IANS reports that a senior civil administration official was arrested for alleged links with the Liberation Tigers of Tamil Eelam (LTTE), Police said on August 2. Nagalingam Vethanayagam, the Government agent of Kilinochchi District, was arrested on July 31 following information from an arrested LTTE cadre. Vethanayagam held the post in the former LTTE political headquarters until January 2009 when Kilinochchi was recaptured by the Government troops. The Government agent is the senior most civil service administrative officer of a District in Sri Lanka. Some top Government officials serving in the North are reportedly now facing arrest over their active feeding of intelligence to the LTTE after regularly visiting Colombo for official meetings, adds Nation.lk. Sources said their active role in the LTTE had been revealed by top level LTTE cadres arrested reecntly. The arrested militants, in addition to giving locations of hidden LTTE caches had come out with detailed information about these officials, who had not only fed the organisation about movements of VIPs, but even maps of vulnerable installations and places in the South. At least a dozen top officials are now likely to be arrested in this regard, where credible evidence is available against them.

Tamil National Alliance (TNA) Member of Parliament (MP), Sivanathan Kishore, has said that the Internally Displaced Persons (IDPs) in the northern part of Sri Lanka are being smuggled out from their camps by organised groups, according to BBC. He stated that “smuggling of people from these camps is going on for some time.” People in the camps have been paying huge money to get themselves out of the camps and some of them have even been escorted till the airport and have gone abroad, according to the MP. The modus operandi, according the Sivanathan Kishore, includes people being brought out of the camps under the guise of sick patients and then taken to other locations. Meanwhile, Rajapakse told BBC the Government has evidence that some people, mostly LTTE suspects, had escaped recently from the tightly guarded camps in the north. The Defence Secretary said: "We have evidence that some people have gone to India, Singapore, Malaysia and to Europe”. The Government has taken action against a "very small minority" of security service personnel who were involved in the racket, he said.

The Liberation Tigers of Tamil Eelam (LTTE) could be attempting to revive the organisation amid efforts by the outfit to rescue hardcore cadres housed in Government-run refugees camps for Tamil civilians in the Vavuniya District, said Defence Secretary Gotabhaya Rajapakse, according to Hindustan Times. In an interview with Sunday Island, he said an organised campaign had been launched to free terrorists from refugee camps before Army and Police investigators, now engaged in a systematic screening process, closed in on them. Gotabhaya stated that the Government would not allow the LTTE to reverse the military victory achieved at a huge cost to the nation. He pointed out that ordinary civilians would never make an attempt to flee refugee camps as the Government, with the support of some international agencies, had provided adequate facilities for them.

A list of names had been drawn up on the information divulged by the Kilinochchi District Government Agent (GA) Nagalingam Vethanayagam who is under detention for alleged links with the LTTE. Preliminary investigation revealed that the GA had allocated over 60 percent of food and medicine meant for the civilians for the use of the LTTE. Vethanayagam had allegedly recruited many LTTE cadres into vacant positions in the Government service and such recruitment was made on instructions of the LTTE, Police said. The Government Information Department said that 1,094 IDPs belonging to 439 families were transported to their own villages in Trincomalee, Jaffna, Batticaloa, Ampara and Kanthale. This is the first phase of the resettlement scheme of the displaced who were temporarily housed in welfare villages of Vavuniya. In addition, the Government took steps to resettle 3,112 persons of 1,051 families, who were originally residents of Jaffna and occupied various places in Vavuniya temporarily, back in their homes in the peninsula.

