Khyber Pakhtunkhwa (KP) Inspector General of Police (IGP) Nasir Khan Durrani on December 1 claimed that the ransom and extortion money collected in the Province was being used for militant activities, reports Dawn. He was distributing cash and commendation certificates to Karak and Tank Police personnel over the recovery of three schoolchildren kidnapped in Bannu District. In a statement, a spokesman for the Police said that the kidnappers had demanded PKR 90 million for the release of kidnapped students and the families were ready to pay PKR 30 million ransom for their children’s release. It said after an encounter, the Police arrested a kidnapper and two targeted killers.

The Khyber Pakhtunkhwa (KP) Governor Sardar Mehtab Ahmad Khan on December 2 promised to facilitate the return of the internally displaced persons (IDPs) within a few weeks if the tribal elders take responsibility for maintaining peace in the respective areas in Khyber Agency, reports The News. The United Sates (US) Congress has set the limits of military operation in North Waziristan without any knowledge and information of Parliament, The News reports on December 6. While the Pakistani Parliament was never consulted on this military offensive, the US Congress has set new conditions as how this operation should be conducted to pave the way for military aid for Pakistan. Every time parliament here was consulted during the recent years on the issue of the so-called US war on terror, it had opposed the war on terror and sought formation of policies independent of foreign influence particularly that of the US. However, while extending Coalition Support Fund for Pakistan for a year, the US Congress of late set new conditions in its final budget proposals to achieve the objectives of the US war on terror. As reported in the media, “Of the total amount of reimbursements and support authorised for eligible for the waiver unless the US Secretary of Defence certifies to the congressional defence committees that Pakistan has ‘undertaken military operations in North Waziristan that have contributed to significantly disrupting the safe haven and freedom of movement of the Haqqani network in Pakistan’.”

Investigations by officials at internment centres concluded that six more previously missing persons maintained close ties with anti-state elements and the inmates were placed in the black category, The Express Tribune reported on December 10. This was revealed by the Home and Tribal Affairs department to the division bench of Chief Justice Mazhar Alam Miankhel and Justice Musarrat Hilali as the Peshawar High Court (PHC) heard eight petitions related to enforced disappearances on December 9. When the bench took up the cases for hearing, Qaiser Jamal informed the court that his brother and three cousins were picked by a peace militia and handed over to the police around four years ago in Kohat. However, authorities later handed over the bodies of his brother Khalilur Rehman and cousin Muhammad Sohaib from the Kohat and Lakki Marwat internment centres. He told the court that an autopsy was conducted and the bodies bore visible signs indicating the inmates were kept in deplorable conditions. Jamal said they were malnourished and the family could not even recognise them when their bodies were handed over.

To strengthen its counter-terrorism and Elite Police Forces, the Khyber Pakhtunkhwa (KP) Government has decided to add reinforcements to KP Police—women commandos, The Express Tribune reported on December 10. Around 35 commandoes are in training at Nowshera Police training centre. The task is being carried out under the directives of Inspector General of Police (IGP) Nasir Durrani who feels there is a need for female commandos to curb militancy in a province under attack by unconventional warfare. “Some 35 commandos have volunteered to join the group which will undergo a five-month training programme, a regimen at par with what male elite force commandos endure,” Nowshera training centre commandant Momin Baig said. Baig said after the training, the special soldiers will be well-versed with the use of sophisticated weapons. He added more women will be recruited as commandoes once the first batch joins forces on ground.

Khyber Pakhtunkhwa Police chief Nasir Khan Durrani on December 10 said that for the last one decade the Police force has been playing a “remarkable” and “unparalleled role” in withstanding the onslaught of terrorism, reports Daily Times. “(The KP) Police have been able to prevent terrorists from taking control of any part of the settled area. Terrorists nonetheless have caused huge loss of life and damage to public property and the threat is far from over,” he said while speaking at the opening ceremony of the Elite Police Training Centre in Nowshera District. “More than 1,100 KP Police officers and men have sacrificed their lives in this war against terror. It is, therefore, impelling that the preparedness and capacity of Police Department is enhanced to enable it in dealing with the challenges of terrorism in a more professional and effective manner,” he went on to add.

