Foreign Minister Mangala Samaraweera told foreign correspondents on February 7 that the Government will seek more time at the next United Nations Human Rights Council (UNHRC) session to investigate war crime allegations against the Liberation Tigers of Tamil Eelam (LTTE) which ended in 2009. Samaraweera said that Sri Lanka will commit itself to going ahead as planned even though it has not been able to achieve all that it wanted. Samaraweera, however, said that Sri Lanka had agreed only to foreign participation at different levels in the judicial process, but not to have foreign judges hearing the cases.

He said "The Police had told Courts that those arrested had drugs in their possession. However they had not notified Courts about the death threat. If there were any truth in the allegation, they should have notified so. We have to find out to what extent it is true. Following the Police investigations something will be said. One thing we must remember is that from time to time there were death threats or some tensions were created. They did this in the case of Kilinochchi Jeyakumari as well. I wonder whether the circulation of this kind of rumour is a ruse to station the army permanently

Leader of the House Lakshman Kiriella in reply to a question raised by Member of Parliament (MP) Wimal Weerawansa on devolution of power in Parliament on February 9 said that the Government intends to hold a public referendumon new Constitution with the consent of all political parties, reports Colombo Page. He further said that no clauses have been defined yet in the proposed new Constitution and discussions are being held to formulate a legal framework. Tamil National Alliance (TNA) Member of Parliament (MP) MA Sumanthiran said that TNA is for a public referendum on constitution, reports Colombo Page on February 13. He said the TNA is prepared to engage in a meaningful discussion on the issue of devolution of power in the new constitution instead of insisting on words. Pointing out that government's powers, parliamentary powers, power of the executive and electoral system are important facts that should be included in a constitution and the TNA's stand is that such significant matters should not be changed without the people's approval, the MP said.
