The Communist Party of India-Maoist (CPI-Maoist) has stepped up their expansion drive in western Odisha and the trijunction of Karnataka-Tamil Nadu-Kerala, a latest assessment by the Union Ministry of Home Affairs (MHA) has revealed, reports Hindustan Times. “The sustained campaign against Naxals in their strongholds of Sukma, Bijapur and Narayanpur in Chhattisgarh, Gadchiroli of Maharashtra and Saranada forest of Jharkhand has forced the Maoists to expand in new areas,” said a senior security officer. According to the assessment, Maoists are pushing in the western Odisha districts of Bolangir, Bargarh, Nuapada and Nabarangpur. They also held a large meeting in Pardarha village of Nuapada, which was attended by their four central committee members. Besides Odisha, Maoists have been trying to new front in area around tri-junction of Karnataka-Kerala-Tamil Nadu for the last many years. The security forces have seen renewed Maoist activities in this region this year. The MHA assessment also shows that in the first three months of the current year more Maoists have been killed in comparison to the Security Force (SF) personnel than in the same period in last year. In the first three months of last year, 53 security personnel had been killed, while the figure for Naxals killed in clashes with the security forces and their own breakaway factions stood at 20. But in 2013, in the first three months ending March 31, only 25 SF personnel lost their lives in anti-Naxal operations whereas 30 Maoist were killed clashes with the SFs and breakaway factions like Tritiya Prastuti Committee (TPC).

Constable Parshu Markam of Chhattisgarh Armed Force (CAF) was killed and three others were injured in an encounter with Communist Party of India-Maoist (CPI-Maoist) cadres in Sukma District on May 8, reports NDTV. A senior Police official said over phone, "The incident took place in the jungles of Kistaram Police Station area of the District when the CAF jawans (troopers) were on a combing operation in the region early this morning". When the patrolling party reached near the forest of Kistaram village, the Maoists opened indiscriminate fire on them, killing one and injuring three others.

A trooper of the Special Task Force (STF), Yogendra Singh, was killed and another injured in an encounter with cadres of the Communist Party of India-Maoist (CPI-Maoist) in Sukma District, on May 17, reports The Times of India. The incident took place when the joint party of District Force, Chhattisgarh Armed Force and STF was on a combing operation in the forests of Chintagufa Police Station limits. The Maoists opened indiscriminate firing when the patrolling party reached near Minpa village, following which Security Forces (SFs) retaliated. In the exchange of fire that lasted for around two-and-a-half hours, two troopers were injured out of whom one succumbed to his injuries later.

Another Times of India report says Maoists who planned the Darbha massacre picked their spot well as investigations have revealed that the reason why the ambush site was not sanitized ahead of a Congress leaders' convoy passing through the area was because of a thinly spread out force. The force deployed in the area is capable of covering not more than 10km but was tasked with covering 25km. There are only two companies of the force in the region stationed at a distance of 25 km - one at Darbha and the other at Tongpal. On May 25, the handful of Security Force personnel — about 50 — guarding Congress leaders found themselves far outnumbered and outgunned by a contingent of 200-250 Maoists who fired a hail of bullets leading to 28 deaths, including eight security men. The policemen fought until all their ammunition was exhausted.

Former Union Minister V C Shukla was among 30 others injured in the incident. The Communist Party of India-Maoist (CPI-Maoist) on May 28 claimed responsibility for the May 25 attack on a convoy of Congress leaders in Darbha ghati area of Sukma District in Chhattisgarh, reports The Times of India. The Maoists sent a four-page letter and an audio clipping to the media, claiming they were behind the attack in which 28 people including top Congress state leaders were killed. The letter carries the signature of a Maoists spokesperson from Dandakaranya. As per the letter, a team of the People's Liberation Guerrilla Army (PLGA) carried out the attack. It further states that senior Congress leaders Mahendra Karma, Nand Kumar Patel and VC Shukla were the main targets of the attack. The attack left Karma and Patel dead, while Shukla was critically injured and is undergoing treatment at a Gurgaon hospital. The Maoists claimed that their purpose was to "punish" Mahendra Karma who had launched the anti-Naxal armed movement Salwa Judum. Reportedly, the camp housed a thousand personnel. Till last week, Police officers were talking about the camp as a major strategic advance in the direction of the Andhra Pradesh border. Within days after the attack on Congress Party convoy on May 25, the Communist Party of India-Maoist (CPI-Maoist) has sent a letter to Sukma District collectorate, threatening to eliminate at least 15 people, who were associated with Salwa Judum (anti-Maoist vigilante group), reports The Times of India. The letter, written in red ink by Darbha divisional committee of CPI-Maoist, was received at the Sukma collectorate on May 28. "We will punish the salwa judum activists and the police", said the letter adding that it was releasing a list of people, who were helping the police and were closely associated with Salwa Judum. "You will not be able to protect them even by deploying your entire force", the letter threatened.