In 2012 57 people were killed in targeted sectarian attacks, including 12 members of the Sunni sect and 45 Shias. In the corresponding period in 2013, 43 Shias and nine Sunnis were among the 52 people killed. He added that the militants started to fire their weapons indiscriminately as soon as they entered the school auditorium. The children were killed in groups, he said. “This shows that they [terrorists] did not want to take any hostages.” He further said that within 15 minutes of the attack, a Quick Response Force (QRF) of the military had reached the school and started an operation against terrorists. Bajwa said that a total of 1099 students and staff were registered in the school, and that security forces managed to rescue 960 of them. Of these 132 children and nine staffers were killed in the attack and all seven militants were killed in the operation, he added.

The policy says that the criminal justice system is ill-equipped in dealing with the internal security threats. Inability to successfully prosecute cases of terrorism remains a matter of serious concern. Also, the absence of basic investigation and case preparation skills of Police results in lack of convictions by the courts. There were at least 35,106 under trail prisoners in terror cases in the country while some 28,325 have been challenged by Police. The document says that there are 1,175 pending investigations while of the total 13,053 registered terrorism cases, 6,661 have been decided. The data says that there are 48 Anti-Terrorism Courts in the country with 14 in Punjab, 11 in Sindh, 11 in Khyber Pakhtunkhwa (KP), 2 in Islamabad and 10 in Gilgit-Baltistan (GB). Total cases under anti-terrorism laws registered in the country from 2008 to 2012 were 13053. Most of them, 4627 cases were registered in Sindh (1810 under trail and 1809 decided cases); 3372 in Punjab (1560 under trail and 2485 decided) 2975 in KP (1417 under trail and 1261 decided) and 2001 in Balcohistan (557 under trail and 980 decided). In Islamabad 78 (25 under trail and 42 decided) cases were recorded and some 311 cases are under trial in GB while 84 have been decided.

IG Kifayatullah Khan said that the total number of prisoners sentenced to death and are currently imprisoned, is 192, out of which six or seven are those who had been charged and punished under the Anti-terrorism Act (ATA). According to jail statistics, the total number of prisoners in KP jails is 8,955 with Haripur having the highest number with 1,941, Peshawar Central jail with 1,859, Bannu with 718 and Dera Ismail Khan with 340 prisoners. The caption identified him as Umar Mansoor. “If our women and children die as martyrs, your children will not escape,” he said. “We will fight against you in such a style that you attack us and we will take revenge on innocents.” Six TTP cadres interviewed by Reuters confirmed that the mastermind was Mansoor who is close to TTP ‘chief’ Mullah Fazlullah. “He strictly follows the principles of jihad,” one said. “He is strict in principles, but very kind to his juniors. He is popular among the juniors because of his bravery and boldness.” Mansoor got a high school education in the capital, Islamabad, two TTP members said, and later studied in a madrassah. “Umar Mansoor had a tough mind from a very young age, he was always in fights with other boys,” said one TTP cadre. Mansoor has two brothers and spent some time working in the city of Karachi as a labourer before joining the Taliban soon after it was formed, in late 2007, said one commander. The Khyber Pakhtunkhwa Higher Education Department on December 22 issued security guidelines to Government colleges and universities across the province asking them not to reopen campuses at the end of the ongoing winter vacation until proper security checks are in place, reports Dawn. The higher educational institutions were also told to consult their respective District Police Officers and Deputy Commissioners before reopening the campuses. According to the officials in the know, the Department has asked universities and colleges in the guidelines to restrict the movement of visitors to the administration block only and stop them from visiting academic blocks. They’re also told to evict those, who are not their own students, from hostels. Under the guidelines, the department called for thorough examination of vehicles entering educational institutions. “The guards at (college and university) gates should secure detailed information about visitors and vehicle drivers before allowing them to enter the premises. Entry to the premises should be allowed only after guards are completely satisfied that visitors are not dangerous.” The Department also directed colleges and universities to increase the number of security guards manning main gates. It said the colleges should use funds for providing students with the best possible security on campus. Ironically, the elementary and secondary education department has yet to issue fresh guidelines for the security of the students of 28,500 Government schools. Meanwhile, no Government Department has issued any security directives to private educational institutions of the province. Administratively, private schools totaling around 7,000 are overseen by the respective educational boards. Officials at the Board of Intermediate and Secondary Education Peshawar insisted they were tasked only with supervising private schools academically. They said it was the responsibility of law-enforcement agencies to consult with private schools to ensure their security. When contacted, Private Educational Institution Management Association president Khwaja Yawar Naseer said the association had decided that big schools won’t hold morning assembly. He said many private educational institutions had already deployed security guards on campus in good number besides installing closed-circuit television cameras to counter terrorist threats. Naseer insisted it was the state’s responsibility to provide schools with security.

