China is secretly building a high-security compound near Gwadar Port in Balochistan which it will probably use for naval base, Times of India reported on June 3. According to Forbes, a leading Aerospace and Defense magazine, analysts have been watching for the first signs of a long-expected Chinese naval base at Gwadar. "The base, to complement the one at Djibouti, would strengthen China's foothold in the Indian Ocean. Recent satellite images appear to show that several new complexes have been built in the last few years. One of them, identified as a Chinese company involved in port development, has unusually high security," said Forbes.

Amid alleged boycott by Balochistan Chief Minister Jam Mir Kamal Khan Alyani, the Annual Plan Coordination Committee (APCC) on June 4, finalised total development outlay of about PKR 1.41trillion to achieve an economic growth rate of about 2.3 per cent next fiscal year (2020-21), reports Dawn. The APCC meeting, presided over by Deputy Chairman Planning Commission, Jahanzeb Khan, approved a federal public sector development programme (PSDP) worth PKR 630 billion. The four provinces would have cumulative development plans of PKR 783 billion for next year. The core PSDP would have an allocation of PKR 536 billion. An amount of PKR 94 billion would be tentatively made available for special areas and programmes including Azad Kashmir, Gilgit-Baltistan, security development, resettlement of temporary displaced persons (TDPs), mainstreaming of tribal region into Khyber Pakhtunkhwa. However, Balochistan CM denounces ‘less preference and strategy’ for his province. Later, he took to social media platform Twitter to claim that he (as minister planning in-charge of his province) and provincial finance minister Zahoor Buledi boycotted the APCC meeting for “less preference and strategy in doing Balochistan projects”.

According to The Balochistan Post report of June 9, five new cases of enforced disappearance have been reported from Kech and Panjgur District of Balochistan. According to the details received by The Balochistan Post, four persons have been allegedly detained by the Security Forces (SFs) in Kech District on June 9. In Panjgur District, the zonal leader of the Baloch Student Organization Pajjar (BSO-Pajjar), Alam Baloch, was abducted on June 7. According to sources, the SFs raided a house in Kech District, detained four youths, including two brothers, and moved them to unknown locations. These persons are Ahsaab s/o Khalil, Zaman Jan s/o Sipah Khan, Majid s/o Sipah Khan and Abul Hassan s/o Rehmatullah. The locals reportedly visited the SFs’ encampment and requested the release of the said missing persons. The SFs denied their involvement in the abduction altogether. In Panjgur District, the zonal leader and the press secretary of the BSO-Pajjar, Alam Baloch, was allegedly abducted by the SFs and remains unheard since. In a statement, the representative of BSO-Pajjar confirmed the news of Alam Baloch’s abduction. He said that Alam Baloch was/is a student of Balochi literature at the Balochistan University. The spokesperson further said that the enforced disappearance has gained momentum during the COVID-19 lockdown which is a tragedy.

Four young men of the same family were forcibly disappeared after being stopped at a military check-post situated few hundred meters from their home in Sari Gadagi area of Panjgur Districts on June 9, reports Hakkpaan.org. Majid and Zaman, who are among the abductees, are brothers and sons of Sipahan while the other two, Ahsab Khalil and Abul Hassan Rahmat, are their cousins. Majid and Abul Hassan are both drivers by profession while Ahsab and Zaman are students. Sipahan, father of Majid and Zaman who is also a political activist was previously forced to migrate from Sari Gadagi Balgathar to Naag Kolwah when work started on China Pakistan Economic Corridor (CPEC) in 2016. The western route of CPEC passes through Balgathar. In November 2016, military carried out a massive military operation in Balgathar and Kolwah area of Balochistan. As usual, the army cordoned of the area and blocked all the entries and exits of the area. Soldiers carried out door to door searches throughout the week while helicopters carried out indiscriminate shelling in the mountains. Sipahan was one of the victims who died in that shelling in Kolwah.

Security Forces (SFs) abandoned their border check posts after violent protests erupted in Brabchah area of Chagai District in Balochistan, on June 11, reports The Balochistan Post. Thousands of protestors pelted stones at the SF personnel forcing them to retreat and abandon their border posts. The protestors also destroyed and torched buildings of the military establishment. Protests have erupted across Balochistan to demand justice for 4-year-old Bramsh, who was shot along with her mother in Turbat town by Army-backed criminals. Baloch people worldwide have also joined the protest by launching online campaign #JusticeForBramsh on social media. The Baloch Republican Party (BRP) has slammed the Army over Turbat incident and termed it to be "a continuation of the massacre of Pakistan armed forces in Balochistan who have been engaged in kidnapping civilians for ransom and dumping mutilated bodies for the last several years".

