A soldier from Mir Ali in North Waziristan was murdered and his associate abducted by armed assailants on July 2. "The killing was linked to the deceased’s association with the army," officials told Daily Times. The soldier, Farmanullah, was on leave and was traveling to Sukhail village aboard a private vehicle when unidentified armed men attempted to abduct him and his friend, Ashraf Wali. "Upon resistance, the soldier was shot in the head twice, and the armed men abducted Wali," said the officials.

Militants in the Bajaur Agency of the Federally Administered Tribal Areas (FATA) warned clerics on July 2 that if they do not take back the fatwa (edict) against suicide bombing, they should prepare to face the consequences, Daily Times reported. The warning was delivered in a pamphlet in Pushto pasted outside shops in Khar, regional headquarters of Bajaur Agency. "Anyone who says Islam does not allow suicide bombing should take back their words or action may be taken against them," said the pamphlet issued by ‘Mujahideen of Bajaur Agency’. The militants also disputed the clerics’ decree that Islam "does not allow intimidation," saying this opinion should also be withdrawn. "Those who are working against the interests of Mujahideen or defaming us should stop doing so," the pamphlet warned.

According to The News, the Taliban in the Bajaur Agency of Federally Administered Tribal Areas (FATA) on July 9 declared to avenge the blood of students killed in Lal Masjid standoff and asked the federal government to immediately stop the operation. People of Bajaur reportedly staged a large protest demonstration at Siddiqabad on July 9 on an appeal of the local Taliban leader, Maulana Faqir Muhammad. AFP reported that around 20, 000 tribesmen took part in the protest. Addressing the demonstrators, the leaders strongly condemned the operation at Lal Masjid and Jamia Hafsa and opined that it was an attempt by President Pervez Musharraf to prolong his rule and get the US support. They also vowed to continue ‘Jihad’ against infidels, who continued their atrocities in Kashmir, Afghanistan and Iraq. Maulana Faqir Muhammad warned the government to change its policies, otherwise, it should get ready for strong retaliation. He also warned the government employees to quit their jobs, failing which they would be liable to be put to death. "We beg Allah to destroy Musharraf and we will seek revenge for the atrocities perpetrated on the Lal Masjid," Faqir Muhammad told the gathering. The tribesmen shouted slogans including "Death to Musharraf," "Death to America" and "Those who are friends of America are traitors."

Tony Snow, press secretary to US President George W. Bush, said on July 23 that Pakistan is a sovereign country, Daily Times reported. Commenting on the Pakistan Foreign Minister’s remarks about the inadvisability of a US strike in the FATA, Snow replied, “I think there has been this notion afoot, or at least an attempt or an inclination somehow we’re going to invade Pakistan. We always maintain the option of striking actionable targets, but we also realise that Pakistan is a sovereign government and a very important player in the war on terror. Not only has Pervez Musharraf twice faced direct threats from al Qaeda, but also Pakistan, itself, has been a very important ally in trying to interrupt plots, to go after al Qaeda activists.”

Taliban leaders told local residents on July 26 to "shoot on sight anyone looting public property disguised as Taliban," as the presence of government security forces in Miranshah, the main town of North Waziristan, is reported to have diminished, locals said. Police in the tribal region recently stopped performing their duty in the face of threats from Taliban militants. Any looters disguised as Taliban "must be shot at and killed immediately to restore peace," members of the Taliban shura (governing council) announced on loudspeakers from the three main mosques in Miranshah.

Gunmen have forcefully occupied a mosque and an adjacent shrine in the Lakaro area of Mohmand Agency in the Federally Administered Tribal Areas (FATA) and announced that they will continue the ‘mission’ of slain Lal Masjid (Red mosque) deputy chief cleric Maulana Ghazi Abdur Rashid and establish a seminary at the place, according to Dawn. The armed masked men reportedly took up positions in and around the Jamia Masjid Ghaziabad Lakaro on July 28-night and people coming to pray there were frisked at the gate. The gunmen announced that they were renaming the mosque as ‘Lal Masjid’ and the seminary would be called ‘Jamia Hafsa Umme Hassan’, witnesses said. One of the gunmen, introducing himself as Khalid, spoke to journalists on behalf of the militants and said that they would continue the mission of Maulana Ghazi. “The killing of Maulana Ghazi Abdur Rashid would give birth to hundreds others like him. We are establishing a madressah, Jamia Hafsa Umme Hassan here,” he said.

Meanwhile, the political administration have reportedly suspended payment of incentives and salaries of the residents of Darpakhel, Borakhel and Miranshah villages under the collective and territorial responsibility clauses of the Frontier Crimes Regulation. An official told Dawn that the incentives were suspended after security forces had come under attacks in the areas. The administration has also warned officials and Khasadar (tribal security force) personnel to immediately report for duty or face termination. Many government employees and Khasadar personnel have not reported for duty after militants warned them against working for the armed forces. After scrapping the peace deal with the government, local militants distributed pamphlets asking Khasadar and Levies personnel not to report for work. The continuing tension in the region has also reportedly affected business in the Miranshah bazaar which has remained closed for six days.

Security forces, assisted by helicopter gunships, killed 15 militants in an encounter near the Banda checkpoint in North Waziristan on July 31, according to Dawn. Major General Waheed Arshad, Director-General of the Inter-Services Public Relations, said 18 "miscreants" were killed when about 40 of them tried to attack a military checkpoint near Miranshah, Daily Times reported. Though the military spokesperson denied any casualties among the troops, villagers said some soldiers were killed or injured in the fighting. The clash reportedly occurred when two vehicles were seen moving towards a paramilitary post, some five kilometres south of the Miranshah town. Even as the troops fired warning shots from the Banda post, people in the vehicles fired back at the paramilitary forces and an encounter ensued. The troops later also utilised Cobra helicopters which targeted suspected locations of the militants in the area and the two vehicles. Sources said that the troops had encircled the Banda area and the Miranshah village.
