Reformation faction of National Socialist Council of Nagaland (NSCN-R) ‘president’ Y. Wangtin Naga in an open letter to the ‘ato kilonsers’ of Isak-Muivah faction of NSCN (NSCN-IM), Th. Muivah and Khole-Khitovi faction of NSCN (NSCN-KK), N. Kitovi Zhimomi, stated that NSCN-R “has no problem with any NPG (Naga Political Groups) and ready to shake hands with all of them”, reports Nagaland Post on July 3. Wangtin said he was impressed to see “all NPGs leaders mourned together for our great leader late Baba Isaac Swu and shared the grief and distress together as one people”. Touched by the scene of unity, Wangtin said it brought tears of joy like never before. Urging Muivah and Kitovi to “come closer”, Wangtin said “let your action shock the Nagas in particular and entire world in general to fulfill the dream of the Nagas?”

Acting on specific information about presence of suspected armed Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) cadre,Assam Rifles (AR) along with Police personnel conducted an operation and recovered one ‘illegal’ .32 pistol with two magazines and six rounds of live ammunition from Toulazuma Village in Dimapur District on July 8, reports Nagaland Post. Thuingaleng Muivah (82), ‘general secretary’ of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), which signed a framework agreement with the Government last year (2015), said that the outfit had not given up its demand for sovereignty,reports The Sangai Express on July 9. Muivah also said that a separate flag and passport for Nagas was not just a “demand” but a right as the “Nagas were never under Indian rule.” “No, no. The understanding on shared sovereignty has been arrived [at] because the uniqueness of Naga history is recognised. We are not giving up on the demand of sovereignty,” Muivah said in a rare interview with The Hindu since the signing of the agreement, and perhaps the first after the death of NSCN-IM ‘chairman’ Isak Chishi Swu.Minister of State for Home Kiren Rijiju last year said that the NSCN-IM had given up its demand for sovereigntyand the rebel outfit wants “a solution within the Constitution of India.” Muivah said the talks this time would succeed as the Government was positive. “We are confident because this time there is positivism from the Government of India.” Muivah dismissed the possibility of the talks running into trouble because of Swu’s death. “Well, there is no point in delaying the talks. The Nagas were kept divided, not by the Nagas but by external forces. But now things are clear. Indians are bound to accept the demand of the Nagas.” On a separate flag and passport, Muivah said: “Well, it is actually not a demand. Why? The Nagas were never part of the Indian union by consent of the Naga people. That is why the Nagas will have the right to decide their role as we were never under Indian rule. We were ruled by ourselves, that is why the Nagas will have a right to rule themselves. This has been recognised by the Indian side.” He said the framework agreement would have to be kept a secret to “save the course of the talks.” “Time will come [when it will be shared with the public. It is a secret because until a complete settlement is done, some secrecy will have to be maintained,” he said.

The Congress party on July 9 attacked the Narendra Modi Government, questioning the Naga accord signed last year (2015) and wondered if the Centre had entered into an agreement with the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) “compromising India’s sovereignty and integrity”, reports The Sangai Express. The Congress also wanted to know if the Modi Government had promised the Nagas a separate flag other than the Tricolour and separate passports other than Indian passports. The Congress attack follows an interview given by T Muivah (82), ‘general secretary’ of the NSCN-IM, to The Hindu newspaper in which he said that the Nagas had not given up on their demand for sovereignty.

the Kuki Inpi in an open memorandum to Prime Minister (PM) Narendra Modi on July 14, stated that they will not accept the outcome of the talks between the Government of India (GoI) and IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM) before the settlement of over 905 innocent Kukis murdered, over 360 Kuki villages uprooted and over 1,00,000 Kukis displaced by NSCNIM, reports The Sangai Express. Monitoring carefully the talks between GoI and NSCNIM for the last several years through statements made by media every now and then, it is now pretty clear that the NSCNIM has been asking the GoI to steal lands belonging to others and give those lands to them. In case the GoI yields to this undue demand of what NSCNIM called ‘Naga integration’, it will be logically concluded that Indian Government has been behind this movement and all those whose lands are touched will become enemies of India. Kumpi (emperor) of the Kuki Inpi appealed to the PM on behalf of all the Kuki people not to yield to this communal politics of integrating only Nagas, living together with other hundreds of ethnic groups, which will eventually become a total chaos in the whole of the present socalled North Eastern India, it added.

A Union Ministry of Home Affairs (UHMA) spokesperson said there have been reports that interlocutor for Naga talks RN Ravi had assured NSCN-IM general secretary Thuingaleng Muivah that about 5,000 cadres of the militant group would be drafted into BSF as part of the rehabilitation process. “It is clarified that these reports are false and have no basis,” the spokesperson said.

The Convenor of the Steering Committee of the NSCN-IM, Qhevihe Chishi Swu, raised a series of questions and clarifications on the ‘Naga national principles’ in an article titled ‘The Stand of NSCN on the National Principle’, reports Morung Express on July 17. In particular he has clarified the meanings of such terms as unique history, which he stated means that “the Nagas have been a free people and they have never ever been a part of India or others either by conquest or consent.” He also noted ‘shared sovereignty’ to entail ‘pluralism’ and facilitates an ‘interdependent relationship.’ “People and nations today do not believe in the concept of total isolationism. They are now for the doctrine of interdependent relationship among people and nations. Coexistence of the two entities/equals is a natural as well as social necessity,” he wrote.

