Taking advantage of the internal mass migration of people in Pakistan's Khyber Pakhtunkhwa (KP) province due to heavy flooding, militants are reportedly trying to enter Peshawar and other Districts of the province, Times of India reported on August 2. According to The Nation, amid reports of movement of militants in the guise of flood victims, the law enforcement agencies have alerted the Provincial Government, while stressing for the need for taking measures to strengthen security in the region. The catastrophe also opened up a new front in the US war against Islamist militants, with both groups competing to deliver emergency aid to a region under constant threat of the Taliban.

Khyber Pakhtunkhwa Information Minister Mian Iftikhar Hussain vowed that the Government’s battle against militants would continue and such attacks could not shake its determination to fight terrorism. “The blood of slain Ghayoor would not go waste. He was a brave Police Officer and his death is a great loss for the province and our police force,” Hussain said. The KP information minister said that the slain commandant was on the hit-list of terrorists, as he had arrested more than 100 terrorists.

The Frontier Constabulary (FC) chief Sifwat Ghayoor along with his three bodyguards was killed in a suicide attack at FC Headquarters in Peshawar, the provincial capital of Khyber Pakhtunkhwa on August 4, according to Daily Times. 11 persons were also injured in the attack. Superintendent of Police (SP) Cantonment, Shafiullah, said that the suicide bomber targeted Ghayoor’s vehicle in FC Chowk near Deans’ Trade Center, situated about 100 yards from the FC Headquarters, when he was returning home from office. An eyewitness said that a 15-year-old boy ran towards the FC commandant’s vehicle and blew himself up when the car stopped at a traffic signal. Police said that about 10 kilogrammes of explosives were used in the blast. Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the killing and threatened to stage more such attacks. “We killed him, he was our target. All such officers who are active against us will suffer the same fate,” Azam Tariq, a TTP spokesman, said in a message to the media. Sifwat Ghayoor was the cousin of Khyber Pakhtunkhwa Governor Owais Ghani and a brother-in-law of Aftab Ahmed Khan Sherpao, the head of Pakistan Peoples Party (Sherpao). He had earlier served as the Peshawar City Police Chief and a Deputy Director in the Intelligence Bureau (IB).

Reacting to the statement of President Asif Ali Zardari that they had never closed the door to talks with the Taliban (Tehreek-e-Taliban Pakistan, TTP), the TTP militants have said that their leadership would hold negotiations on one point i.e. complete withdrawal of troops from all parts of Khyber Pakhtunkhwa and tribal areas, a condition that the Government would never be able to accept, The News reported on August 7. “Taliban (TTP) do not want to see Pakistan weak but the Government steps always negate our stance because of which the leadership of the Taliban (TTP) is left with no option but to take steps for their defence,” said one of the Taliban (TTP) leaders when contacted by The News in the wee hours of August 7 for comments on the statement of President Zardari. The Taliban (TTP) leader, however, could not advance any explicit argument in support of suicide attacks in Pakistan.

Gulalai Wali Khan, sister of Awami National Party (ANP) president Asfandyar Wali Khan, escaped an attempt on her life when three unidentified assailants fired three shots at her as she left her clinic in Karachi Market in the busy Khyber Bazaar in Peshawar, the capital of Khyber Pakhtunkhwa on August 9. No group has claimed responsibility for the attack neither has the ANP blamed any militant group. Earlier, Tehreek-e-Taliban Pakistan (TTP) accepted responsibility for attacks on senior ANP leaders in the recent past. ANP President Asfandyar Wali Khan was targeted by a suicide bomber in 2008, Senior Minister Bashir Bilour was attacked several times and MPA Shamsher Ali Khan was killed in 2009 in a suicide attack in Swat while Khyber Pakhtunkhwa Information Minister Iftikhar Hussain’s son was shot dead on July 24 in Pabbi area of Peshawar.

The Police on August 13 claimed to have foiled a sabotage attempt and recovered cache of various kinds of explosive material and mortar shells on the Peshawar-Bara Road in Peshawar, the provincial capital of Khyber Pakhtunkhwa, reports Dawn. A police spokesman said the ammunition was recovered from a car. 41 mortars, 20 kilogrammes explosive, one mortar shell, two artillery shells, one pin of suicide vest, 50 metre cable, three electric detonators, batteries and four Russian made missiles (CND 12) were among the recoveries. The spokesman said the Police signalled the car (RLE-3046) on its way from Khyber Agency to stop at a police checkpost, but the driver instead of following the order sped away the vehicle towards the tribal region. On chasing by the police, he said the car’s driver left the vehicle and managed to escape from the scene.