There was no immediate comment from the Thai officials. Kumaran Pathmanathan was brought to Colombo and is now being interrogated, reports The Island. Colombo Page adds that he was arrested by the Sri Lankan law enforcement authorities in Bangkok. He was evading international law enforcement authorities and reportedly hiding in Thailand. Kumaran Pathmanathan, who had been the LTTE’s international relations chief till he claimed the LTTE leadership after the Army killed Velupillai Prabhakaran in May 2009, previously functioned as the group’s main arms procurer. In September 2007, though there were media reports of KP’s arrest in Bangkok, Thailand denied the reports. He subsequently reappeared under the name S. The newly appointed Liberation Tigers of Tamil Eelam (LTTE) chief Kumaran Pathmanathan alias KP, who was arrested from Bangkok in the night of August 6, was brought to Colombo the next morning, said Defence Affairs spokesman Minister Keheliya Rambukwella, according to Daily News. Addressing the media in Colombo, the Minister disclosed that Kumaran Pathmanathan is in the custody of defence authorities and will be dealt with according to the law of the land following investigations. “KP who was posing as a national of several countries and carrying out multi- faceted activities was capable of convincing some of them even though the LTTE was defeated. This led some people to believe the LTTE might re-emerge again,” he remarked. The Minister observed that the arrest sends a strong message that the Government has the support of the International Community in combating LTTE operations in foreign countries. Replying to a question whether Kumaran Pathmanathan will be extradited to India to face charges in connection with the assassination of former Indian Prime Minister Rajiv Gandhi, Rambukwella said there has been no such request so far and if such a request is made, the Government will deal with it according to International norms, treaties and conventions.

Pathmanathan also divulged clues about LTTE arms procurement, narcotics trade and gun running activities, Rambukwella said. In an interview to an Indian Television channel, Rajapakse said the arrest of Kumaran Pathmanathan alias KP last week was very important because he was the person who claims to be the new leader of the LTTE after the death of Vellupilai Prabhakaran. “Terrorism is not only a problem for Sri Lanka. A State Department press release on August 12 said the Assistant Secretary of State for South and Central Asian Affairs Robert Blake and US Chargé d'Affaires in Sri Lanka James Moore from Colombo through a video link met with 16 representatives of US-based organizations representing members of the Tamil Diaspora to discuss the humanitarian situation in Sri Lanka and prospects for political reconciliation on August 11. The US officials welcoming the opportunity to meet with the American Tamil Diaspora community said much remains to be done regarding the internally displaced in Sri Lanka despite the Sri Lankan Government's efforts to ease camp congestion and other steps taken to address the humanitarian needs. Assistant Secretary Blake and Chargé Moore urged the Sri Lankan Government for "safe and speedy return of IDPs, continued access for international humanitarian organizations, and the registration and provision of national identification cards to IDPs, to help promote freedom of movement." The US officials underscoring the importance of political reconciliation said the Sri Lankan Government must promote justice and political reconciliation for all parties and involve the Tamil community, both inside and outside the country to bring a lasting peace. The Government must dialogue with all parties on new mechanisms for devolving power, and improve human rights, they said. Assistant Secretary Blake and Chargé Moore recommended that the Government of Sri Lanka and the American Tamil Diaspora community seek opportunities to engage one another on political reconciliation and the reconstruction of Sri Lanka, the press statement said. The Attorney General made a special request to the Magistrate to order the prison authorities to hand over the suspect Madusha Lakshan to the Colombo Crime Division (CCD) for questioning over the alleged plot. Making the application to get the suspect under CCD custody, Senior State Counsel Dileepa Peiris said the findings had revealed that the suspect had a personal animosity against the President and he had brokered with the Liberation Tigers of Tamil Eelam (LTTE) to get the support of a resident in Angunakolapelessa to carry out a suicide attack. Counsel Peiris said the plot was uncovered following a detailed statement given by Saman Chandana of Angunakolapelessa who was arrested during a cordon and search operation in the Wellawatte railway station area on April 15.