According to Baloch political and social circles, death squads have been formed in Balochistan under the auspices of Pakistani intelligence agencies and the Army. Individuals belonging to these groups were openly allowed to commit theft, robbery and other crimes. Meanwhile, BRA claimed the responsibility for the killing of Shoaib. The BRA ‘spokesperson’, Beebagr Baloch, in a statement released to the media, has said that Shoaib had been active in abduction of Baloch civilians, theft and extortion in the area for the last five years, under state patronage. He further said; “according to the organization’s investigation, the accused was directly involved in various military operations, including the enforced disappearances of more than ten innocent Baloch civilians, while confiscating the rations of the poor people from the local buses that these goods are being taken to the freedom fighters. His criminal offenses include extortion from businessmen using the name of our organization and burglary.” Beebagr Baloch expressed regret to Peer Bakhash, who was wounded in the attack. “We once again appeal to the people to keep distance from the state officials and spies, as we will intensify our attacks on them,” he added.

A man, identified as Zubair, the son of Dilmurad, was shot dead by Baloch Republican Army (BRA) cadres in front of Civil Hospital in Chitkan Bazaar of Panjgur District in Balochistan on June 16, reports The Balochistan Post. According to details, the incident took place in front of Civil Hospital where Zubair was severely injured by the firing of unidentified motorcyclists. Later he succumbed to his injuries. BRA claimed the responsibility of the attack. BRA ‘spokesperson’, Beebagr Baloch, in a statement released to the media, said that last year (2019), Zubair and his brother Umar murdered a Baloch woman, Raaj Gul daughter of Passund, resident of Zamran. “Zubair had been active against the Baloch struggle for the past four years, for which the Military Intelligence (MI) personnel had given him a complete exemption from theft and robbery in Parom and Panjgur. Due to which he had made the life difficult for the locals,” the statement added. The spokesperson further added that their operations against the “death squads” will be intensified. VBMP completed its 3995th day of protest on June 20, in front of Quetta Press club. National party’s senior leader Niaz Ahmed Langov, Malik Naseer Ahmed Shahwani, Khalid Advocate, Hooran Baloch and others participated in the protest, expressing solidarity with the families of Baloch missing persons. Expressing his views Mama Qadeer Baloch said that women play a major role in development and changing of the world, whether it is the past of the living world or the present and the future to come, the courage, bravery, boldness, passion and character of women have always been prominent. He said, that the innocent faces of martyr Malik Naaz and martyr Kulsoom Baloch are asking many questions, these questions are actually being asked from those who claim themselves champions of human rights. According to Voice for Missing Persons of Sindh (VMPS), the Security Forces (SFs) continue operations in different areas of Sindh and Sindhi nationalist leaders are being abducted forcefully during the last two days, The Balochistan Post reported on June 22. The statement released by the VMPS said that Pakistani forces have been raiding the homes of political activists across Sindh for past two days, arresting them and making them disappear. According to reports received so far, more than 50 Sindhi nationalists have been arrested and disappeared. SFs conducted a search operation at the houses of Sindhi nationalist leader Asghar Shah’s brothers, sisters, uncles and other close relatives from Syed Mohalla in Dokri city of Larkana District and subjected women and children to severe torture. During the operation, forces arrested Asghar Shah’s cousin Zahid Shah, nephew Imdad Shah, and a relative Rashid Shah and transferred them to an unknown location, statement read Whereas, the Pakistan Rangers (Sindh), Police and intelligence agencies raided the house of another nationalist leader, Zulfiqar Khaskheli’s brother in Jamshoro District. Forces ransacked the house, and children were severely tortured, and Khaskheli’s brother was taken into custody and disappeared subsequently, VMPS said. According to the statement, forces have abducted several political activists and transferred them to an unknown place, in which Jiye Sindh Student Federation’s Leader Hafeez Peerzado, Aashiq Jatoi, Toufeeq Jatoi, and Faheem Jatoi are included. The statement further said that the SFs have arrested and disappeared several nationalist activists from Karachi as well as other areas of Sindh. Ali Bhutto from Karachi and Israr Ghoto from Ghotki, Kashif Ghoto and Akhtar Bozdar have gone missing after being arrested by the forces. According to the convener of the VMPS, Surath Lohar, arrests and disappearances of Sindhi nationalist activists continue last days by SFs in many cities of Sindh. It may be recalled that on June 19, the Sindhudesh Revolutionary Army (SRA) has claimed the responsibility for three explosions that took place in Karachi, Ghotki and Larkana Districts, in which four persons, including two Rangers personnel, were killed and eleven others sustained injuries.

According to local reports, SFs have cordoned off various towns of Awaran District and banned the transport and people are besieged at their homes. In the areas between Ketch and Awaran; Peerandar, Geshkor, Jahoo and other places, the SFs have gathered and are conducting search operations. Whereas, the forces have shut all sorts of transportation, due which people have been trapped in their homes. Whereas, the operation is underway in different areas of Tump as well. According to the area residents, SFs have whisked away a boy named Sattar son of Ilahi Baksh, from Kosnhkalat area of Tump. While forces raided many houses in the town, allegedly looted the valuables and harassed women and children.