The SIMs were probably purchased and activated in Landikotal tehsil (revenue unit) of Khyber Agency in Federally Administered Tribal Areas (FATA), said a source from the initial investigation by the Police. The source added that the attackers called each other and their command several times while butchering innocent students at the auditorium, classes, corridors and other places. These SIMs were registered with fake names of people belonging to the Punjab and Sindh. Thousands of SIMs are sold daily in the country without any proper procedure. Mostly unregistered SIMs have been used in terrorist attacks and heinous crimes. Some reports said that the attackers were supported by at least four facilitators who dropped them before managing their escape. The reports also added that two of the attackers were Afghans, another two were from Swat while at least one was from Bara. The report said the attackers stayed at a local mosque before carrying out the attack via the Bihari Colony. However, it could not be confirmed. Meanwhile, the Khyber Pakhtunkhwa (KP) Inspector General (IG) of Police Nasir Khan Durrani has requested the Federal and Provincial Governments to enact stringent laws for curtailing use of illegal and fake SIMs by criminals and terrorists in the country, reports Dawn. He said that unregistered SIMs, issued on fake names, were one of the main instruments in the hands of terrorists and criminals operating across the country, according to a press release issued. The IGP said that investigations into a number of cases revealed that terrorists and criminals used unregistered SIMs for their nefarious designs. “It in turn makes it difficult for the investigative agencies to track them down,” he added.

The missing person’s cases and decisions of provincial and national importance remained the focus of the Peshawar High Court (PHC) during 2014 as 1,990 people were traced out and 12 of them got released through political administration and Police, The News reported on December 29. As per record of the PHC, the law enforcing agencies submitted a list of 934 missing persons in the court in October, who had been traced and shifted to various internment centres being run under the Home Department Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA) Additional Chief Secretary under the special law called Action (in Aid of Civil Power) Regulations 2011, for FATA and Provincially Administered Tribal Areas (PATA). The law enforcing agencies also submitted another list of 80 missing persons the same month in the court, who were shifted to various internment centres. In the list of missing persons submitted to the court in September, 42 such people were traced out. Similarly, the agencies also submitted a list of 96 missing persons in the same month, who were shifted to the interment centres. A list of 130 missing persons was submitted in June this year to the court and of 708 missing persons in May 2014, who were traced out and shifted to different interment centres.

Top security agencies are drawing up a list of militant organisations that will be banned as part of the new anti-terror strategy approved recently by the civil-military leadership in the wake of the December 16 attack on Army Public school in Peshawar, the provincial capital of KP, The Express Tribune reported on December 29. According to the list, the Islamic State (IS), known as Daish in Arabic – a militant outfit that has made significant strides in parts of Syria and Iraq – is likely to be proscribed in Pakistan. Despite denials from the Federal Government, the Islamic State is believed to be engaged in a recruitment drive in Pakistan. One intelligence report suggested that the militant organisation is trying to establish its network in Balochistan, which is already in turmoil due to insurgency. Although there is no clear evidence of the IS’s presence in the country, wall-chalking supporting the militant outfit has recently appeared in several major cities, including Karachi, Lahore and Peshawar. Earlier this month, the Foreign Ministry said the Police had arrested some people linked to the IS graffiti in various cities. Also some members of the religious right, including Lal Masjid chief cleric Maulana Abdul Aziz, have publicly supported the IS agenda.

The owners were urged to make sure that proper security guards are deployed at entrance and other points of the schools,” Capital City Police Officer (CCPO) Ijaz Ahmad said. He said the cops from the relevant police stations would also be patrolling the area and would coordinate with the management. “The management was also directed not to allow the pushcarts and strangers outside the schools,” he added. He said this during a presentation on concept clearance paper on the establishment of FIWA at the provincial Governor’s house, on December 31.
