Meanwhile, Punjab police sources said, on April 4, a Kashmiri terrorist arrested earlier in Gurdaspur, on April 1, has confessed to links with a police officer and a local politician. The arrested terrorist, a former student of Jammu University, also disclosed that a hotel room in the Gurdaspur used as a control room by Pakistan’s Inter-Services Intelligence (ISI). As reported earlier, four Kashmiri terrorists associated with the Babbar Khalsa International (BKI) were arrested from Harchuwala in Gurdaspur, where they were planning an attack during the Ramnavami, a Hindu religious event, celebrations of April 2 in Batala town.

On April 4, Punjab Chief Minister Parkash Singh Badal said, "No one has approached me with regard to the surrender of Wassan Sing Zaffarwal. I am not aware of anything in this connection. I have just read in the newspapers that Zaffarwal wanted to surrender". It was reported that Wassan Singh Zaffarwal, Chief of the Khalistan Commando Force (Zaffarwal) [KCF (Z)], who was staying in Switzerland until recently, has come to India with the intention of surrendering before the Punjab police. Certain Akali leaders were reportedly helping him in this connection. The Zaffarwal issue has been in the news since the Majitha by-election when his name reportedly figured in connection with certain letters issued to support the Akali candidate. Meanwhile, All-India Shiromani Akali Dal President Gurcharan Singh Tohra said, on April 3, criminalisation of politics was proved from the manner in which former Panthic Committee member and chief of the Khalistan Commando Force Wassan Singh Zaffarwal was allegedly allowed by the Punjab Government to move freely in Chandigarh.

According to official sources, Wassan Singh Zaffarwal, chief of the Khalistan Commando Force (KCF) was arrested by the Majitha police on April 11. Zaffarwal has been one of the most dreaded terrorists and was declared an offender in more than a dozen cases including those of murder. During the hey days of terrorism in Punjab, he was a member of Damdami Taksal and a follower of Jarnail Singh Bhindranwale. He was also a member of the Panthic Committee headed by Gurbachan Singh Manochahal. Later, he developed differences with Gurbachan Singh Manochahal and formed his own Panthic Committee. He also floated Khalistan Commando Force (KCF) and was responsible for many terrorism-related incidents not only in Punjab but also in Rajasthan, Gujarat and other parts of North India.

He reportedly said the government should evolve a concrete policy to help militants return to the mainstream as they were disillusioned with the goal of Khalistan. Meanwhile, media reported quoting intelligence sources that the arrested KCF chief Zaffarwal faces serious threat to his life from Pakistan's Inter Services Intelligence (ISI). According to reports, the ISI was perturbed over his return that could virtually set a trend for others who had escaped abroad with its assistance. This could prove a psychological setback to the ISI's efforts to foment trouble in Punjab. The ISI is known to have spent considerable amount of money and effort in propping some of these terrorist outfits and Zaffarwal's return is seen as a sort of breach of trust. Zaffarwal had enjoyed the hospitality of the ISI in Pakistan for several years before he fled to Switzerland. Moreover, Zaffarwal might throw light on ISI network in Punjab.

On April 18, the Central Bureau of Investigation (CBI) secured permission from a designated court in Patiala in Punjab for separate trial of three of the accused in the hijacking of Indian Airlines flight IC-814 from Kathmandu to Kandahar in southern Afghanistan on December 24, 1999. The other five hijackers and two of their accomplices from Pakistan are yet to be arrested. The CBI has reportedly requested the Ministry of External Affairs and the Interpol to help arrest these hijackers. Earlier, the CBI had, on June 21, 2000 filed a chargesheet against 10 persons in the hijacking case.

This was dissolved by Avtar Singh Sanghera, vice-president, Babbar Khalsa International, in an interview to the Tribune News Service. He, however, said the outfit had submitted a memorandum to Jack Straw, British Home Secretary, for lifting the ban. The arrested chief Khalistan Commando Force (KCF), Wassan Singh Zaffarwal, has reportedly said that during his exile in Pakistan, he and scores of other Punjab terrorists were puppets in the hands of Pakistan's Inter Services Intelligence (ISI). Speaking to newsmen at Baba Bakala on April 20, he revealed that they were under the complete control of Pakistani bosses who would tell them to write letters and issue directions to terrorists operating in the field (Indian Punjab). He added that their operations were mainly funded through sources in Europe and North America which were routed through traders based in Lahore and Sialkot, Pakistan.

On April 28, a designated court in Patiala, Punjab framed charges against three of the accused in the Indian Airlines plane (IC 814) hijacking case in which five Pakistani nationals had forcibly taken the aircraft to Kandahar in Afghanistan in December 1999. According to official sources, the court framed charges against Abdul Latif alias Patel, Bhupalmar Damai alias Yusuf Nepali and Dilip Kumar Bhujel, who had helped the five accused and their two accomplices. Earlier, the Central Bureau of Investigation (CBI) secured 'red corner' notice against the five hijackers -- Ibrahim Athar, Sunny Ahmed Qazi, Zahoor Ibrahim, Shahid Akhter Sayed and Shakir -- and two accomplices Yusuf Azhar and Abdul Rauf from the Interpol. The CBI, through the Ministry of External Affairs, had also made a formal request to the Pakistani government for extradition of the five hijackers and two of their accomplices However, Pakistan continued to maintain silence over the issue, the sources said.

According to media reports, annoyed over the arrest of Wassan Singh Zaffarwal, chief of the Khalistan Commando Force(KCF), the foreign-based Sikh terrorist outfits have resolved to observe the 15th anniversary of the declaration of ‘Khalistan’ at Stockton, California (USA) on April 30. The declaration of Khalistan "was made at Akal Takht by the Panthic Committee" on April 29, 1986 to which Zaffarwal was one of the five signatories.
