Assam Rifles (AR) stated that NSCN-K resorted to unprovoked firing on its post located at Chukitong village in Wokha District, on September 2, for the second time in ten days, reports Nagaland Post on September 3. In a communiqué AR stated that NSCN-K was extensively using the tactics of firing from within the civilian populated areas and using civilian population as human shields. The communiqué also added that sources within NSCN-K and intelligence agencies have confirmed that leader Niki Sumi has ordered his cadres to carry out attacks on SFs without worrying about any civilian casualties.

A delegation of Naga Mothers Association (NMA) which met Khaplang faction of National Socialist Council of Nagaland (NSCN-K) leaders stated that NSCN-K was not averse to resume ceasefire with the Centre and is also not against or in favour of the recently signed ‘Peace Accord’, reports The Shillong Times on September 4. NMA advisor Rosemary Dzuvichu said the meeting with NSCN-K, which had unilaterally called off the ceasefire, and the four-member delegation of the association was held on August 31 in Tuensang District on the international border with Myanmar.

Wangtin Naga, the ‘president’ of Reformation of National Socialist Council of Nagaland (NSCN-R) stated that Naga imbroglio that has been festering for over five decades and has claimed countless lives of civilians and security personnel can be solved within two years if the Indian Government has the will to do so, reports Nagaland Post on September 8. He stated that “We have been fighting for Naga sovereignty for decades demanding the carving of a Naga country from both Myanmar and India. But, we have found that it’s practically impossible. So the Nagas from the Indian side should seek a solution from India and Nagas in Myanmar should seek solution from Myanmar. He also stated that Khaplang, the leader of Khaplang faction of NSCN (NSCN-K) was also misguided by other militant groups such as the United Liberation Front of Assam (ULFA), Kamtapur Liberation Organisation (KLO) and Kanglei Yawol Kanna Lup (KYKL).

Nagaland & Assam Governor PB Acharya stated that 4000 NSCN-IM militants would be absorbed into Security Forces (SFs) under the recent ‘frame work agreement’ signed between GoI and NSCN-IM, reports Nagaland Post on September 9. He stated that since the members of the group (NSCN I-M) have long been cut off from the civil society and living with arms, the government has decided to absorb some 4,000 of them into the security forces in a big way.” He also said that after signing of the agreement, NSCN (I-M) has now merged with the civil society. He stated that , “All that the NSCN (I-M) leadership wants is that the Nagas, wherever they reside, should enjoy equal status with other communities of the state where they are living.” The Governor also stated that when most of the breakaway groups of NSCN have accepted to join the civil society and shun the path of violence, it is not long before NSCN-K will also join the peace process. Achraya said while the NSCN has given up the demand for a sovereign Nagaland, their concern for the welfare of Nagas in other states will be looked into and the proposals made by the Union Government have been accepted by the Naga leaders. The Governor appealed to all armed groups operating in Assam and other parts of North East to shun the path of violence and to be the part of process of development of the region, reports Nagaland Post.

Sangnu village under Mon district has declared non-cooperation to Reformation faction of NSCN (NSCN-R) following the alleged abduction of village council chairman Tapha on August 27, reports Nagaland Post. The village council chairman was reportedly taken against his will to the outfit’s designated camp at Poahoa, under Tizit in Mon District. In a press release, Sangnu village chief angh L. Ame Jongvang and Sangnu citizens President and Deputy angh A.Shavang stated that abduction was in connection with the defection of two NSCN-K militants of Sagnu village to NSCN-KK with arms and ammunition when Poahoa designated camp was assaulted by Indian army. Because of defection, Sangnu village leaders said NSCN-R imposed a penalty of INR one million.

In a communiqué AR stated that in the latest recruitment drive, 15 youths from Phek District were forcefully taken away by cadres of Mobile-V group under ‘brigadier’ Kurichu which operates between Phek in Nagaland and Tsera in Myanmar. Public Relations Officer (PRO) of AR also added that “These youths have been taken to Tsera camp in Myanmar, from where they are being sent to Ngiakching camp (Myanmar) for basic military training.”