Sources reported that more than 300 hardliners and their mentors from various parts of the country have gathered across the provincial metropolis, acquiring houses in Afghan and Pashtun populated localities, sources told Daily Times, adding that several high-profile hardliners are also hiding in posh localities across the city. Intelligence personnel have informed Police high-ups that more than 100 individuals belonging to six different terrorist outfits entered the city and set up their residences in the past few months. “Due to the floods, a large number of hardliners also migrated to the provincial metropolis from Khyber Pakhtunkhwa, Sindh and from southern Punjab,” the sources said. The intelligence reports said that there are numerous Afghan nationals living across Islamabad, posing themselves as “Pakistani Pakhtoon” and “surprisingly” most of them also have Computerised National Identity Cards (CNICs). “These Afghan nationals facilitate terrorists through their contacts and widespread business, and allow no one except Afghans to enter their inner circle,” the intelligence reports added. Speaking at a dinner hosted in honour of the editors of prominent national dailies at the Presidency, Asif Zardari said the political leadership should not be afraid of leading the nation even if in doing so they attract criticism. Though the challenge thrown up by the natural calamity is unprecedented, the President voiced confidence that the whole nation along with all political groupings could rise together to overcome it. Briefing editors on the catastrophe, the president said that 71 Districts throughout the country had been hit by floods, including 24 in Khyber-Pakhtunkhwa, 19 in Sindh, eight in Punjab, seven in Azad Kashmir, seven in Gilgit-Baltistan and six in Balochistan. Close to 1,400 people have been killed, over 720,000 houses destroyed and over 1.2 million people adversely affected. Khyber-Pakhtunkhwa has suffered the most followed by Punjab and Sindh. Referring to United Nations (UN) Chief Ban Ki-Moon’s visit, Zardari said that the UN chief has himself witnessed the extent of damage to life, property and infrastructure during a tour of the flood affected areas. “He assured us of all-out support on behalf of the UN to cope with the catastrophe,” he added.

The PCNA, conducted by Asian Development Bank, European Union, United Nations, World Bank and Khyber Pakhtunkhwa Government, was the first-ever study, looking into the causes of militancy and suggesting remedial steps. The Provincial Disaster Management Authority (PDMA), the coordinating agency for PCNA formulation and implementation, had circulated the draft document among all the line departments, which had been advised to come up with their feedback before it was finalised, an official told Dawn. Outlining the major drivers of crisis in FATA and Khyber Pakhtunkhwa, the PCNA argues that ineffective governance structure perpetuates a historical experience of disenfranchisement, alienation, corruption, poverty and under-development to facilitate conditions of lawlessness, insecurity and extremism. “Persistent governance deficits have created a broad political space for militant groups to present themselves as a viable alternative to the state,” says the study.

A militant was killed and two passers-by were injured during a search operation in Matha Speen Khak area of Katlang tehsil (revenue unit) in Mardan District of Khyber Pakhtunkhwa on August 19, reports Dawn. Sources said that Security Forces (SFs) got a tip-off about presence of a militant and launched a joint search operation in the area. The militant was killed when he came out of his house and tried to flee the area. The slain militant was identified as Fazal Qadir, son of Gul Qadir. The warning came a day before the Provincial Government hosts a donors’ conference in Islamabad to seek assistance for rehabilitation of the flood-affected people. Representatives of the United Nations, US, European Union, Gulf states, China and lending agencies have been invited to the conference. Chief Minister Ameer Haider Khan Hoti will brief them on the devastation caused by the floods. Addressing a press conference, Information Minister Mian Iftikhar Hussain said: “Militants are reorganising themselves and planning terrorist activities. Therefore, the Federal Government should act immediately against them.” A couple of days ago, he said, about 200 militants from the Khyber Agency clashed with Police and Paramilitary Forces in Serband area near Peshawar. Militants killed two tribal elders in Adezai area in the Frontier Region of Peshawar. During investigation, the sources said, the militant confessed the Police that he had rented a house in Lakhti Banda area. Sources said that SFs got information that some militants would use the Rajgali Kandaw route to sneak into Gokand valley from Elum Ghar. They were identified as militant commander Naseeb Zada, a resident of Narbatwal area, and his two accomplices Wazir and Gul Nazar of Dokada area. Three Kalashnikovs with magazines, seven hand grenades and 500 rounds were recovered from the encounter site. Sources said that militant commander Naseeb Zada was carrying a bounty PNR 500,000 on his head while the others two had a head money of PKR 250,000 each. Police sources said that the slain militants were wanted for killing three Policemen of Pir Baba Police Station and three members of Sultnwas Qaumi Lashkar, who were shot dead during the first clash in Rajgalai in April 2010.

Adezai lashkar chief Dilawar Khan confirmed the death of three volunteers, saying a vehicle in which the volunteers were travelling was attacked as it was returning from Mattani Bazaar. Khan blamed the Tehreek-e-Taliban Pakistan (TTP) for the attack and said that terrorist activities had been on the rise in the area for the past three months. The slain were identified as Israr, Islam Gul and Tashibullah, while another volunteer, Arsala, sustained serious injuries in the attack. The 10-hour long hostage drama started when three terrorists were being moved from one compound to another in the Cantonment area. The militants somehow overpowered their two guards and snatched their guns. They then started shooting. One of the guards was injured in the firing. “Some of the terrorists who were kept in a building for interrogations overpowered their two sentries during interrogations,” said Capital City Police Officer (CCPO) Liaquat Ali. “Their target is not clear but they were trying to reach a very sensitive area. There is the US Consulate, army offices and buildings in that area,” said Karim Khan, a senior police officer. “The US consulate is completely safe,” he added. The Security Forces (SFs) later successfully completed the operation after the terrorists were disarmed and the hostages rescued.
