Once again questioning the Centre’s seriousness to carry on with the peace process, the terrorist outfit said that the cease-fire became meaningless as they have lost ‘more arms and men’ during the truce period. In an effort to bolster its counter-terrorism efforts, the Federal government decided, on July 18, to establish anti-terrorism cells in all the provincial capitals. The government hopes that these cells would ensure better coordination between provinces and the centre for an effective check on sectarianism. This was decided during a meeting presided over by Federal Interior Minister Moinuddin Haider and attended by provincial home secretaries and inspector general of police. Other measures to curb sectarian anarchy were also discussed in detail. Mr Haider also called upon border security forces to restore the sanctity of the Durand Line and check movement of terrorist elements across this border between Pakistan and Afghanistan.

The Islamabad based Muttahida Jihad Council (MJC) an umbrella body for 18 terrorists outfits active in Kashmir reportedly removed its chairman, Syed Salah-ud-din, also the supreme leader of the Hizb-ul Mujahideen. The All Party Hurriyat Conference has disagreed with the Hizb’s offer and termed it as "precipitous" and hasty. Simultaneously, the Hurriyat added in its official reaction that the solution to the Kashmir problem lay in "meaningful dialogue between respective parties to the dispute". Meanwhile, a Pakistani Foreign Ministry spokesman clarified that Pakistan had no influence over the unilateral cease-fire announcement by one of the biggest militant groups in Jammu and Kashmir.