Highly placed sources in the Union Ministry of Home Affairs (UMHA) said that it was the NSCN-K, which broke away from the ceasefire agreement with the Government and formed a common platform along with three other militant groups of the region having bases in Myanmar. The Government wants the outfit to rejoin the peace process for comprehensive solution to the Naga political issues, but that does not mean that the outfit would be allowed to indulge in acts of violence. Sources also said that GoI was yet to receive any positive gesture from NSCN-K and that it had has been providing shelter to other militant groups in Myanmar.

The meeting took place at the Myanmar Peace Centre in Yangon and the accord is likely to be signed by all parties in the first week of October, according to UPWC vice chairman Union Minister U Aung Min. A work coordination meeting is likely to precede the signing of the cease-fire accord, he added. The NSCN-K signed a bilateral ceasefire agreement with the Myanmar Government [in 2012], the vice chairman noted. At the meeting, NSCN-K representatives focused on post-accord measures, focusing on its participation in the writing of the political framework and political dialogues, the recognition of its council as a legal organisation and Government protection of its land from foreign intrusion. UPWC vice chairman described the Naga Self-administered Zone as a strategic location for Myanmar.

The Convener of the NLF and Speaker of the Nagaland Legislative Assembly, Chotisuh Sazo said in a statement that “The action by the Central Government is against the wishes and desire of the people as we have all been requesting Government of India and NSCN (K) to resume their ceasefire so as to let peace reign in our land’. Khaplang has not behaved in a way that a "friendly" group should as it resorted to killing Security Forces (SFs) personnel in several incidents across three states. "At one time, the NSCN (K) was friendly to security forces," the senior officer said. Kitovi Zhimomi, in an interview published in the latest issue of the North East Sun magazine, said “Actually, Khaplang was not in favour of ceasefire right from the beginning but could not resist the pressure of the civil society which was spearheaded by the NBCC (Nagaland Baptist Churches Council)." The Naga Mothers’ Association (NMA) has submitted a memorandum to Prime Minister (PM) Narendra Modi stating that seeking vengeful killings for the unfortunate deaths of Indian Armed soldiers is not the solution or answer to peace in this war-torn land and demanded a high level inquiry into the Pangsha firing incident (August 28) which led to many deaths, reports The Shillong Times on September 18. According to a statement, the NMA in its memo said that neither will bounties on the heads of NSCN-K leaders or a ban on the group, work as a solution for peace, because no matter what, they are also freedom fighters. Expressing concern at the escalation of armed tensions and the buildup of militarisation by Indian armed forces in towns and villages of the state, the NMA asserted that women’s right to peace and security must be respected and adhered to by the Centre and all efforts must be made to initiate a peaceful solution. The NMA reiterated the demand for withdrawal of Armed Forces [Special Powers] Act (AFSPA). According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. Tripura, where the State Government lifted Armed Forces [Special Powers] Acts (AFSPA) earlier this year, continues to be the most peaceful state in the North-East, reporting only one violent incident, a single civilian death and two killings of SFs. Manipur, the worst-affected state by insurgency in North-East, has seen an improvement, with violent incidents down by nearly 25 per cent.

In an interview with Independent Mon News Agency (IMNA), U Kyaw Wan Sein on September 24, said, “We already discussed the topic with our chairman. The chairman said we aren’t ready to sign the NCA yet. And, there are some political issues in our group. We cannot find a solution for this by just signing the NCA. The government side also cannot solve this problem. So, we decided not to participate in the NCA inking”. U Kyaw Wan Sein, however, did not reveal what these political problems were. The decision was made at the NSCN-K conference held on September 21, at its headquarters, where NSCN-K chairman S.S Khaplang and other central committee members were present.
