Hafiz Muhammad Saeed, the Chief of Jama’at-ud-Dawa (JuD), the front organisation of the Pakistan based Lashkar-e-Toiba (LeT) on December 2 said that thousands of people will be attending and participating in the congregation starting on December 4, 2014 at Minar-e-Pakistan monument in Lahore District of Punjab Province, reports The Times of India. The Pakistan Government is running two special trains to transport people to Lahore for the terror group's two-day congregation. Pakistan Railways is operating the first train from December 2 from Hyderabad District in Sindh Province, that will arrive in Lahore in the night of December 3. Another train will leave from Karachi and arrive here on December 4. The two special trains will also take the people back to their hometowns on the conclusion of the congregation. The JuD leadership had spoken to railways minister Saad Rafique for his permission to run special trains for its congregation. Spokesman for the country's railways Rauf Tahir said there had been a "uniform policy" to run special trains on the request of political and religious parties. "The railways has a uniform policy for everyone. Pay and hire a train. Two special trains will be run for JuD congregation but not free of cost," he said.

According to unnamed officials, one of the four terror suspects who had undergone plastic surgery in an attempt to escape overseas from Lahore International Airport was arrested on December 7, reports Daily Times. The Security Agencies had received a tip off about four terrorists trying to escape overseas from Lahore International Airport. As a result, the security at the airport was tightened. According to the sources, the four wanted terrorists were involved in some major terror plots and were attempting to escape abroad. The terrorist had not only undergone plastic surgery but had also re-issued their passports and national identity cards with different names and photographs.

On December 21 security was increased at Kot Lakhpat jail in Lahore District, reports The Express Tribune. Heavy contingents of Punjab Rangers officials and Punjab Police were deployed at the Kot Lakhpat jail as law enforcement agencies placed barricades and barbed wires on roads leading to the jail. The Quick Response force has also been deployed at the central jail and were patrolling the area on a regular basis throughout the day. According to sources in the jail, four high-profile terrorists are expected to be hanged anytime after the jail administration receives death warrants from the court. Convict Muhammad Zahid, who was involved in an attack on a sensitive building in Multan District could be hanged anytime, sources added. The jail administration has also finalised arrangements for three other terrorists, Nadeem, Azeem and Kamran, who had been sentenced to death by the courts.

A three-member review board of the Lahore High Court (LHC) dismissed the Provincial Government’s application on December 22 seeking an extension of Lashkar-e-Jhangvi (LeJ) leader Malik Ishaq’s detention, reports The Express Tribune. Ishaq has been detained for the past six months. The Home Department detained him on July 4, 2014 under the Maintenance of Public Order (MPO) law for inciting violence through hate speech. After 90 days the Provincial Government produced Ishaq before the LHC’s review board and asked for an extension of 90 days. As the extension is about to expire, the Government once again produced him before the review board requesting an extension. The request was denied as the Government failed to provide reasonable justification for the extension of detention.

The Lahore High Court (LHC) and the Sindh High Court (SHC) on December 22 suspended implementation of death penalty of seven prisoners by a military court, reports Daily Times. As per media reports, Justice Arshid Tabassum of LHC’s Rawalpindi bench took up miscellaneous petitions for hearing in respect of death convicts. Laiq Khan Swati, counsel for Adiala jail prisoners on death row including Ahsan Azim, Asif Idrees, Omar Nadim, Kamran Aslam and Aamir Yusuf took up the plea during the course of hearing of petitions that military court cannot court-martial civilians, and despite this his clients were convicted and sentenced by military court against the law of land. He said neither they were given the right to hire services of any lawyer nor were they provided any judicial document during the currency of this case. The court heard the stance of the petitioner, sought the details of all the prisoners on death row and summoned reply from Federal and Provincial Governments till January 12, 2015. The court has suspended execution of these five death convicts till the next hearing of this case. The Sindh High Court suspended the black warrants of two inmates citing that the proper legal procedure was not followed. The suspension of the warrants came after the SHC heard appeals filed by the families of these inmates.

The Lahore High Court (LHC) on December 23 gave the last opportunity to the Foreign Affairs Ministry to submit its reply on a petition challenging United States (US) act of announcing bounty on Jama'at-ud Dawa (JuD) 'chief' Hafiz Muhammad Saeed and his deputy, Hafiz Abdur Rehman Makki, reports Dawn. Deputy Attorney General stated the Ministry had sought details of the matter from the US State Department and their response was awaited. He said the Ministry would be able to submit a reply after getting the required details from US. The law officer sought more time to come up with the Ministry’s reply. Justice Masood Abid Naqvi adjourned hearing till February 26, 2015, directing the law officer to ensure submission of the reply on the next date. Earlier, the Ministry had told the court that US announcement of bounty on the petitioners (Hafiz Saeed and Makki) was not a binding for Pakistan. The petition was pending adjudication since 2012 when US Under-Secretary of State Wendy Sherman stated that the both JuD leaders carried USD 10 million and USD 3 million head money, respectively. However, the petitioners, through their counsel, submitted the JuD was a charitable organisation and had no nexus with any banned outfit.

Intelligence Agencies after tracing a suspicious call on December 25 carried out a raid in Farid Colony near Kot Lakhpat area of provincial capital Lahore and arrested three suspected terrorists, including two women, who were allegedly planning to attack the Central Jail Kot Lakhpat, reports The Express Tribune. During the raid, the Intelligence Agencies personnel also found in upper portion of the house a rocket launcher, uniform of the armed forces, bow and arrows, latest weapons, maps of the central jail as well as other documents. “Women were to be used in the jail attack,” one of the sources said, adding that the suspects were moved to an unknown place for interrogation. Later, the Security Forces (SFs) carried out raids on indication of the terrorists.

Top security agencies are drawing up a list of militant organisations that will be banned as part of the new anti-terror strategy approved recently by the civil-military leadership in the wake of the December 16 attack on Army Public school in Peshawar, the provincial capital of KP, The Express Tribune reported on December 29. According to the list, the Islamic State (IS), known as Daish in Arabic – a militant outfit that has made significant strides in parts of Syria and Iraq – is likely to be proscribed in Pakistan. Despite denials from the Federal Government, the Islamic State is believed to be engaged in a recruitment drive in Pakistan. One intelligence report suggested that the militant organisation is trying to establish its network in Balochistan, which is already in turmoil due to insurgency. Although there is no clear evidence of the IS’s presence in the country, wall-chalking supporting the militant outfit has recently appeared in several major cities, including Karachi, Lahore and Peshawar. Earlier this month, the Foreign Ministry said the Police had arrested some people linked to the IS graffiti in various cities. Also some members of the religious right, including Lal Masjid chief cleric Maulana Abdul Aziz, have publicly supported the IS agenda.