"We arrested a person on Sunday as well. "If the country is to be at peace, we need to be aware of the illegal weapons that have been hidden," the Prime Minister said. "The person known as KP, who is at present in our custody, is the person who has revealed that there is a lot of such destructive material in the city and suburbs. Ruwan Chandana had been in the Army and gone missing after an LTTE attack in October 2000. Saman Chandana one day had gone to the Negombo prison to meet a friend who was in remand and there he had come to know Madusha Lakshan who was by then remanded in connection with the murder of Southern Provincial Councillor, Danny Hiththetiyage, SSC Dileepa Peiris told the Magistrate. Madusha had promised to help Saman Chandana to find his brother and had introduced one Jude, the leader of LTTE intelligence Unit in Vavuniya. Subsequently, Saman Chandana had met Jude in Vavuniya and he had even gone to Kilinochchi to meet some LTTE leaders. Promising to help Saman Chandana, the LTTE leaders in return had requested him to facilitate their suicide cadres by giving them residence in Angunakolapelessa and once the orders are given to drop them either in Tangalle or Madamulana. Following this revelation the Police have also questioned a large number of LTTE cadres who are in custody now, SSC Peiries said. He also said the investigations had revealed that Madusha Lakshan who had negotiated the deal had allegedly transported a large number of LTTE arms to the South. Peiries informed court that the suspect could not be questioned as he is in prison and therefore asked that he be handed over to the CCD for interrogation. Later, Additional Magistrate Dharshika Wimalasiri ordered that the suspect Madusha Lakshan be produced in court on August 17 to handover him to the CCD.

Sri Lankan Government authorities plan to return 75,000 IDPs in four phases during the month of August, including 15,000 IDPs to villages in the Vavuniya District, and 25,000 IDPs to locations in the Kilinochchi District, the USAID report on current situation released on August 10 said. The Government plans to provide the returnees with care packages consisting of shelter materials, cash grants equivalent to $220 with additional subsidies for farmers, and a six-month food supply, including USAID/FFP commodities distributed by the UN World Food Program (WFP). The Commissioner General of Rehabilitation, Major General Daya Ratnayake, has said measures have been taken to rehabilitate over 10,000 ex-LTTE cadres in the North by the Government. In an interview with Sunday Observer, he said, "The process to classify the ex-cadres into different groups considering their age, gender and involvement in the outfit has already been completed and the ground work to move them into new rehabilitation centres is nearing completion.” Informing that over 80 percent of these ex-cadres are now temporarily sheltered in Government schools, he stated, "We want to hand over these government schools and five new centres are under construction at the moment. They will be moved to the new centres before the end of this month." The children between the ages of 12 to 18 years have already been separated from the group. There are over 455 children, the majority of whom the LTTE had forcefully recruited at its last stage of the battle. Former female LTTE cadres numbering 1,700 have also been separated and housed separately. The authorities have taken steps to separate male ex-LTTE cadres over 45 years of age and they will be given training according to their professions, skills, and their liking to undergo a vocational training.

According to the Resettlement and Relief Services Minister Rishad Badiudeen, authorities have already identified over 15,000 IDFs who claim to be residents of Jaffna and their details have been forwarded to authorities in the Jaffna District. The Minister stressed that they would be resettled in their original homes in Jaffna District after the Government officials gave an assurance that they are permanent residents of the Jaffna. These families are now living in welfare centres in the Vavuniya and Mannar Districts. The Minister added, “The Presidential Task Force on Northern Development under the chairmanship of Senior Presidential Advisor MP Basil Rajapakse is working tirelessly to expedite the de-mining process to facilitate the resettlement drive and it is committed to resettled as much displaced civilians as possible within the time frame of 180 days.”

