The Government and Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand)on March 5 formally signed a three-point agreement reached on March 4 amid a program in Kathmandu, reports Kathmandu Post.The programme was attended by Prime Minister KP Sharma Oli and Netra Bikram Chand, the general secretary of the CPN-Maoist-Chand.Prime Minister Oli, while addressing the agreement signing ceremony, said that Nepal at present does not have any violent conflict as the once outlawed CPN-Maoist-Chand and the Government have sealed the three-point deal.“Nepal doesn’t have any violent conflict. It means Nepal is a peaceful country and peace prevails here,” he said.Addressing the agreement signing ceremony, Chand said “We are committed to honouring the three-point agreement. We’ll abide by this. There is no need for apprehension or sophistry.”

Netra Bikram Chand aka Biplav, General Secretary of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) speaking to media in Kathmandu on March 11 said that the possibility of his party joining the Government cannot be ruled out, reports Khabarhub. Biplav remarked that his group is committed to the three-point agreement made with the Government and wants the government to take it sincerely. Biplav said, “We have not ruled out the possibilities of being a part of the government.” However, he added that the party’s main focus now is to integrate the communist movement. Biplav demanded referendum to find out whether people want to go for democratic scientific republic or parliamentary system.

Bamdev Gautam, a key leader of the ruling Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML), while addressing a meeting organized by the Nepal Communist Party Unity Campaign in the capital Kathmandu on March 16, has accused the party’s Chairman KP Sharma Oli of trying to split the party, reports Republica. He claimed that Oli opted to split the party through unilateral decisions including the amendment of the party statute by a section of central committee members close to him. He was of the view that Oli failed to behave in such a way so that party unity would remain intact although the Supreme Court revived the party through its order on March 7 earlier this year. “The revival of the party means that it has been reinstated to its status prior to May 16, 2018. It also means that the party’s erstwhile statute, central committee, politburo and standing committee formed by the central committee have also been reinstated. However, Oli acted differently,” Gautam said.

Undeterred by the threat of disciplinary action by Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) Chair and Prime Minister KP Sharma Oli, the faction of the party led by Madhav Kumar Nepal and Jhalanth Khanal held its planned national cadres' meet in Kathmandu on March 17 and questioned Oli's communist credentials in front of some dyed-in-the-wool communists, reports The Himalayan Times. Addressing the gathering of some 2,000 communists, including Radha Krishna Mainali and Mohan Chandra Adhikari, who spent more than 10 years in jail for their role in Jhapa rebellion, Nepal said Oli had strayed from the path of communism as he acted against the power sharing deal reached with CPN-Maoist Centre Chair Pushpa Kamal Dahal. Other diehard communists who graced the occasion included Modnath Prashrit, Siddhi Lal Singh, and Kamal Koirala. Nepal said Oli's arrogance, dictatorial behaviour, and tendency to promote factionalism in the party was the main reason behind the crisis in the party. He said he had urged Oli to revert the party organisation to its status before it merged with the CPN-Maoist Centre and revive all the party committees that existed before the merger, but Oli didn't listen.

Prime Minister and Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) Chair KP Sharma Oli addressing CPN-UML's Parliamentary Party meeting at Baluwatar on March 18 warned the party lawmakers against holding factional meetings, reports The Himalayan Times. PM Oli also warned that the defying lawmakers will have to face action should they participate in factional meetings other than those called by the party and Parliamentary Party. The meeting also formed a 27-member Parliamentary Board led by PM Oli. The board also includes Deputy Parliamentary Party leader Subash Chandra Nembang, Chief Whip Bishal Bhattarai, Whip Shanta Chaudhary, as well as leaders of the dissenting faction within the party -- Madhav Kumar Nepal and Jhalanath Khanal.While names of 24 members in the board have been finalised, three members will be nominated at a later date. The meeting has also proceeded with amendment of the party statute for which a task force will be formed.

The Parliamentary Party of the ruling Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) on March 18 formed a three-member taskforce to amend the party's statute, reports The Himalayan Times. The meeting held at the Prime Minister's official residence in Baluwatar also decided to form a 24-member Parliamentary Board under party Chair and Prime Minister KP Sharma Oli. Party leaders Madhav Kumar Nepal and Jhalanath Khanal, who are holding national cadres meet to oppose the PM's highhandedness in the party, were also named in the Parliamentary Board. The three-member task force to be coordinated by CPN-UML Chief Whip Bishal Bhattarai has lawmakers Sher Bahadur Tamang and Bimala Rai Paudel as its members.

Senior leader of the ruling Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML), Madhav Kumar Nepal addressing a national gathering of the students close to his faction in Kathmandu on March 23 tagged the party’s chairman and Prime Minister KP Sharma Oli as the Nepali version of Adolf Hilter, reports Republica. Dissident leader Nepal’s statement comes at a time when the party leadership has asked him to furnish clarification over his ‘factional’ activities of late. The party secretariat dispatched letters to four leaders of the party including Nepal, Bhim Rawal, Ghanashayam Bhusal and Surendra Pandey for ‘carrying out activities against the party’s interests. Nepal said that Oli has been transforming himself into an autocratic leader like Hitler by accumulating all powers under him.

Chairman of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Pushpa Kamal Dahal announced to withdraw the support of his party to Prime Minister K P Oli within the next one or two days, reports My Republica on March 27. Chairman Dahal addressing a function in Kathmandu on March 27, revealed that they had earlier decided to defer withdrawing support to the Government at the request of political parties that staged demonstrations against the move of Prime Minister K P Oli to dissolve the House of Representatives (HoR). “But I cannot wait for many days both on political and moral grounds. Let the politics take its own course,” he said. Dahal, however, clarified that his party decided to defer withdrawing support to the Government hoping that there would be a minimum political consensus among the political parties that took to the street against the prime minister’s unconstitutional move to dissolve the parliament and that they would be able to simultaneously withdraw the support to the Government and register vote of a no-confidence motion against the prime minister.
