On October 2, Police arrested four cadres of the Unified Communist Party of Nepal-Maoist (UCPN-M) from Jhumka in Sunsari District alleging them of being involved in extortion from one Suman Thapa, who was bringing four tractors loaded with timber and firewood, which he had bought from the District Forest Office, to his Jhumka-based sawmill, reports inseconline.org. The arrestees are identified as Rajan Kiranti, Dinesh Chaudhary, Khagendra Bhattarai and Bidhya Dahal. Suman Thapa said that the inebriated UCPN-M cadres obstructed the tractors and demanded NPR 100,000 as “donation”. He alleged that the Maoists had assaulted the drivers and workers when the latter refused to pay the amount. The accused Maoist cadres, however, reportedly claimed that they had stopped the vehicles carrying timber to check whether they were brought illegally.

Raghuji Pant, a politburo member the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) on October 7 accused the Madheshi political parties of pampering and promoting armed outfits operating in Terai, reports Nepal News. “Madheshi parties receive tens of millions of rupees from the money the armed outfits groups make by means of extortion for supporting them. Various reports of the Home Ministry prepared during the tenure of the then Prime Minister Madhav Kumar Nepal had proved this,” said Raghuji Pant. Speaking at the Reporter's Club, he claimed that "most of the Terai-based political parties maintain links with the armed groups". “They [Madhesi parties] were so quick to oppose the special security plan as they were trying to promote the armed groups,” Pantfurther added.

A socket bomb planted near the District Forest Office in Dhanusha was diffused by Nepal Army on October 12, reports inseconline.org. Though an unidentified person had informed about the bomb at around 10 am [local time], staffs of the forest office had searched the office premises with the help of Police but had not found the bomb. The location of the explosive device was confirmed after some part of the bomb went off at the eastern side of the office near a road at around 12 noon [local time]. Police said that Janatantrik Tarai Madhes Mukti Party (JTMMP) might have planted the bomb as a pamphlet with the name of the group's ‘military commander’ Bhagat Singh was found at the site. A watch and battery was also recovered at the site.

Police arrested two leaders of Mongol National Party, including its central chairperson in Rukum District on October 12. Central chairperson of the group Upendra Gharti Magar of Kharkhola in Jang Village Development Committee-2 (VDC-2) and cadre Gam Bahadur Pun Magar of Siuri VDC-4, Rolpa were presented in a press meet by police on October 13. Police said that Gharti was arrested from Dhaune in Rukumkot VDC-2 while Pun was arrested from Salle in Khalanga VDC-2 following a tip off. Police also presented combat dress, documents, and clothes worth NPR 700,000 from the duo.

According to Kantipuronline, the opposition parties—Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)—who had agreed to harmonise their positions on the integration of Maoist combatants, have gone a step further by preparing a ‘flexible’ joint proposal that they say should be acceptable to the Unified Communist Party of Nepal-Maoist (UCPN-M). The proposal will be presented to the UCPN-M in a meeting scheduled with Prime Minister Baburam Bhattarai on October 18 (today). “We are proposing a deal which the Maoists simply cannot refuse,” said an NC leader suggesting that an agreement was almost a done deal. “Our proposal is in line with what the Maoists have already agreed to in talks post-Dashain.”

