According to a handout issued by the Punjab Police, a militant, identified as Abdul Ghaffar Qaisarani alias Saifullah, reportedly the head of Tehreek-e-Taliban Pakistan (TTP), South Punjab Chapter, was killed in an encounter with Police and Law-Enforcement Agencies on August 1 in Dera Ghazi Khan District, reports Dawn. Qaisarani, of Taunsa tehsil (revenue unit), was wanted in a terrorist attack on the Sri Lankan cricket team in Lahore in 2010 and a bank robbery in Taunsa in 2011. He had been tasked with raising funds through bank robberies and had links with Imran and Arshad Punjabi, TTP commanders in North Waziristan Agency of Federally Administered Tribal Areas (FATA). Law enforcers had learnt that Ghaffar was travelling in a bus from Khanpur to Rajanpur. The personnel picketed Ghazi Ghat on the Indus and started checking vehicles. During checking of the bus, Ghaffar threw a grenade and tried to escape. The grenade did not explode. Ghaffar then tried to flee while firing. Law enforcers shot and killed him before he could target any one.

According to a media report, Tehreek-e-Taliban Pakistan (TTP) Chief Hakimullah Mehsud on August 1 directed his fighters to step up attacks in Punjab province, especially on intelligence organisations and military facilities like the Pakistan Air Force (PAF) base in Lahore District, reported Indian Express. The TTP chief has decided to increase terrorist attacks in Punjab to "inflict maximum damage", especially in the provincial capital of Lahore, The Express Tribune quoted its sources as saying. During a secret meeting held at Asad Khel village in the lawless North Waziristan Agency of Federally Administered Tribal Areas (FATA), Mehsud allocated PKR 25 million for attacks targeting the PAF base in Lahore and offices of the Inter-Services Intelligence (ISI), Military Intelligence, Intelligence Bureau and Counter-Terrorism Department. The daily quoted an intelligence report as saying that the meeting in North Waziristan Agency was attended by top TTP ‘commanders’, including leaders of the Qari Yasin group, which is listed in the Police's "Red Book" as a high-profile terrorist organisation. The militants have allegedly carried out reconnaissance of the PAF base in Lahore and some local employees were "also collaborating with terrorists", the report said. Weapons and ammunition for the attack will be "provided by concealing them using cargo companies", the report added. Another intelligence report stated that the TTP were planning attacks similar to the one on the Mehran naval airbase in Karachi in May 2011.

Federal Minister of Interior Rehman Malik on August 2 told the Senate that external aggression and world power game could not be ruled out in the Balochistan issue as the situation there was similar to that of East Pakistan in 1971, as he held the Balochistan Liberation Army (BLA) and Lashkar-e-Jhangvi (LeJ) responsible for all the major terrorism and kidnapping activities in the province, reports The Nation. Malik said hostile elements were exploiting the indigenous issue of the Balochistan and there was a planned external aggression linked to regional security, adding that a roadmap had been prepared to disintegrate Balochistan. “We are a nuclear power and it is threat for the world,” he added. The Minister questioned whether there were no human rights violations in Punjab and why such issues were highlighted in Balochistan and why a US Congressman took up the matter of Balochistan? But he also answered these queries in the same breath and said it was because of a broader conspiracy. “We will have to find the solution before it is too late,” he said, adding that the slogan of an independent Balochistan was not a new phenomenon as similar movements were led by Nourez Khan in 1948-1950, Sher Mohammad Bijarani in 1963-69 and Kher Bukhsh Marri in 1973-78. He, however, claimed that the people of Balochistan trusted the Federation. “Baloch Separatists and nationalists have links with banned outfit, Tehreek-e-Taliban Pakistan (TTP) and other proscribed organisations,” the Minister added. “LeJ is one of the main organisation that in support with the (BLA is involved in major terrorist activities in the province,” he added. Mentioning a number of incidents of terrorism, killings and kidnapping in the province, he said 299 IED explosions took place, 179 FC soldiers were killed and 502 incidents of abduction were reported in the area since 2010, while 89 policemen and 872 civilians were killed and 1,177 people injured. Malik said these figures were verifiable from provincial home department and intelligence agencies. He claimed that BLA was behind all these incidents. The minister alleged that the BLA was a killing machine and being controlled from Afghanistan, adding that terrorists from Afghanistan side crossed border and committed terror activities in Pakistan, while Maulvi Faqir Mohammad and Fazlullah were also hiding in Afghanistan. He told the house that Brahmdagh Bugti was involved in kidnapping of John Solecki, chief of the UN refugees’ office, and Hyrbyair Marri, while living in UK, used to make a call and people were killed in Balochistan. He, at the same time said, the BLA used to threaten the workers in Balochistan that were associated with different development projects there. Malik stressed that the problem of Balochistan was deprivation of the people of the area. “89 DMG posts and 50 PSP posts are lying vacant in the province,” he added. The Minister said there was a perception that the FC kidnapped and killed the people but the fact was the forces were there to protect the people of the area and borders. He said five per cent areas declared as ‘A’ in Balochistan were under the control of police and other areas marked as B under the control of levies.

