Deuba had gone to Oli’s residence in Balkot village of Bhaktapur District seeking the main opposition party’s support for the bill tabled in the Parliament. Oli rejected Deuba’s proposal, saying that the constitution amendment bill had failed to prove its relevance and therefore his party would not support the bill in its present form. In the meeting, Oli also demanded that the second phase local polls be held before May 29 and the Government brings the budget as per the constitutional provision.

Separately, two key Madhes-based parties - Federal Socialist Forum Nepal (FSFN) led by Upendra Yadav and Nepal Democratic Forum (NDF) led by Bijay Kumar Gachchhadar - have intensified their preparations for the polls while the RJPN, which was formed after a merger of six Madhesi parties a little more than a month ago, is still undecided, reports Republica on May 30. FSFN which participated in the first round of local elections held in provinces 3, 4 and 6, said it will be participating in the second round as well but with new strategies. Leader of the party Manish Suman said “As the government has rescheduled the election program and the election date, we have decided to suspend all the programs.” He, however, said that the party is still waiting for their demands to be fulfilled, adding that the party will not take part in the election and will obstruct the election programs if their demands are not fulfilled.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)obstructed the Parliament on May 31 demanding the vote count for Bharatpur Metropolitan City be resumed at the earliest, reports The Himalayan Times. The District Election Office, Chitwan had halted the vote counting, shortly after volunteers deputed to assist the vote count tore ballot papers on May 29. CPN-UML lawmaker Surendra Pandey said “Victory and defeat are the norms of the election. The work of tearing the ballots in a fear of losing the election is unethical and such act undermines democracy and people’s verdict. All are supposed to accept the election result and the vote counting should be re-started immediately.”

According to Chief Returning Officer Kabi Prasad Neupane, of the 2, 897 votes cast in ward number 19, as many as 1,809 votes have already been counted. “998 papers have been torn in such a way that they cannot be counted. 90 were found to have completely destroyed,” said Neupane.

The EC published the new election schedule as per the Government decision of holding the second round of local level polls on June 28. Earlier, the Government had decided to hold the second round of elections on June 23. The elections are going to take place at 461 local units of 43 Districts including some parts of Rukum and Nawalparasi, of Province No 1, 2, 5 and 7, stated a press release issued by the EC.

Similarly, the Federal Alliance on May 31 decided to withdraw its torch rallies planned for June 1 and general strike planned for June 2 after the Government decided to reschedule the second phase of local polls, reports The Himalayan Times. The Federal Alliance, however, announced fresh but mild forms of protests from June 1 to 8. The alliance issued a release stating if the Government failed to ensure passage of the constitution, didn’t withdraw false charges slapped against cadres of the agitating forces and failed to increase the number of local levels in Madhes by June 8, then it would intensify its protest.
