She first assumed the office of Prime Minister in 1960 after the assassination of her husband and then Prime Minister, SWRD Banadaranaike in 1959. She served as Prime Minister between 1960-65 and 1970-77. She was also the Prime Minister between 1994-August 2000 in the Presidential system of government, introduced in 1978. During her first term as Prime Minister, Mrs. Bandaranaike had concluded an agreement with India's then Prime Minister Lal Bahadur Shastri in October 1964 to address the problem of 'stateless persons', Tamils of Indian origin who were not granted Sri Lankan citizenship. According to a BBC report, during this period, Mrs. Bandaranaike had, in 1961, "declared a state of emergency after a prolonged civil disobedience campaign by the minority Tamil population, angered by her action in replacing English with Sinhala as the official national language". During her second term as Prime Minister (1970-1977) she was faced with a violent insurrection mounted by the left extremist Janata Vimukthi Peremuna (JVP) in 1971, a movement that was defeated by state forces in a year.

According to the figures released, the currently ruling People's Alliance (PA) has won 107 seats while the main opposition United National Party (UNP) has won 89 seats. Among the other parties with representation are the Janata Vimukthi Peramuna (JVP) with ten seats, the Tamil United Liberation Front (TULF) and the EPDP with five seats each, National Unity Alliance (NUA) with seats, Tamil Eelam Liberation Organisation (TELO) with three seats and the All Ceylon Tamil Congress (ACTC) with one seat. The Sinhala nationalist party 'Sihala Urumaya' won a seat on the basis of the total votes it polled in the country. All the inmates of the centre were suspects aged 19 or below and held for rehabilitation. 85 Tamil detainees were there in the rehabilitation camp at the time of attack. Police have released thirteen names of inmates who were killed in the attack. Investigators of the Criminal Investigation Department (CID), looking into this attack, are reported to have discovered that a large number of posters calling for the Rehabilitation Centre to be removed from the area had appeared near the camp. This action was reportedly taken after a complaint by Lord Avebury, vice-chairman of the Parliamentary Human Rights Group. Three other charities, Tamil Refugee Training and Employment Centre, in Walthamstow, the Tamil Refugee Action Group in Vauxhall, and Cancer Aid Sri Lanka in Hounslow are also being questioned on similar charges. Several charities in the United Kingdom are reportedly controlled by the LTTE and used for fund-raising and propaganda purpose. These organisations are registered as charities, which gives them a free hand to move funds from UK to Sri Lanka without paying tax.
