Reports said, the Norwegian Deputy Foreign Minister Vidar Helgesen met with Liberation Tigers of Tamil Eelam (LTTE) Chief Negotiator Anton Balasingham on his arrival at the Katunayake International Airport in Colombo on May 5 and discussed possibilities of an early resumption of ‘suspended’ peace talks. Details of the talks were not available when reports last came in. Balasingham later left for Wanni to discuss Prime Minister Ranil Wickremesinghe’s reply, sent to him in London on April 31, to his April 21-letter, in which he had declared temporary suspension of peace talks, with the LTTE leaders, including LTTE chief Velupillai Prabhakaran. The reports indicated that the Norwegian delegation comprising special envoy Erik Solheim and former Ambassador Jon Westborg is also scheduled to meet the LTTE leaders in Kilinochchi on May 8.

The SLMM spokesperson Teitur Torkelsson reportedly said that they had received many complaints on such killings and an investigation into the complaints was being initiated. Reports also said that suspected LTTE cadres had killed a Tamil political activist on May 3, at an unnamed place.

Prime Minister Ranil Wickremesinghe on May 6 expressed hope that the peace process with the Liberation Tigers of Tamil Eelam (LTTE) would re-commence as early as possible, with the effective help of the international community. He further said that leaders of various political parties would be kept informed of the developments in this regard. While making a special statement in the Parliament on the current position of the Peace process he said, "Our aim at this time is to keep the process going and continue to be on the alert". He further said, "But we might even say that we have progressed faster than we envisaged at the time we set out on this journey taking up issues not contemplated in February 2002." He added, "There was, moreover explicit agreement relating to a political resolution of the ethnic conflict by means of power sharing based on a federal structure within a United Sri Lanka." LTTE had announced a temporary suspension of peace talks on April 21.

Reports said the Norwegian Peace envoy Erik Solheim met Liberation Tigers of Tamil Eelam (LTTE) chief peace negotiator Anton Balasingham and political chief Thamilselvam in Kilinochchi and discussed possibilities of an early resumption of the ‘temporarily suspended’ peace talks. However, Balasingham later informed the media that the LTTE had not yet changed its position in this regard. LTTE is asking for the resettlement of Internally displaced People and implementation of the programmes agreed at the Sub Committee of Immediate Humanitarian and Rehabilitation needs as a prerequisite for the resumption of talks. The LTTE spokesperson Daya Master said in this regard, "We are awaiting the government response to our concerns. When the Government addresses our concerns, we will return to talks."

Former Deputy Chief of Indian Army, Sathish Nambiar, in his report has indicated that any dismantling of High Security Zones (HSZ) or forward defences of the Sri Lanka military would have to be matched by simultaneous dismantling of LTTE ‘military’ positions. In the eight-page report entitled, "The Aspects of High Security Zones" submitted to Prime Minister Ranil Wickremesinghe, he has also suggested the setting up of observer and monitoring missions to oversee the actual implementation at ground level to the mutual satisfaction of both parties. The report said, "Such mechanisms could be instituted either by supplementing the SLMM or constituting another mission of international military and police observers." General Nambiar was asked by the Government and the LTTE to prepare a report on the re-settlement of displaced persons in the HSZ of Jaffna.

The LTTE has reportedly indicated that the proposals do not fulfil its demands. The Government has proposed the setting up of an "apex" policy-making body and an administrative or implementing body for reconstruction and development in the North East region. The proposals also say that in the apex body, true Tamil representatives would be included, without reportedly making it clear if they would be LTTE leaders or non-LTTE elected representatives.
