Leaders of Seven-Party Alliance (SPA) have said that notwithstanding the 12-point understanding, Maoists are continuing with extortion. Speaking at a meeting of the House of Representatives on May 10, Nepali Congress legislator Devendra Raj Kandel said Maoists had asked him to "donate" Rs 100,000 recently. He said that Maoists asked him to give the amount in a letter on February 27, 2006. Kandel further said the Maoists have been issuing threats to his associates living at Maheshpur village in the Nawalparasi district for not paying the sum. Likewise, speaking at a function in the capital on May 10, SPA leaders accused the Maoists of continuing with extortion and terrorizing civilians. Asking the Maoists to stop all atrocities against the people, CPN-UML General Secretary Madhav Kumar Nepal said that he was ready to take responsibility for feeding the Maoist ‘army’.

Representatives of the Government and the Maoists met at Gokarna near the capital Kathmandu on May 26 and held the first round meeting of the peace talks. They made public the 25-point Cease-fire Code of Conduct to pave the way for elections to the Constituent Assembly, modalities of which would be discussed during the next round of talks. The coordinator of the Government team, Home Minister Krishna Prasad Sitaula, and the coordinator from the Maoists’ side, Krishna Bahadur Mahara, signed the Cease-fire Code of Conduct. “We will soon hold election to Constituent Assembly and will create an environment in which people will be able to exercise their democratic rights without fear and threats,” said Sitaula after signing the code and added that the “next round of the talks will focus on the process and modalities of election to the Constituent Assembly and whatever differences we may have will be settled amicably.” Meanwhile, Mahara reportedly said, “election to Constituent Assembly is our one-point agenda.” Some of the points agreed upon at the meeting included: both sides to refrain from activities that may provoke the other side; Mobilisation of arms to stop; both sides shall not attack security bases of the other side or use landmine or ambush against each other; fresh recruitment to stop and bandh (shutdown) or strike will not be called during the truce.

The Communist Part of Nepal-Maoist (CPN-Maoist) negotiation team leader, Krishna Bahadur Mahara, stated on May 31 that the Maoists are close to reaching an agreement with the parties on supervision of arms of both the armies by a credible organisation, according to Himalayan Times. Addressing a function organised by the Samyukta Loktantrik Morcha in Kathmandu, he said, "International communities want us to lay down arms before an e election to a Constituent Assembly, but we have almost reached an agreement to keep the arms of both the armies under the supervision of a credible organisation." He added that the Maoists are preparing to enter the political mainstream and are holding consultations with several experts on it, adding, "The government has recognised the existence of two parallel armies and two parallel states."