The All Party Representative Committee (APRC) Chairman Minister Tissa Vitharana said he handed over to President Mahinda Rajapakse on August 14 a document which was a summarised report of the recommendations of more than three years of deliberations of the APRC. "We expect a feed back from President Rajapakse before our next move. He will go through the summary before he gives instructions to the APRC on the next step," Vitharana told Daily Mirror on August 19. The APRC, during the last three years or so, had come to a consensus on a number of key proposals expected to be incorporated in a new Constitution which is aimed at resolving the ethnic problem. They included a new Constitution, reverting to the Westminster System pruning of Executive Presidential powers, a Constitutional Court, a second chamber of Parliament, a national Land and Water Commission and reviving the Village Committee system. Vitharana ruled out absolute and unchecked power devolution to the periphery and insisted that the APRC proposes to establish separate State bodies for policy making and monitoring of contentious national issues such as police, land, power and water. "I can give an assurance that in the APRC proposals, the centre not only decides on the policy frame work but also who can exercise control over the implementation of these powers within the provinces according to national needs," Prof. Vitharana said. "The representatives of 13 political parties - 11 constituent parties of the Government, the SLMC and the Democratic Peoples’ Front - have discussed the key contentious issues and have been able to come to an agreement on many, including the setting up of a Constitutional Court to deal with constitutional issues that are likely to crop up when the new Constitution is implemented. The problems that have arisen in the past when trying to implement the 13th Amendment would not arise since there is a clear division of power between the centre and the province in the proposed Constitution. By doing away with the concurrent list, the centre and the province can exercise the powers without interference by the other," Minister Vitharana stressed. Further, adequate funds will be provided through a suitable mechanism to enable the proper exercise of powers vested with the provinces, he added. Minister Vitharana also maintained that there are clearly defined powers that will give adequate financial and administrative support to the local government level together with the implementation of the Village Committee system. The APRC was appointed by President Rajapakse on July 20, 2006 and has held 178 sessions so far. However, only 13 political parties took part in the APRC deliberations. The main opposition United National Party, Janatha Vimukthi Peramuna, Tamil National Alliance and Jathika Hela Urumaya abstained from taking part in the deliberations.

"The humanitarian de-mining is completely different from that of the de-mining for military purposes and we need to dig nine inches deep and ensure that the area is free of mines to get the certification from the UNDP," the Army Commander said, adding, giving a time frame for this effort is a very difficult task as some de-mining groups have estimated that it would take 35 years to complete the de-mining process in the war ravaged areas in the North. "Even to demarcate the areas for safe resettlement will also take considerable period as we need to inspect the entire area for this purpose." The Army Commander said the resettlement of displaced civilians can only be done after these areas are cleared of mines. "We cannot give any guarantee about the safety of the civilians until we complete the de-mining as we should be responsible for each and every life once we give a guarantee about their safety the Army Commander added.

