The Sri Lankan military said it has sunk 12 boats of the Liberation Tigers of Tamil Eelam (LTTE) and killed 80 of its cadres in a sea battle off the northern Jaffna peninsula on September 1-2, according to BBC. The LTTE have not yet confirmed any casualties but said two Government boats had been sunk off Kankesanturai. Witnesses said the battle continued all night and hundreds of civilians sought refuge in schools and churches. The defence ministry said five of the LTTE boats had been suicide vessels laden with explosives. The navy said 20 LTTE boats had attacked a patrol near the Kankesanturai harbour, adding that two Government boats were slightly damaged and two sailors wounded. Meanwhile, the Kankesanturai harbour is reportedly cut off from the rest of the country by LTTE lines. Local priest, P Iruthayathas, told Associated Press that 500 families had taken shelter during the night.

The TRO is a registered charity with the Government with its head office at Kilinochchi, operational headquarters of LTTE. Defence spokesperson Keheliya Rambukwella told The Hindu, "it is a follow up to the arrest of eight persons by the U.S. on August 19 on charges of conspiring to provide material support to LTTE as well as legislation by Sri Lanka Parliament last month against money laundering. There are certain charges against the TRO and if the investigations do not reveal any link, the freeze would be lifted." What we did was in the national interest. What the government troops performed was not a war for conquer of a part of the land or eviction of the public living there. Troops launched attacks on selected LTTE targets that were posing a huge threat to security in Trincomalee in order to neutralize LTTE’s gun positions. We knew our targets and went for that and it should not be interpreted as a full-scale war or an attempt to conquer a part of the land or so. With the re-capture of the area, LTTE threat factor has been scaled down to a great extent. He also said that despite the recent military operations, both sides have pledged to uphold the truce, adding, "We are happy the LTTE has not withdrawn from the CFA as they warned before the recapture of Sampur. There is no victory there. But the Government is happy it could neutralise artillery threats to the naval port and other vital economic centres in the East." The Government Secretariat for Coordinating the Peace Process (SCOPP) said, “The Government is appreciative of the efforts made by the [Sri Lanka Donor] Co-Chair members to resume peace talks. The Government reaffirms the declaration of President Mahinda Rajapaksa on 22 August 2006, following a meeting with the Co-Chair Ambassadors in Sri Lanka that the Government remains ready to engage in talks with the LTTE following a clear commitment by the LTTE Leader to a comprehensive and verifiable cessation of hostilities.” It also raised concern regarding “the procedural irregularities of the statement in making commitments regarding dates and venue without prior consultation with the Government”, adding, “It is important to note that the peace process in Sri Lanka is conducted between a democratically elected Government of a sovereign State and an armed group practicing terrorism.” The SCOPP also said that it has been the experience in the past that the LTTE has always used peace talks as a period to enhance its military capabilities. “In this regard, the Government would urge the international community to put in place a practical mechanism to prevent the illegal procurement of arms and an effective blockade to the induction of weapons by the LTTE. The APRC was appointed at the sixth session of the All Party Conference (APC) with representatives from different political parties represented at the APC except the United National Party. It has been entrusted with the task of formulating a future constitutional arrangement capable of finding a peaceful solution to the ethnic conflict. Tamilselvan, according to The Hindu. They reportedly discussed the opening of A-9 highway closed for several weeks following escalation of hostilities resulting in hardship to thousands of citizens. Officials said the Navy spotted the unnamed vessel about 125-kilometres off Kalmunai in the Batticaloa district and ordered it to proceed to Trincomalee port for a search. An air force patrol craft was called in to bomb the ship when it ignored orders and opened fire on the navy. The Defence Ministry said in a statement, "When ordered by navy patrol craft to sail towards Trincomalee for checking, the suspected vessel opened fire. Tigers during the recent past were desperately trying to acquire weapons and ammunition from foreign countries, yet those moves were countered by law enforcing authorities in those countries and many Tiger inmates were arrested." Government officials claimed that 16 cadres of the Liberation Tigers of Tamil Eelam (LTTE) were killed in an encounter with the Special Task Force (STF) at the Pillumale Police post in the Amparai district on September 30. It also claimed that the outfit’s Koaveli leader, Kannan, was killed in the counter-attack on LTTE cadres who attempted to attack the Police post in the early hours. "Following a civilian tip-off on a possible Tiger attack on the Pillumale police post on Friday the STF took over the police post and ambushed the area to trap the Tigers," the statement added. The Government reiterated that the attack on the Police post is a clear indication of the presence of the LTTE in the area, which witnessed the murder of 11 Muslims on September 18. The STF also recovered 11 T-56 weapons, 19 pressure mines, 32 magazines and 3 handsets from the incident site.

Sri Lanka Government stated that any future peace talks with the LTTE would hinge on its chief, Velupillai Prabhakaran, agreeing in writing or verbally to three major conditions. According to Defence spokesperson Keheliya Rambukwella that include a specific time frame to resume and conclude talks, an assurance to the Donor Co-chairs that it will not use sea routes to smuggle in military hardware and a commitment not to resort to any violence during the period of talks. Rambukwella hinted that if the LTTE did not agree to these conditions, talks would be at stake and said, "If they (the LTTE) don't pay heed, we will have to fall back on the process we have already set in motion - the All-Party Conference, the All-Party Representative Committee and the Panel of Experts - to formulate a settlement to the ethnic issue.” Commenting on the outfit's offer of unconditional talks if the Government halted what it called its military offensive, Rambukwella said, "We have not resorted to any offensive action. The security forces are only defending themselves against the military actions of the LTTE," adding, a firm commitment must come from Prabhakaran and not from the outfit's political wing leader S.P. Thamilselvan or others. "He (Thamilselvan) and the others have made pledges before but have gone back on them," he pointed out.