Pakistani Security Forces arrested five Tehreek-e-Taliban Pakistan (TTP) militants who were planning "terror attacks" in Multan and other towns in the region, reports Daily Times on August 5. "The terrorists belonging to Noor Gul group of Tehreek-e-Taliban Pakistan (TTP) were arrested on an intelligence tip-off," Multan City Police chief, Amir Zulfiqar said. The 'Noor Gul' group has not been heard of previously, and Zulfiqar did not say where or when the arrests were made. "They were planning to carry out terrorist activities on the eve of the martyrdom anniversary of Hazrat Ali (RA) falling next week," Zulfiqar added. He said that the group was active in the southern part of Punjab, and had planned to target other towns and cities in the region. The police also seized heavy weapons and ammunition including pistols and assault rifles from the militants, he added.

Nine terrorists and two security officials were killed when Security Forces (SFs) foiled their attack on Minhas PAF base of Kamra in Attock District of Punjab on August 16, reports Daily Times. Earlier, it was reported that seven militants and one official was killed. One plane was damaged in the pre-dawn assault claimed by the Tehreek-e-Taliban Pakistan (TTP). TTP ‘spokesperson’ Ehsanullah Ehsan has said that four suicide bombers had carried out the attack to take revenge for the killings of Baitullah Mehsud and Osama bin Laden. He claimed that the attackers had succeeded in achieving their targets and had given a “lethal blow”. PAF said nine attackers dressed in military uniforms and armed with rocket propelled-grenades and suicide vests targeted the base and adjacent Pakistan Aeronautical Complex at 2am. The adjacent complex assembles Mirage and, with Chinese help, JF-17 fighter jets. “Eight miscreants were killed inside the Minhas base boundary wall and one miscreant exploded himself outside the perimeters where he was hiding,” the air force announced. It said there had been a shootout “for more than two hours”, and 10 hours after the assault began, spokesman Tariq Mahmood confirmed the base was “totally safe”. Bahawalpur Police foiled a major terror bid by arresting two suspected militants of Tehreek-e-Taliban Pakistan (TTP) Waziristan Chapter of Qari Imran Group on August 28 from Bahawalwala area of Ahmadpur Sharqia in Bahawalpur District, reported Daily Times. They were identified as Muhammad Shabbir and Maulvi Muhammad Riaz. Bahawalpur District Police Officer (DPO) Sohail Habib Tajik said that rocket launchers, grenades, three suicide jackets, 23 anti-personnel mines, 40 kilogrammes of explosives and other arms and ammunition were also seized from them. They were on a mission on a motorbike to carry out a terrorist act, Tajik added. He said the accused, during interrogation, have admitted that they have hidden a huge quantity of arms and explosives underground in a drum.

The intelligence reports said Tehreek-e-Taliban Pakistan (TTP) plans to attack the Faisalabad Central Jail to free detained comrades, The Express Tribune reported August 28. Intelligence reports prepared for the Punjab Home Department say TTP (Tariq Afridi group) militants were planning to abduct the jail superintendent and storm the facility. About 300 militants are in Punjab’s nine central jails. The Home Department has directed police and prison authorities to take security measures, and it has requested deployment of paramilitary Rangers at all central jails, media added. Punjab Inspector General of Prisons Mian Farooq Nazeer said his agency was working to prevent attacks on prisons.
