According to delayed media reports, five terrorists are suspected to have been killed in an internecine conflict on May 4. Report quoting sources noted that the incident occurred when large group of terrorists of Manipur People’s Liberation Front (MPLF) equipped with sophisticated weapons were intercepted by a combined group of National Socialist Council of Nagaland – Isak Muivah (NSCN-IM) and Zomi Revolutionary Army (ZRA) terrorists in a jungle near Latinkhan, 23 kilometres off Jiribam police station of Churachandpur district. Quoting villagers, the report further indicated that both groups were seen fleeing the place carrying their dead associates.

The United Committee Manipur (UCM) on May 8 expressed its concern over the renewed danger to Manipur’s territorial integrity posed by the current rounds of talks between the Union government and the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) leaders in Thailand and urged the public to be vigilant. Addressing media persons at Imphal, UCM president Sapamcha Jadumani said Prime Minister Atal Bihari Vajpayee and State Chief Minister O Ibobi Singh owed an explanation to the people of Manipur with regard to the NSCN-IM demand for unification of Ukhrul and Senapati districts of Manipur into Nagaland. The UCM leaders warned that repeated betrayals of the people of Manipur by the Union government and the attempts in collusion with the NSCN-IM for the disintegration of Manipur would have harmful consequences for the country. They also warned the Prime Minister against taking up secretly any peace negotiations, or political dialogue concerning any issue of the State of Manipur with the NSCN-IM, in a foreign land, without the knowledge and participation of the people and government of Manipur.

Manipur Chief Minister Okram Ibobi Singh has announced that a special session of the Ate Legislative Assembly would be convened soon to discuss the ongoing peace talks between the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) and the Union government. He, however, did not fix any date for the session. The Chief Minister also said his government was considering a proposal to set up a committee to monitor the ongoing peace process in Bangkok and seek a progress report of the peace talks. The monitoring committee would include youths, intellectuals and professionals from different communities in the State. The Chief Minister, who was talking to newsmen on May 10 at his office, criticised the opposition Democratic People’s Alliance (DPA) for indulging in false propaganda against his government. The DPA has been protesting against the NSCN-IM-demand for the inclusion of Naga dominated districts - Ukhrul and Senapti - of Manipur into ‘Greater Nagalim’ during its latest round of dialogue with the Union government, thus seriously threatening the territorial integrity of the state.

The Mizoram Chief Minister Zoramthanga, who was in Bangkok to assist the Naga peace process and hold talks with the Naga leadership has urged the Union Government and the State government in Nagaland to follow a unified approach on negotiations with the Nationalist Socialist Council of Nagaland - Isak Muivah (NSCN-IM) to ensure success at the peace talks. Talking to media on his way back from Bangkok, Thailand, on May 13, he said that the talks were still at the "procedural stage", centring around terms of the cease-fire and the venue of talks while the substantive political issues were yet to be discussed. Apart from holding talks with the Naga leaders, Isak Chisi Swu and T. Muivah, the Chief Minister also addressed approximately 100 representatives of Non-government Organisations (NGOs) from Nagaland. He said that he had urged the NGOs to play an important role in the peace process in Nagaland as it would not be easy for the NSCN-IM to climb down from the demand for sovereignty. The NGOs would also have an important role in bringing about an understanding between the NSCN-IM and the National Socialist Council of Nagaland - Khaplang (NSCN-K), he added.

The circular dated January 30 and reportedly distributed to some employees in Thoubal and Chandel districts, on May 17, demanded the authorities of government departments that employees under the jurisdiction of 'A C Battalion of Naga army' should pay "employee tax", to be collected from March 1, 2002. The tax has been fixed it at 24 per cent of the salary.

The Opposition Democratic Peoples’ Party (DPP), expressing concern over the National Socialist Council of Nagaland-Issac Muivah (NSCN-IM) demand for incorporating Naga dominated areas of Manipur into ‘Greater Nagalim’, has threatened to demand a return to the ‘pre-merger’ status of Manipur (a status prior to the merger of Manipur into the Indian Union), if the Union government fails to protect the territorial integrity of the State. At a special meeting, held on May 24, to examine the impact of the Naga Hoho (apex tribal council of the Nagas) convention at Senapati and the ongoing peace talks between the Union government and the NSCN-IM, on the unity of the State, the DPA accused the Naga Hoho of driving a wedge between different communities in the State and warned the organisation to stay away from interfering in the internal affairs of the State. The DPA, further criticising the NSCN-IM for its coercive activities, urged the arrest of its leaders.

The all-party meet convened by United Committee, Manipur (UCM) on May 29, to discuss threats to territorial integrity of Manipur, pledged to undertake all necessary measures to ensure that the State boundaries are not altered. This follows the increased threat perception following the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) demand for an extension of the ongoing cease-fire into parts of Manipur in its current peace talks with the Union government. According to media reports, nearly all national and regional political parties active in Manipur were present at the meeting which stressed the need for the State government to pay special attention to this issue and portray a unified stand against the threat to the territorial integrity of Manipur. The need for constitutional protection of the boundary of the State was also emphasised, with representatives of the Democratic People's Party (DPP) calling for an amendment of Article 3 of the Indian Constitution.

Assam Rifles (AR) in a press realise, on May 30, condemned the terrorist attack on 11 of its personnel as a cowardly act by the Kuki Revolutionary Army (KRA) and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), much against the popular sentiments of the villagers of Dongshum and against development in the region. The statement noted that the AR personnel, following a request by the villagers in April, for making available a bulldozer for the construction of a football ground, had taken up the task keeping in mind the absence of recreational facilities in the area. Criticising the terrorists for their cowardly act obstructing the developmental work in the region, the statement wondered if the terrorists were only interested in pursuing their destructive agenda. It also urged the people to voice their opinion against such terrorist acts.

An all-party meet led by United Committee, Manipur (UCM), which met at Imphal for the second time this week on May 31, to discuss the perceived threat to the territorial integrity of the State following peace talks between the Union government and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), reaffirmed its commitment for preserving Manipur’s territorial integrity and resolved unanimously to demand an amendment to Article 3 of the Indian Constitution to safeguard the territorial boundaries of Manipur. The meeting unanimously adopted seven resolutions Political parties represented at the meet also agreed upon the need to form a joint political forum for the protection of Manipur’s territorial integrity, and for political parties and various non governmental organisations (NGOs) to conduct a joint campaign in this respect.