He added that the resettlement of those IDPs has run into a snag as their villages are located in the High Security Zone in Sampur. The Re-settlement and Disaster Relief Services Minister Rishad Bathiudeen told Parliament on August 20 that the Government has re-settled 59,608 displaced families in Batticaloa, Trincomalee, Mannar, Ampara and Jaffna Divisional Secretariat (DS) divisions during the past few months, Daily News reported. According to figures, 35766 families have been re-settled in Batticaloa DS division while 22068 families have been re-settled in Trincomalee DS division. The Government has re-settled 669 families in Mannar, 51 families in Ampara and 1,054 families in Jaffna DS divisions. The Minister also said the number of internally displaced persons (IDPs) in 2009 is 288938. Of these, 224,394 persons have been sheltered in six Relief Villages set-up in the Vavuniya District. This includes 19,690 persons in the Kadiragamar Relief Village, 47,202 persons in Ananda Kumarswamy Relief Village (Zone 01), 65,210 persons in Pon Ramanadan Relief Village (Zone 02), 44, 496 persons in the Arunachalam Relief Village (Zone 03), 42,316 persons in Relief Village (Zone 04) and 5,480 persons in Relief Village (Zone 05). Meanwhile, 15,812 persons are in seven welfare centres established in Vavuniya DS division and 21,665 persons are sheltered in seven welfare centres set up in Vengala Chettikulam DS division. Eight welfare centres established in the Jaffna DS division have given accommodation to 10,853 persons while two welfare centres set up in the Trincomalee DS division have given accommodation to 6,842 persons. A Sri Lankan minister has said that the Liberation Tigers of Tamil Eelam (LTTE) had funded the production of Tamil films as part of its international business ventures, Times of India reported. The Resettlement and Disaster Relief Services Minister, Abdul Risath Bathiyutheen, reportedly said films thus tainted by 'LTTE blood money' included those of Rajnikanth, a popular Tamil actor in Tamil Nadu in southern India. Bathiyutheen made this charge in an interview to www.asiantribune.com, which quoted him as saying, "Millions and millions of US dollars were given to a London-based Tamilian. He was asked to produce Tamil films in Chennai [capital of Tamil Nadu] with top stars like Rajnikanth." The interview also reportedly had a mention of pro-LTTE Tamil Nadu politicians like S Ramadoss, V. Gopalsamy a.k.a. Vaiko, Thol Thirumavalavan and P Nedumaran as the other alleged beneficiaries. When contacted, Rajnikanth's office, however, said the actor refused to comment on the issue. An unnamed police official said such charges had been heard of in terms of logistical support or hospitality extended to film units abroad, but he had not come across a single case to prove it. “Rajnikanth is busy shooting for his film Endiran (Robot) and cannot be reached till late tonight,” sources at the actor's residence in Chennai told Hindustan Times. CID and TID sources confirmed that the assassination attempt on the former Army Commander and the present Chief of Defence General Sarath Fonseka has already been completed as vital information regarding the internal link to the LTTE from the Army Headquarters, has been divulged by a senior LTTE cadre who had been arrested when mingling with civilians in the IDP camps. According to sources, a cook who was serving at the Commander’s residence had helped the LTTE to have free access to the Army Headquarters and send a female suicide cadre into the Army Headquarters. The CID and the TID have been able to expose these vital links after the arrest of the handler of many suicide cadres, recently within capital Colombo. Sources said Superintendent of Police Lakshman Cooray, arrested by the TID on August 12, had helped the LTTE to carry out many suicide assassinations in Colombo and in the South. The Deputy Inspector General of Police, (DIG) Nimal Mediwake, said a special team from the Central Provincial Investigation Unit arrested an LTTE suspect in Vavuniya on July 24. "The LTTE suspect who is under detention order had divulged vital information during interrogation," he added. Pursuing the LTTE cadre’s information, Police found the 32 feet length trawler equipped with GPR radar in Hambantota while the lorry was recovered in Akkaraipaththu. "It was revealed that the trawler and the lorry had been used by the LTTE during the suicide mission to the Galle harbour in 2006. The recoveries were made on Sunday (August 23) afternoon," the DIG said.

Under the order, the LTTE remains listed as a terrorist organisation by the US “The International Emergency Economic Powers Act was enacted by Congress in 1977 and was originally used by Presidents to impose economic sanctions on foreign nations considered a threat to national security. But in 2001, President George W. Bush issued executive orders under the law that enabled him, through the Treasury Department, to designate groups as terrorist organizations, freeze their assets and prohibit any aid or services to the groups,” said the website. The procedure was challenged in the court on the grounds that the law was unconstitutionally vague and that it violated the First Amendment right of free speech. A panel of the 9th US Circuit Court of Appeals ruled by a 2-1 vote that the law regulates conduct, not speech, and does not violate the Constitution. “There is no right to provide resources with which terrorists can buy weapons and explosives,” the court majority said.

According to the Deputy Inspector General of Police, Nimal Mediwaka, the NIB officials found a cache of arms and ammunition, including a suicide kit weighing over five kilograms, a machine gun and 13 Cyanide capsules, concealed in a cupboard in a housing unit at Mutwal under the directive of a Liberation Tigers of Tamil Eelam (LTTE) leader in Colombo. The unnamed LTTE leader had reportedly planned to launch a well coordinated attack on the Defence Secretary. "It is believed that they had planned to hurl hand grenades at Rajapakse’s motorcade as a part of the massive assassination bid. The terrorists had planned to launch this attack using a explosive laden motor bike. Officials are combing the island to trace the explosive laden bike and the suicide cadre who were directed to crash into the motorcade of the Defence Secretary," Mediwaka said. The Defence Secretary had earlier in 2006 survived a LTTE suicide attempt in Colombo escaping with minor injuries although eight of his security guards were killed.

