An estimated 30,000 Tamils gathered in Vavuniya and took part in the self-determination rally, reports said on March 1. Speaking at the rally, Cabinet Minister for Plantation Community Development P. Chandrasekeran said it was incorrect to divide the Tamils in Sri Lanka as up-country and northeast Tamils and declared that armed struggle and politics were inseparable. Also addressing the rally, Tamil National Alliance (TNA) Member of Parliament (MP) representing Vanni, Selvam Adaikalanathan said, "If the Sri Lankan state cheats at the peace negotiations this time all of us should join the Liberation Tigers to fight for independent Eelam". He added that the rights bestowed upon the Tamils were their ‘basic rights’ which were won through "the force of arms" by the Liberation Tigers of Tamil Elam (LTTE) but not "concessions of compassion" by the Sri Lankan government.

At an hour-long meeting with the Norwegian chief cease-fire monitor and retired Army General Trond Furuhovede in Killinochci, northern Sri Lanka, on March 6, Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabhakaran praised the untiring efforts of Norway to bring peace to Sri Lanka. He added that the cease-fire agreement laid a strong foundation for the peace process and a negotiated settlement. Prabhakaran urged for speedy opening up of the main A 9 Highway and assistance in the LTTE‘s massive project to de-mine the Vanni region so as to help resettlement and rehabilitation of displaced Tamils.

Reports from Sri Lanka said fire broke out in the Sri Lanka Army’s (SLA) armory in Kankesanthurai, northern Jaffna peninsula, on Friday at 4.45 a.m. Army spokesperson Brigadier Sanath Karunaratne said the ammunition dump contained a large quantity of explosives, T 56 guns, artillery shells and anti tank mines. Muhamalai is southern-most point in government controlled areas along the route. The Jaffna-Kandy highway was opened for civilians up to Kilinochchi with an entry point being set up at Omanthai, on February 15. The complete opening of A 9 Highway has been planned for after 30 days from the 'D' day of the cease-fire Agreement.

The Vanni Commander of the Sri Lankan Army (SLA), at a meeting on March 9 at the Vavuniya Headquarters, asked Tamil paramilitary groups to surrender any firearms in their possession before March 11, tomorrow morning. The Commander informed representatives of the Peoples Liberation Organization of Tamil Eelam (PLOTE), Tamil Eelam Liberation Organization (TELO) and Eelam People's Revolutionary Liberation Front (EPRLF) should be handed over by the deadline. The Eelam People's Democratic Party (EPDP) did not attend the meeting. The SLA’s directives follow a formal, written understanding between the government and the Liberation Tigers of Tamil Eelam (LTTE). As per the cease-fire agreement reached between the two, on February 22, all Tamil paramilitary groups would have either surrender their arms or join the SLA as regulars to be posted in areas away from the North and the East.

Security forces on March 13 released eleven Liberation Tigers of Tamil Eelam (LTTE) suspects held at the Tellippalai rehabiliatation centre. According to media reports quoting the International Committee of Red Cross (ICRC), the suspects were flown to Colombo and handed over to their families. Separately, media reports, quoting an official source on March 13, noted that of the remaining suspects held in connection with the devastating attack on the Bandaranaike International Airport in July 2001, only four were expected to be charged under the Prevention of Terrorism Act [PTA]. Security forces had detained 115 suspects, including LTTE operatives, and around 70 suspects had been released on the advice of Attorney General K.C.Kamalasabeyson for lack of evidence.

Prime Minister (PM) Ranil Wickremesinghe, on March 15, completed, what has been termed as, a goodwill visit to the Jaffna. The PM met with a cross-section of the people in Jaffna and visited the forward defence line in Muhamalai where he spent time with soldiers of the Sri Lankan Army in their bunkers. He visited Buddhist and Hindu places of worship and was accorded a civic reception at Hartley College, Jaffna. Before leaving Jaffna, the PM attended a de-mining demonstration given by the Army in Keeramali. Some Cabinet Ministers and the three service Commanders too were present during the PM’s visit.

The Sunday Observer said on March 17 that, during his just concluded visit to Jaffna, Prime Minister (PM) Ranil Wickremasinghe said the Liberation Tigers of Tamil Eelam (LTTE) rebels would commence political activity soon and would open up political offices in the North and East. This was only expected of them, he said, if they were to enter the political mainstream. The PM was speaking at the Bishop’s Residence in Jaffna, on March 14. Shortly, the LTTE would be sending 50 cadres to government controlled areas to conduct political activity, after March 24, unnamed LTTE sources told the Sunday Observer in Vanni. They would most certainly work towards opening a string of political branch offices in Batticaloa, Valaichcheni and Kaluwanchikudy areas.

A group terming itself the Jaffna District People’s Movement (JDPM) has, on November 20, organised protests in the district in support of the demand by several by people that the paramilitary Eelam People’s Democratic party (EPDP) vacate Delft Island. Some reports claimed the demand and the protests had been inspired by the Liberation Tigers of Tamil Eelam (LTTE). The JDPM reportedly said it would intensify its agitation in support of the demand. Normal life was affected in the district on account of the strike. There were protest rallies in Dfelft, on November 19, asking the EDPDP to leave the island. Reports said EPDP cadres entered Delft on November 16, under security forces escort and are now lodged in a camp there.

Facilitator in the peace process, Norway arranged his arrival in Sri Lanka with the assistance of the Maldivian and Sri Lankan governments. Soon after arrival he went into a meeting with LTTE leader Velupillai Prabhakaran, their first one-on-one in three years. LTTE’s naval wing, the Sea Tigers, chief Soosai received Balasingham. Special Advisor in the Norwegian Foreign Ministry Erik Solheim, the Norwegian Ambassador in Sri Lanka Jon Westborg, Sri Lanka Monitoring Mission chief Trond Furohovde and another member of the SLMM, meanwhile, arrived in Kilinochchi and had discussions with, Balasingham and LTTE political wing chief Tamil Chelvam. Liberation Tigers of Tamil Eelam (LTTE) rebels gave their consent to hold peace talks with the government soon after normalcy is restored, pro-Tamil sources said, on March 26.The consent was conveyed at a meeting in Kilinochchi between the LTTE top-leadership and Norwegian facilitators. The meeting was attended by LTTE leader Velupillai Prabhakaran, chief negotiator Anton Balasingham and political-wing leader Tamil Chelvam and a Norwegian delegation, including Norway’s Ambassador in Sri Lanka Jon Westborg, Special Advisor to Norwegian Foreign Minister Erik Solheim, Sri Lanka Monitoring Mission chief Trond Furohovde. A Finnish official, too, participated in the talks. Reports also said LTTE leaders expressed disappointment at the slow pace of implementation of certain terms of the truce agreement with the government. The LTTE once again reiterated that de-proscription was an essential pre-requisite for peace talks to resume. The LTTE and the peace facilitators are scheduled to meet again on April 17, reports added.
