The Lahore High Court on March 6 observed that the Federal government had blindly arrested the cadres of defunct religious and terrorist groups following their proscription on January 12. "What sort of threat the government felt to the solidarity of the country that it blindly arrested the workers by using one order of arrest," said Justice Shahid Siddiqui. He made this observation while hearing 10 petitions filed against the arrest of cadres of the banned religious outfits. He expressed dissatisfaction over the secret agencies' reports, which led to the arrests. These reports were submitted after the judge had sought them despite the government's stance that the Court could not examine secret documents.

A self-claimed killer of US journalist Daniel Pearl was arrested in Lahore on March 14. Adnan alias Sunny, belonging to the banned Jaish-e-Mohammed (JeM), appeared at a local Urdu daily's office and claimed having slain Daniel Pearl. Talking to the media, Adnan said he belonged to an educated family although they had disowned him. According to him, "I bought rat-killing pills but, later, thought to die for a cause. I planned to save a soldier like Omar Sheikh. I fabricated the murder story and reached the newspaper office." He said he narrated the story in the said office which published it later. He indicated that the whole story was fake. He claimed that he had joined the JeM in 2001 in Mansehra and got 15-day training. He said he believed Omar Sheikh was not involved in the Pearl killing and hoped his confession of owning the murder would bail Omar out.

Foreign Minister Abdus Sattar said in Lahore on March 17 that Jaish-e-Mohammed (JeM) terrorist Omar Sheikh, prime suspect in the abduction cum murder case of US journalist Daniel Pearl will be interrogated in Pakistan. “We have decided in principle to investigate Sheikh Omar in Pakistan for which foreign agencies including Federal Bureau of Investigation (FBI) are collaborating in the inquiry of the murder of Daniel Pearl” said Sattar. He pointed out that the presence of Omar was “extremely necessary in Pakistan till inquiry against him is completed.”

Moinuddin Haider, the Interior Minister, told CNN that the grenade attack could be the work of a suicide bomber. "Nobody has claimed responsibility for the attack but there is one unidentified body and we are seeing the possibility of that man being involved in this attacks." He said that the police had not found any suspects and that no one had yet claimed responsibility for the attack. Haider indicated that it was likely to be the work of terrorists opposed to the US war on terror and President Musharraf's crackdown on religious extremism. "I guess it is people who want to give a message to the West and those people who are against this war against terrorism and they are perturbed about the very strong policies pursued by President Musharraf on this issue," he said. According to him, the choice of target indicated that the attack was intended to send a message. "There are many churches around Islamabad and Rawalpindi but this one was chosen because many Western countries' diplomats and other people come and have their service here," he said. Lt. Col Masroor of the Special Army Monitoring Team while briefing the Federal Minister for Minorities, S K Tresslor, in Islamabad said, "perhaps the terrorist also died in the attack." Foreign Minister Abdul Sattar said in Lahore that the attack was "another manifestation of extremism on part of some misled people." Asked to comment on whether the attack was the work of proscribed groups, he said that the government had already banned them and seized their accounts and it was not possible for them to retaliate in such a short time. However, Law Minister Khalid Ranjha commenting on the incident said, the involvement of foreign hand cannot be ruled out. Commenting on the attack, US President George W Bush said, "I am outraged by the terrorist attack that took place today in Islamabad, Pakistan against innocent civilians. I strongly condemn them as acts of murder that cannot be tolerated by any person of conscience nor justified by any cause."

Three people including a Sunni professor and a prominent Shiite leader, were killed by unidentified gunmen at Lahore early on March 19. The Sunni Professor Attaur Rahman and his driver were killed when they arrived at an institute in the city’s Jain Mandar district. The Shiite leader Syed Hassan Raza was killed in the same area and by the same gunmen while they were fleeing from the area. A local police official said that it was not clear if the Shiite leader’s killing was co-incidental but added that the attack as a whole appears to be an incident of sectarian violence.

Two persons were killed as three unidentified assailants ambushed a convoy of Pakistan Peoples Party (PPP) leader Mian Akhlaq Guddu and hurled hand-grenades and opened fire at his vehicle, on March 20, in the Baghbanpura area of Lahore. Among the dead were one of his security guards, while he himself, along with his driver and another guard, sustained bullet injuries. While Karachi police chief Javed Noor pointed that the incident was the result of Guddu's rivalries with many people, Guddu's family termed the attack as a terrorist attempt on his life. "It is an act of terrorism as we don’t have enmity in the area," said Asif Mairaj, the brother of Akhlaq Guddu. No arrests have been made thus far in connection with the ambush.

A police spokesperson said in Lahore that the arrested members were dangerous terrorists belonging to different religious groups. Names and whereabouts of the arrested cadres are being kept secret, he added. Media reports have indicated that one of the arrested cadres, who was also injured in the operation, is Abu Zubaida, second-in-command of the Al Qaeda network. Official sources, while admitting that the man had close resemblance with Abu Zubaida, declined to confirm the report, saying the identity would be established after interrogating the man. Source added that more raids had been stopped owing to the possibility that Al Qaeda cadres may have gone underground fearing arrests. The raids, according to official sources, came as police investigated links between terrorist groups and the March 17 grenade attack on a church that killed five persons, including a US Embassy employee and her daughter.

The Lahore High Court Review Board on Detentions while rejecting on March 30 the Punjab government's request to extend the detention of Lashkar-e-Toiba (LeT) chief Hafiz Muhammad Saeed ordered his release. The Board declared that the material against Hafiz Saeed was not sufficient for extending his detention. According to the Constitution, the government is bound to produce a person before a High Court's review board if it wants an extension in his detention period beyond 90 days.
