Around 500 local Taliban militants took over control of Shangla district headquarter Alpuri on November 13-evening, occupying the District Police Office (DPO), District Coordination Office (DCO) and police lines offices without facing any resistance from the government, eyewitness and a local official told Daily Times. Eyewitnesses said the armed militants urged locals to stay calm and extend all possible support to them. Alpuri union council Nazim Sabir told Daily Times that the armed militants, led by Maulana Muhammad Alam, a close associate of TNSM leader Maulana Fazlullah, captured the district. “All government functionaries, including the DPO and DCO, left the area the moment they heard of the fall of Shangla Top police station, located at the border between Swat and Shangla,” Sabir said. Taliban commander Maulana Muhammad Alam was quoted as saying that no one would be harmed nor would any private or state property be damaged. “We only struggle for the enforcement of Shariah,” he told Alpuri residents.

The militants earlier on November 14 handed over the building of Police Lines in Shangla to a local jirga (council) on condition that they would not allow police and security forces in the district. They later recaptured the building. Local residents reportedly said that the militants still controlled the area from Khwazakhela in Swat to Belay Baba in Shangla while the SFs were in control of the area from Belay Baba to Bisham. All educational institutions, hospitals, district courts and bazaars in Alpuri remained closed due to the persistent violence.

30 more people, including 20 militants and four civilians, were killed and more than 70 others, including 50 civilians, injured as security forces continued bombing suspected militants’ hideouts in the Shangla and Swat districts of the North West Frontier Province (NWFP) on the third consecutive day on November 15, according to The News. Military spokesperson Major General Waheed Arshad confirmed that 20 militants were killed - 12 of them in Shangla and eight in Swat. He said several militants were injured and their bunkers destroyed in the daylong shelling by the gunship helicopters and artillery in both the districts. The spokesman termed as baseless the militants’ claim that 60 soldiers were killed in Shangla in two days of fighting. Further, Gen Waheed admitted to have received some reports about civilian casualties in the Shangla district, but did not provide any details. “For the first time the troops have started operation to clear the Bisham-Shangla road and attacked a critical gorge about 5km from Alpuri. We have reports of the killing of 12 militants in that action,” Gen Arshad told Dawn. He claimed that the militants had abandoned Alpuri and fled to the mountains near Mingora.

Sources from Shangla indicated that heavy clashes continued between militants and the security forces (SFs) on November 15 in which both sides made conflicting claims about each other’s losses. SFs backed by gunship helicopters targeted militants’ positions at various places in the troubled region including Alpuri, district headquarters of Shangla which the militants had captured on November 14 without any resistance, Belay Baba, Pagoray, Daulat Kalley, Shalmano, Tandar, Shahtoot and its adjoining localities. Local residents said 10 militants and two civilians were killed in Belay Baba when gunship choppers targeted militants’ positions. Local journalist Sarfaraz Khan stated from Alpuri that 15 more militants were killed near Shariat Pul in Belay Baba when hit by three artillery shells.

Militants captured Puran subdivision, the hometown of provincial president Pakistan Muslim League-Q Engineer Amir Muqam, in the Shangla district on November 16. Militant spokesman Sirajuddin told The News that they had captured the subdivision and later handed it over to a commission of local pro-Taliban Ulema (cleric) and elders on the condition they would not allow the security forces and police in the town. "They signed an agreement with us and promised physical and financial assistance," he claimed. He said that the Ulema and elders would now run affairs of the subdivision, as police and other government officials had disappeared before militants’ arrival. Residents in Puran said after their arrival in the town, the militants set up check-posts at Yakh Tangi, Dherai Top on Chakesar Road and Dua village. "By capturing both the subdivisions – Alpuri and Puran – they virtually took hold of the whole Shangla district," said a local union council official.

Local residents from Shangla told The News that military gunship helicopters and artillery targeted the militants’ main hideouts in Shangla Top, a border between the Swat and Shangla districts where around 400 militants reached from Khwazakhela in Swat in 30 vehicles on November 17-evening and later took positions in the mountains. According to the villagers, security forces (SFs) started fired mortar and artillery shells on the militants’ positions from 1 am to 5 am. Some of the shells fell on the nearby Kooza Alpuri town where a number of houses were reportedly damaged and a number of villagers injured. Majority of the residents were later seen carrying white flags in their hands leaving the town for safe areas in the distant Bisham and Battagram districts after shelling on their villages. On Shangla Top, residents said the militants occupied a rest house of the NWFP Forests Department, a police post and a local hotel owned by an Afghan national. Sarfaraz Khan, a local journalist, stated that gunship helicopters and artillery hit a number of places in Tandar, Bandaisar, Peza and Kakbasi. He said there were unconfirmed reports about the killing of over a dozen militants.

According to The News, more than 40 people, including 10 civilians, were killed in the Swat and Shangla districts of the North West Frontier Province (NWFP) on November 18 when gunship helicopters and security forces continued targeting militants’ hideouts and faced retaliation. Approximately 30 civilians were injured in the prolonged shelling by military choppers and artillery in the two districts. Military spokesperson Major General Waheed Arshad said that the security forces continued pounding militants’ strongholds in both the regions but said he did not have the actual death toll suffered by the militants on November 18. Gen Waheed also termed a claim made by militants’ spokesman Sirajuddin to have killed 45 Pakistani soldiers in the Belay Baba area of Shangla district as baseless and ridiculous, saying that when the ground forces did not take part in any kind of activity, then how did they kill the soldiers.

The latest deaths take the toll reported by the army from a week of fighting to around 150. "Our offensive against militants has been continuing since last night and there are reports that 20 to 30 more militants have been killed," military spokesperson Major General Waheed Arshad told AFP. Maulana Fazlullah’s spokesman, meanwhile, claimed that 15 soldiers had been killed and their weapons seized in the Shangla district, but the calm could not be confirmed from independent sources, Dawn reported. Waheed said troops were now controlling a key road in Swat's Shangla district, which leads to Alpuri. Residents in different areas of Swat valley said that gunfire continued and helicopters hovered in the sky as scores of people abandoned their homes in the Dagai and Akhund Kalai areas of Kabal sub-division. The military had asked the residents to vacate the area on November 19 so that there are no civilian casualties. Witnesses said people were moving towards safer areas with their belongings packed in vehicles. Civilians were reported fleeing in large numbers from various parts of Shangla and the government sought the help of the United Nations High Commissioner for Refugees (UNHCR) to set up four relief camps, according to Dawn.

Cellular-phone services have been jammed while landline telephones have gone collapsed in the Shangla, Swat and Battagram districts. A large number of people who wanted to move to safer areas from Swat, were reportedly stranded on the roadside, in fields and gas stations and other places on the Mingora-Malakand road. The government has been slow to set up camps for the displaced people at Barikot in Swat and far away in Risalpur in the Nowshera district, reports added.

However, there was no independent confirmation of the claim. About losses suffered by the military, Major Iqbal said four soldiers were killed while 15 wounded in the two days of fighting. He added that six more bodies of slain militants were recovered on November 28. He claimed one of them was an Uzbek national. Major Iqbal informed that the SFs had cleared the area between Mingora and Shakardarra in Matta subdivision, which had been a stronghold of the militants.