Trooper Siddiqui with the voluntary armoured corp was cooking for the chief of defence staff (CDS) General Sarath Fonseka since 2002 in Jaffna and was his main chef at his official residence in Colombo where he moved in 2004. According to the report he was a LTTE cadre given the job of ensuring access for LTTE suicide cadres to enter the Army headquarters and target Fonseka. “Siddiqui was cooking in the army chalet since 2002 when I was the security forces commander in Jaffna. In 2004, my ADC brought him to my official residence in Colombo. In the month of December same year, I became army chief,’’ Fonseka told Hindustan Times. Three months before Fonseka took over as Army chief in December 2005 Siddiqui met with an accident and was admitted in the military hospital inside the Army headquarters where the Army chief’s office was also located. “His (Siddiqui’s) handler and the female suicide cadre came to the hospital four-five times in the guise of being his relatives. Sources working closely in the Government's international counter terrorism activities, said this will be a viable option against a formal extradition which would necessarily involve following lengthy legal processes unless the countries concerned opt to cooperate with Sri Lanka. "We are using available and very current intelligence" to pursue these operatives' exposed by LTTE leaders in custody and interrogated by Sri Lankan intelligence sleuths. The Government's intention is not to allow these operatives to continue to raise funds and keep them on the run without allowing them to pursue their terrorist goals, they said. An authoritative source from the Defence Ministry on August 27 said that the Superintendent of Police Lakshman Cooray, now in custody, arrested on charges of aiding and abetting terrorism and involvement with the LTTE on August 12, had released a number of LTTE suspects from custody, The Island reports. The senior Defence Official said the suspect had paid special attention to LTTE cadres who were in custody and their welfare prior to security forces eliminating top rung of the terrorist organization. Investigations have revealed the senior police officer had provided information to the militants who were on suicide missions in Colombo and certain other places targeting the President and top politicians. The intelligence sources have gathered information that he had provided vital information about the movements of senior politicians. He had provided information to the LTTE in their abortive suicide attempts on the lives of Ministers Maithripala Sirisena and Mahinda Wijesekera and the killing of Minister Jeyaraj Fernandopulle. Cooray joined police as an Additional Superintendent of Police during President Chandrika Kumaratunga’s tenure and in the wake of Police unearthing vital information about his close involvement with the LTTE and its allies now Police are investigating whether he had produced bogus certificates claiming that he is a graduate, the officer said.

The Sri Lankan Supreme Court has said that war-displaced persons in Government-run camps should be allowed to go if they are non-combatants and have a place to go, according to The Hindu. The Daily Mirror reported on August 27 that the apex court made the observation when a petition filed on behalf of five Internally Displaced Persons (IDPs) was taken up recently. The court observed that if 13-year-old Sopika Surendranathan and her parents, who were confined in the IDP camps, had a place to go and if their next-of-kin were prepared to take them, there was no reason for them to be kept in the camps any longer. The senior state counsel stated that the family were not combatants. The court also granted leave to proceed with the rights petition for alleged infringement of their fundamental right to equality and equal protection of the law as well as their right to the freedom of movement and of choosing their residence within Sri Lanka. The matter was listed for hearing on November 12. The petition contended that the family owned three houses and had relatives in Jaffna and Colombo and, if allowed to leave, could obtain accommodation.

