists made Vadde call Budhram Salam, a resident of his village, and asked him to reach Edka on some pretext. As Salam arrived at the spot, Maoists released Vadde and others. Salam was found dead next day. Subsequently, police arrested Vadde and charged him with criminal conspiracy to commit the murder of Salam. Some labourers who were working with him were also arrested for the murder. “Vadde has no role in this. They put a gun on his head and forced him to call Salam, who was a police informer. What do you do if someone threatens you?” Satish Mishra, Forest Union president, told The Indian Express.

Comptroller and Auditor General (CAG) has raised doubts over the veracity of Chhattisgarh forestry and wildlife department's claim of executing works worth INR 21.1 million relating to harvesting of bamboo, in Maoist affected Districts of Bijapur, Narayanpur, Sukma and Dantewada, reports The Times of India on April 1. In its report, which was released last week, CAG questioned how the work of harvesting bamboo was undertaken between 2008-09 and 2012-13 when villagers of some of these areas had refused to enter the forests to work due to fear of Maoists. The report states that the expenditure of INR 21.1 million incurred on the Rehabilitation of Degraded Bamboo Forest (RDBF), soil and water conservation was doubtful.
