At a meeting between President Chandrika Kumaratunga and Opposition Leader Ranil Wickremasinghe, the President is expected to propose the constitution of a National Defence Council, comprising of the President, Prime Minister, Leader of the Opposition, the Speaker and leaders of political parties represented in Parliament. The Council would advise on matters of defence, including the purchase of arms and will meet regularly to discuss the war situation.Meanwhile Defence Secretary Chandananda de Silva has drawn up plans to acquire more hardware and ammunition to boost the firepower of government forces, the Sri Lankan press said. The government, smarting from the reverses at Elephant Pass and seeking to prevent the Liberation Tigers of Tamil Eelam (LTTE) from marching into Jaffna, is preparing to make urgent purchases of weapons from at least seven countries––Russia, Britain, Pakistan, Iran, Czech Republic, Israel and Singapore.

The Liberation Tigers of Tamil Eelam (LTTE) has made an offer of cease-fire to the Sri Lankan government. An LTTE press release on May 8 made the offer and said that it was prepared to provide safe passage to soldiers trapped in the Jaffna peninsula. This, the LTTE said could pave the way for a permanent cease-fire and talks to arrive at a negotiated settlement to the conflict.Reacting to the cease-fire offer, President Chandrika Kumaratunga rejected the LTTE's offer and said that she would not allow the Tigers to recapture the Jaffna peninsula. Her trusted lieutenant and Media Minister Samaraweera criticised the LTTE's offer and said that it was engaging in a 'psychological warfare'.Differing with the President, Leader the Opposition Ranil Wickremasinghe said that she could have reached some kind of an agreement with the LTTE.

Repeating President what Kumaratunga has said a day earlier, her uncle and Deputy Defence Minister Anurudh Ratawatte assured Parliament that the government would not only defend Jaffna but would retake the Eelphant Pass that it has lost a few days earlier. Besides, Sri Lanka's High Commissioner in India, Magala Moonesinghe told a private television channel that his government has received the arms that it was looking for to fight the Liberation Tigers of Tamil Eelam (LTTE). The Defence Secretary earlier in the month went into consultations with various world governments after the rebels captured huge quantities of arms and ammunition from troops.Government troops have reportedly advanced from their defence lines and also repulsed rebel advances near the Pallai airbase. The clandestine rebel Voice of Tigers Radio, meanwhile, said that fresh fighting broke out near Kilali, between the LTTE and government troops, on May 9.

The Liberation Tigers of Tamil Eelam (LTTE) said they took the Navatkuli bridge and claimed that "the fall of Navatkuli bridge and the de-linking of the A9 highway have generated severe logistic problems to the thousands of Sri Lankan troops occupying Thenmarachchi division. However, the Defence Ministry refuted the LTTE's claims and said, "troops in strength continue to hold the bridge at Navatkuli. Also intense fighting continued in Ariyalai and Tanankillappu sectors throughout the day and the LTTE launched a heavy mortar attack in the Chavakachcheri area. The LTTE claimed that it has inflected heavy casualties on troops in multi-prone offensives near Ariyalai and Tanankillappu, on the outskirts of Jaffna.Meanwhile, in a separate development, Deputy Defence Minister Anurudh Ratawatte has asked each of Sri Lanka's 223 Lawmakers to send a 100 men, to make up for the 20,000 troops required by the army immediately.