In a press note, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) Ministry of Information & Publicity (MIP) strongly condemned “illegal abduction” of its Sumi Region razau peyu, A. Sumi Aloto from Zunheboto District on July 18, by 5 Assam Rifles (AR), reports Nagaland Post on July 19. Expressing shock, MIP alleged that AR made Aloto “forcibly sign”, to claim that he belonged to Khaplang faction of National Socialist Council of Nagaland (NSCN-K). MIP said that this was the “fourth incident where NSCN cadres were abducted by 5th AR and forcibly made to sign as belonging to Khaplang”. NSCN-IM said it could no longer tolerate such provocations and humiliations devoid of ceasefire agreed ground rules. In this regard, NSCN-IM asked 5th AR to immediately release Aloto and cautioned not to repeat such act in future, saying “NSCN shall be compelled to react as deem fit”.

Three civilians were rescued by a joint team of Maram Battalion and Senapati Police from Shepoumaramth office of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on the night of July 21-22, a Defence press release informed on July 23, reports Nagaland Post. The civilians are identified as S Lao, A Adhani and C Kholi. They were detained by NSCN-IM in their regional office for last two months for non-payment of taxes. Through the documents recovered in the office, it has come to light that the outfit is involved in rampant illegal taxation from locals and anyone who refused to contribute has been beaten, tortured and illegally detained, the release claimed. The release also informed that during the raid the Security Forces (SFs) arrested two members of NSCN-IM, ‘lance corporal’ Alen resident of Wokha and ‘private’ John, resident of Senapati. War like stores, including three pistols, two radio sets and a large quantity of incriminating documents were also recovered from the premises.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) denied that its general secretary Th Muivah has given up on the question of sovereignty and integration and stated that‘It is nothing but a desperate attempt to confuse the Naga people that such a notion is being floated’, reports The Assam Tribune on July 24. This is being done with the “evil intention” of jeopardising the reconciliation process and create an environment of suspicion to the ongoing peace talks with the Government of India (GoI), the NSCN-IM/Government of the People’s Republic of Nagaland (NSCN-IM/GPRN) said in a release. However, the release said there should be no confusion that the Naga people’s demand for integration of all the contiguous Naga territory is indispensable in seeking the final settlement with the GoI.

In a memorandum to the Collective Leadership of the NSCN-IM on July 7 (which made public on July 27), the Zeliangrong Baudi, Assam Manipur Nagaland, and the All Zeliangrong Students’ Union (AZSU), Assam Manipur Nagaland, have called for “stringent action” in the “best interest of justice” on the works of some senior functionaries of the NSCN-IM’s Huthrong Brigarde who are allegedly involved in timber logging in the traditional land of Chaka/Kanem, a Zeliangrong village under Senapati District in Manipur.

The United Naga Council (UNC) appealed to leaders of tribes, women, students/youth, village, Church and all concerned to observe August 3 as a ‘Historic Day’ in their respective jurisdictions by holding special prayer programme for early settlement of the Indo-Naga Framework Agreement, reports The Sangai Express on July 29. After waiting for more than 18 years, the historic Indo-Naga Framework Agreement was signed between the Government of India (GoI) and the National Socialist Council of Nagaland (NSCN) on Aug 3, 2015. In a statement, UNC general secretary S Milan said that since the Indo-Naga ceasefire agreement came into force from August 1, 1997, the Nagas have been patiently and prayerfully waiting for a political settlement at the earliest as it is impossible for the Naga tribals to protect, defend and safeguard their life, land, history, identity, tradition, culture and time honoured institution under the present ‘oppressive’ political system of the ‘communal Govt of Manipur.’ The UNC then urged the GoI and the NSCN to finalise the Framework Agreement with political will which is acceptable and honourable to the Nagas based on the unique history of the Nagas and bring it to a logical conclusion at the earliest.

Public Relations Officer (PRO) of Inspector General of Assam Rifles - North (IGAR-N), on July 30, in a statement claimed that 32 Assam Rifles (AR) busted an illegal detention centre, run by Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Sitiki basa village in Dimapur District and rescued two abducted civilians, reports Nagaland Post. Six NSCN-IM cadres were also arrested during the operation. PRO said after receiving inputs AR carried out a search where two “abducted individuals” were found “bound in chains were subjected to inhuman and despicable conditions”. The victims were identified as Raju Choudhary, resident of Khatkhati in Karbi Anglong District and Nayan Bora, resident of Bokaghat in Golaghat District. PRO said Raju, state president of an NGO (non-governmental organisation) -- Anti Corruption and Crime Investigation Front (ACCIF) having office at Purana Bazar, was abducted on May 2, 2016 and was detained for nearly three months. PRO said Raju was asked to pay INR 20 lakh for his release.According to PRO, the second victim, Nyan Bora, stated that he was abducted at Dimapur Railway Station on June 18, 2016 after he arrived from Furkating to buy clothes for his brother’s shop. PRO said the victim disclosed that he was subjected to beating for one month and a demand of INR Five lakh as ransom was made to his family for his release.PRO added during the search, six NSCN-IM cadres who were running the illegal detention centre, identified as “‘Sergeant Major’ Kuhoto Sema, ‘Lance Corporal’ Angam Pamei, ‘Private’ Ashim Valui, ‘Private’ Akum Yim, ‘Private’ Lipisa Achumi and ‘Private’ Aleng Tangkhul were also arrested. PRO said that many incriminating documents related to kidnapping/extortion were also recovered at the illegal detention centre.