"The regrouping of the [People's Liberation Army] combatants will start soon," he assured, adding further that there exists no dispute regarding constitution drafting. He claimed there will be crucial agreement on the ongoing constitution drafting and peace processes between the political parties prior to Prime Minister Baburam Bhattarai's scheduled departure to India on an official visit on October 20 (today). Kantipuronline reports that the three major parties have reportedly struck consensus on integrating of former PLA combatants by forming a new directorate with a non-combat mandate as proposed by the Nepal Army. Leaders, who attended October 20 talks said the parties have 'almost settled' their differences on numbers, modality and rehabilitation package, but are yet to find a meeting point on rank determination and norms of integration. "We have agreed to accept the directorate with the mandates proposed by the Nepal Army. We had an agreement that the combatants will get the responsibilities similar to that of a regular Army and can undertake other responsibilities prescribed by the state," Unified Communist Party of Nepal-Maoist (UCPN-M) Special Committee member and Finance Minister Barsha Man Pun said. He said his party is mindful of the Army's sensitivity and does not intend to erode the professionalism of the national army in pushing ahead with the integration process. A Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), leader who attending the three-party talks, confirmed that the major parties had resolved the differences on the mandate of the directorate that would integrate the former combatants. "The Maoist Chairman himself had consented to the mandates when the proposal was prepared by the Army, but he later backtracked following pressures from hardliners within his party," the leader said. Nepali Congress leader Krishna Sitaula said, "We felt that the Maoists are yet to complete discussions within their party," adding, "If there is consensus, there will not be a partial deal but a package agreement on all the contentious issues." The Mohan Baidya faction of the Maoist party is demanding that the directorate be given a complete military mandate and the same role as that of Army soldiers. The Army plans not to provide peacekeeping role and access to weapons to the newly integrated combatants.

He also said that Islami Sangh Nepal’s leader Faizan Ahmad’s murder in a broad daylight near Police offices and the presence of controversial ministers (who were recently relieved of their duty) in the Government were the evidences to prove that the Government is not working in a satisfactory way. “Though he (Prime Minister Baburam Bhattarai) was determined to work for peace and constitution and to deliver relief to the people, such incidents have demonstrated Government’s weaknesses,” added Thapa. Thapa represents cadres close to the hardliner faction of the party led by vice chairman Mohan Baidya. Nepali Congress (NC) President Sushil Koirala accused Maoists of posing hindrance in the peace process through the issues of integration of the combatants, returning the seized property and the paramilitary structure of the Young Communist League (YCL). “You claim to be loyal and flexible. But there is violence and crime growing even in the hometown of Bhattarai. How are you loyal,” questioned Koirala. Koirala said that Maoists have not abided by the past pacts although they claim to be the most loyal party. He said that they should be able to implement their agreements before calling themselves loyal. “There were 8-point, 12 point and Comprehensive Peace Agreement along the peace process. However, they have not been followed. You just claim to be loyal. You need to work so that people can trust you,” said Koirala. Stating that Maoist Chairman Pushpa Kamal Dahal aka Prachanda and Prime Minister seem serious about the peace process, Koirala said that the seriousness should now be put into action. “Now you should endorse your commitments through the party and show in both the national and international arena that there really is something happening in the peace process,” Koirala remarked.

He refuted the reports that there was tacit understanding between the major parties on the peace process and the agreement would be signed after the arrival of prime minister from New Delhi (India). “The alleged endorsement of the proposal to incorporate 40 percent combatants and 60 percent security men from government security agencies in the directorate for integration was completely wrong,” said Gajurel, adding, “Our party has not backed from its stand of 50 percent from each side.” The major parties had reportedly struck consensus on integrating former Maoist combatants by forming a new directorate with a non-combatant mandate as proposed by the Nepal Army.

Nepal Police on October 27 said that the cause of an attack on the Unified Communist Party of Nepal-Maoist (UCPN-M) lawmaker and trade union leader Salikram Jamarkattel on August 27 was the internal dispute of the Maoist party, reports Nepal News. After the investigation, the Police concluded that there was "political reason" behind the attack. Organising a press conference in Kathmandu, Central Investigation Bureau (CIB) of the Nepal Police revealed that Maoist combatants attacked him following an order from former secretary of All Nepal Trade Union Federation-Revolutionary Tara Nidhi Panta aka Ramesh Panta. Senior Superintendent of Police Kamal Singh Bam said the investigation found Panta to have plotted the attack and Rajan Kharel 'Dhiraj' assisted him'. Combatants from the third division of the Maoist cantonment Indra Bahadur Shahi had attacked Jamarkattel with an iron rod and disqualified combatants Sudip Karki 'Nabin' and Kamal Budhathoki had assisted him. Likewise, combatabts Ram Pudasaini had planned the timing of the attack. Police have arrested the four while main accused Panta and his assistant Kharel are still at large.