Worried that the military would crush his dream of a separate Tamil homeland, the slain Liberation Tigers of Tamil Eelam (LTTE) chief Vellupilai Prabhakaran had made a last ditch attempt to escape to the forests in the north by breaching the Sri Lankan defence lines during the final phase of the war, reports Deccan Herald. Prabhakaran’s now detained close aide Gokulan Master, who was with the LTTE chief during the last stage of the war three months back, disclosed this during interrogation. A day before he was killed on May 18 in Wanni, Prabhakaran attempted to escape to the Puthukuddiyiruppu forces by breaking through the Sri Lankan defence lines, the aide said. “If we fail in our final plan, we would be killed by the Sri Lankan army. In such an eventuality, no one can claim an Eelam (separate homeland for Tamils) in Sri Lanka and the Eelam dream would become a nightmare,” Prabhakaran was quoted as saying by Master. “So on the morning of May 18, the near 35-year old dream of Tamil Eelam became a nightmare to us,” Master told interrogators, according to the Bottom Line newspaper. When the Sri Lanka Army was about to overrun Vishuamadu in the North, Prabhakaran shifted to adjoining Puthukuddiyiruppu and from there he directed the fight while in underground bunkers set up by utilising containers, Master said. The newspaper said the LTTE decided to increase its manpower and began recruiting children as young as 12 and adults over 50 years of age during the crucial phase of war. “These persons thus recruited were inducted into the ‘Makkal Padai’ or People’s Force after a very short training,” it said. Simultaneously, on a concept put forward by senior LTTE leaders Theepan and Balraj, the LTTE started putting up earth bunds, going up from five feet to 20 feet in height, depending on the location, it said. “When the LTTE lost Pooneryn and Kilinochchi, Prabhakaran once told Pottu Amman (LTTE’s intelligence chief) that 75 per cent of his struggle for Eelam had gone downstream,” Master said. Prabhakaran said that the LTTE had to boost the sagging morale of its cadres and slow down the enemy, at least till the international community intervened on the outfit’s behalf, the newspaper quoted Master as saying.

The Minister of Disaster Management and Human Rights, Mahinda Samarasinghe, revealed that the Government has reliable information that the Liberation Tigers of Tamil Eelam (LTTE) cadres have infiltrated the welfare camps in the North for the Internally Displaced Persons (IDPs), according to Colombo Page. Delivering the key note speech at a seminar on 'Winning the War to Winning the Peace: Post-war Rebuilding of Society' organized by the Regional Centre for Strategic Studies (RCSS) in Colombo, he emphasized that until the screening process is complete and these elements are identified and arrested, the Government has to take utmost care in permitting even limited freedom of movement as the risk exists of LTTE cadres posing as civilian IDPs and entering the general population. "This is a chance we cannot afford to take. The decision was not taken lightly but rather by a careful balancing of the rights of the IDPs against those of the rest of the population, especially given the LTTE's propensity to cause maximum carnage among the civilian population by launching terrorist acts," he said. He also noted that the Tamil Rehabilitation Organization, a proscribed LTTE front organization, continues to disseminate falsehood regarding the situation of the IDPs. "These are attempts to generate ill-will against Sri Lanka and distance her from her many friends and we must be alert to such machinations," the Minister cautioned. Citing the recently broadcasted video by British news channel Channel 4, allegedly showing execution of Tamil prisoners by the Sri Lankan soldiers, the Minister said that "we need to be on guard against those, particularly Western media outlets which, by disseminating disinformation spread by the LTTE network's remnants and their proxies, constantly seek to besmirch the name of Sri Lanka."

Chief Justice (CJ) Asoka de Silva ordered the Attorney General to take a policy decision on the matter after discussing with the secretary to the justice ministry and create a mechanism to implement it. The Supreme Court made the order after considering a fundamental rights petition filed by one J. A. Francis, who claimed he was under detention for over one and half years. The Government has admitted that nearly 10,000 cadres were arrested and detained during the last stages of the war against the LTTE. Intelligence sources have told the Defence Ministry that the Liberation Tigers of Tamil Eelam (LTTE) militants, including women cadres, masquerading as civilians are making an attempt to control civilians held at welfare camps in the Vavuniya region, especially the Manik camp, and have suggested that the internally displaced persons of the camp should be re-located to smaller camps. An unnamed senior Government official told The Island that authorities in charge of camps had been unable to run overcrowded camps effectively. He said that there could be hundreds of LTTE cadres, including members of suicide squads and intelligence wing cadres among the civilian population. The official added that the military and the Police could not effectively manage camps nor identify the wanted men and women as camps hold far too many people. Responding to queries, he said it would be ideal if only a few thousand could be held at one camp. He said that setting up of additional camps would be a heavy burden on the Government but it could greatly help their efforts to identify militants taking cover among ordinary civilians. "Don’t forget Prabhakaran’s parents, too, took refuge among ordinary people," he said, adding that there could be many militants operating within camps though the top leadership was wiped out.
