Federal Minister of Interior Rehman Malik on August 2 told the Senate that external aggression and world power game could not be ruled out in the Balochistan issue as the situation there was similar to that of East Pakistan in 1971, as he held the Balochistan Liberation Army (BLA) and Lashkar-e-Jhangvi (LeJ) responsible for all the major terrorism and kidnapping activities in the province, reports The Nation. Malik said hostile elements were exploiting the indigenous issue of the Balochistan and there was a planned external aggression linked to regional security, adding that a roadmap had been prepared to disintegrate Balochistan. “We are a nuclear power and it is threat for the world,” he added. The Minister questioned whether there were no human rights violations in Punjab and why such issues were highlighted in Balochistan and why a US Congressman took up the matter of Balochistan? But he also answered these queries in the same breath and said it was because of a broader conspiracy. “We will have to find the solution before it is too late,” he said, adding that the slogan of an independent Balochistan was not a new phenomenon as similar movements were led by Nourez Khan in 1948-1950, Sher Mohammad Bijarani in 1963-69 and Kher Bukhsh Marri in 1973-78. He, however, claimed that the people of Balochistan trusted the Federation. “Baloch Separatists and nationalists have links with banned outfit, Tehreek-e-Taliban Pakistan (TTP) and other proscribed organisations,” the Minister added. “LeJ is one of the main organisation that in support with the (BLA is involved in major terrorist activities in the province,” he added. Mentioning a number of incidents of terrorism, killings and kidnapping in the province, he said 299 IED explosions took place, 179 FC soldiers were killed and 502 incidents of abduction were reported in the area since 2010, while 89 policemen and 872 civilians were killed and 1,177 people injured. Malik said these figures were verifiable from provincial home department and intelligence agencies. He claimed that BLA was behind all these incidents. The minister alleged that the BLA was a killing machine and being controlled from Afghanistan, adding that terrorists from Afghanistan side crossed border and committed terror activities in Pakistan, while Maulvi Faqir Mohammad and Fazlullah were also hiding in Afghanistan. He told the house that Brahmdagh Bugti was involved in kidnapping of John Solecki, chief of the UN refugees’ office, and Hyrbyair Marri, while living in UK, used to make a call and people were killed in Balochistan. He, at the same time said, the BLA used to threaten the workers in Balochistan that were associated with different development projects there. Malik stressed that the problem of Balochistan was deprivation of the people of the area. “89 DMG posts and 50 PSP posts are lying vacant in the province,” he added. The Minister said there was a perception that the FC kidnapped and killed the people but the fact was the forces were there to protect the people of the area and borders. He said five per cent areas declared as ‘A’ in Balochistan were under the control of police and other areas marked as B under the control of levies.

the Reporters without Borders expressed concern over the fate of Ayub Tareen, a correspondent for the British Broadcasting Corporation’s (BBC) Urdu service in Quetta, who was forced to leave the city by the Baloch Liberation Front (BLF) on July 21, 2012. “We take these threats very seriously and urge the local authorities to improve the safety of those who work in the media,” the Paris-based press freedom organisation said in a press freedom alert received via email, adding, “We support the call by the Balochistan Union of Journalists (BUJ) for dialogue and mediation to settle disputes between the media and various interest groups in the region.” Tareen told the Reporters without Borders that he was forced to leave Quetta after the BLF accused him of “partisan reporting”. Several Quetta-based news organisations received a statement from BLF spokesman Basham Baloch. The spokesman said it was boycotting the BBC’s Urdu service because of the “partial attitude” of Tareen. “We inform high-ups of BBC to take notice of their correspondent’s partial behaviour.” The statement also read, “Otherwise, we would be forced to take strict action.”

Interior Minister Rehman Malik on August 3 told the Upper House that 14 organisations are operating in Balochistan and both friends and enemies of Pakistan were financing and encouraging them for uprising, reports Daily Times. Malik said, "Give me an opportunity and let me tell you what our friends are doing with us. Let our enemies be aside but I have astonishing facts about the friends." He unveiled evidence on links among the Baloch dissidents and neighbouring countries such as Afghanistan and India. He also showed proof about training camps being run in Afghanistan and a number of official letters written by the Afghan Government to its departments to provide funds, visas, passports and arms and ammunition to Brahamdagh Bugti and his operators inside Balochistan. He also mentioned strong links of dissident leaders with Afghanistan and India. The minister claimed that there were 24 training camps for terrorists in Kandahar alone. He unveiled proof about Pakistani insurgents getting training in Kandahar and other areas. The minister requested nationalist parties to support the Government, before it was too late.

senior politician and Balochistan National Party (BNP) leader Sardar Akhtar Mengal rejected the claims of Interior Minister Rehman Malik regarding unrest in Balochistan, saying the Secret Agencies, establishment and Security Forces were responsible for the deteriorating law and order situation in the Province. “Former dictator General Pervez Musharraf had only orphaned Balochistan, but the current democratic Government had turned it into a graveyard,” he said in a telephonic conversation with reporters. Further, Mengal said that he seconded Malik’s statement regarding presence of Taliban in Balochistan, adding that Taliban were a religious group and the entire world knew where they had trained. He said that Baloch armed groups had not sworn an oath of allegiance to the constitution of Pakistan and therefore, demanding loyalty from them was “insane”.

The decision was taken in response to a request by Provincial Governments on the eve of Eidul Fitr, according to a press statement released by Federal Minister of Interior Rehman Malik. “On the request of provincial governments, it was decided that mobile phone services will be suspended in some cities/areas of the respective provinces as per available intelligence,” the statement read. Cellular company sources confirmed that they were asked by Pakistan Telecommunication Authority (PTA) to block services in Karachi, Lahore, Multan and Quetta. Services were to remain blocked from 8pm on August 19 till 11am of August 20 (today). PTA could send an additional list of cities where services are to remain blocked during this time, the sources added.

Jamil said there was no solution to the Baloch problem in the parliamentary system, which he termed as ‘a fraud’. He added that the Baloch people were fed up with the apologies of ‘Maharajas and Rajas’, and did not trust any leaders. Human Rights Commission of Pakistan (HRCP) on the occasion of International Day of the Disappeared on August 30 said that during the tenure of the present Government, as many as 450 mutilated dead bodies have been recovered and over 1300 persons went missing in different areas of Balochistan Federal Government should take remedial steps to resolve the issue, reported Dawn. Chairperson HRCP Zohra Yusuf said that there is war like situation in Balochistan. Hazara Community is being killed by Lashkar-e-Jhangvi (LeJ) and now Jama’at-ud-Dawa (JuD) has also started opening offices in Balochistan. She said that so far two activists of HRCP have been murdered in Balochistan which shows that commission is under threat. Meanwhile, a report quoting a fact finding mission of the HRCP on Balochistan stated that Talibanisation is growing in several areas of Balochistan and Security Forces might be patronising militants, turning Quetta into a haven for militants, reports The Express Tribune. The report observed that religious fanaticism was not being exported to the province from outside, rather it was being bred within Balochistan. A burgeoning network of madrassas was contributing to the aggravation of inter-sect tensions. It stated that militants have managed to establish training camps in the troubled province. According to the findings, there are multiple layers of violence and tensions prevailing in Balochistan. The crime wave engulfing urban parts of the province, its main highways is either a mark of collusion or utter incompetence of the authorities.
