50 National Democratic Front of Bodoland-Saoraigwra (NDFB-S) militants came back to India from Myanmar on January 11 as part of the ongoing talks with the Government of India, reports News 18. According to NDFB-S top leader “All the 50 members of the NDFB-S left Myanmar early on Saturday [January 11]. The Indian Army escorted the leaders and cadres from the International border to an undisclosed Army base.” He also added that “The outfit’s chief, B Saoraigwra, and his family members along with his security personnel crossed the international border at Tamu (in Manipur), while NDFB-S’ (self-styled) general secretary B Ferrenga, council members and other cadres entered India through the Longwa international border (Mon District in Nagaland)”. Additionally, a senior intelligence official stated that “All this is being directly monitored by Ministry of Home Affairs. We have not been informed officially yet. The top leadership of the group will be taken to Delhi as part of peace talks.”

Bodoland Territorial Council (BTC) chief Hagrama Mohilary stated that a peace accord containing all factions of the National Democratic Front of Bodoland (NDFB) and the Centre would be inked in near future, reports East Mojo. Some members of NDFB-S, led by its chairman B Saoraigwra, are all set to meet the Government of India representatives to start peace parleys shortly as the insurgent group members are already in New Delhi to talk peace. If peace parleys with the NDFB-S start this time, then the United Liberation Front of Assam-Independent (ULFA-I) will be the only remaining insurgent outfit active in the state.

Assam may witness gradual withdrawal of the Army soon as militancy is on the wane, reports Assam Tribune on January 20. According to sources, the situation does not warrant deployment of the Army in Assam after National Democratic Front of Bodoland-saoraigwra (NDFB-S) elements surrendered. Government of India (GoI) view that as the situation is fast improving, the State Police should deal with the situation with the help of the Central paramilitary forces. However, it is likely that the Central and State governments will monitor the situation before going for withdrawal of the Army in a phased manner. The Army was deployed for counter-insurgency operations in the State in November, 1990.However, a group of the NDFB(S) headed by G Bidai and Batha are still at large and they are suspected to be moving around somewhere along the Assam-Bhutan border areas. Both the Government and the leadership of the NDFB(S) are trying to get in touch with them so that they can also be brought to the negotiation table. A source also added that “The Government is of the view that leaving a handful of people outside may lead to formation of another splinter group. That is why efforts are on to bring everyone on board for a comprehensive solution of the problem,”

According to East Mojo the surrendering militants include National Democratic Front of Bodoland- Saoraigwra (NDFB-S) leaders B Saoraigwra, G Bidai and K Batha. The militants had come over ground from camps in Bhutan along Indo-Bhutan border. The surrendering militants, after reaching Rangapara (in Kokrajhar District) were taken to the Bishmuri area of Kokrajhar. The surrendered militants include 40 United Liberation Front of Asom-Independent (ULFA-I), seven Kamtapur Liberation Organisation (KLO) and NLFB.Assam Government has organised an arms-laying down ceremony at the Guwahati Medical College and Hospital (GMCH) Auditorium in Guwahati in Kamrup Metropolitan District on January 23 (today).

Formal talks between the Government of India and National Democratic Front of Bodoland-Saoraigwra (NDFB-S) will start soon and the Centre has made it clear that the territorial integrity of Assam would not be touched, reports Assam Tribune on January 24. The three factions of the NDFB led by Ranjan Daimary, Govinda Basumatary and Dhiren Boro are already talking with the Government of India and the NDFB(S) will join the peace process within the next few days. Sources said that the leaders of the NDFB(S) are keen that they should be treated as a separate entity and not clubbed with the other three factions of the NDFB, which are already talking with the Government. That is why, the Government has decided to start talking with the leaders of the outfit separately.

Militants numbering 644 from eight militant groups surrendered and laid down 177 arms, responding to a government’s peace initiative which will ensure their rehabilitation under government schemes, reports The Telegraph. The surrender ceremony was conducted in Guwahati in Kamrup Metropolitan District of Assam. The surrendered militants belong to United Liberation Front of Asom-Independent (ULFA-I), National Democratic Front of Bodoland-Saoraigwra (NDFB-S). Kamtapur Liberation Organisation (KLO), Rabha National Liberation Front (RNLF), CPI (Maoist), National Santhal Liberation Army (NSLA), Adivasi Dragon Force (ADF) and the National Liberation Front of Bengalis (NLFB). Of the surrendered militants, 301 belonged to NLFB, 178 ADF, 87 NSLA, 50 Ulfa (I), 13 RNLF, eight NDFB, six KLO and one CPI (Maoist) cadres. To rehabilitate and provide a dignified livelihood to surrendered militants, Assam police had launched the Swabalamban schemes in 2017 to impart vocational training and entrepreneurship skills to them.

The issue of separate Bodoland State and Union Territory (UT) status is unlikely to be part of the package proposed to be signed with National Democratic Front of Bodoland-Saoraigwra (NDFB-S), reports Assam Tribune on January 25. The delegation of the surrendered militants is scheduled to arrive in Delhi on January 25 (today). Meanwhile, a senior unidentified Bodo leader who is part of peace process stated that that it has been made clear to the surrendered NDFB-S leaders that the demand for separate State and UT status will not be part of the Bodoland package. All the demands has to be made within the purview of constitution. Government is willing to discuss demands like political rights of the Bodo people, safeguard of their language and culture and related matters.

Government of India (GoI) on January 27 signed the Bodo Accord putting an end to decades long movement for a Bodoland state, reports The Telegraph. The Accord rechristened the Bodoland Territorial Area Districts (BTAD) to Bodoland Territorial Region (BTR) with additional political and economic bonanza. The accord also made Bodo language the official associate language of the state besides Assamese. The government signed the accord with the four factions (Gobinda Basumatary, Ranjan Daimari, Dhiren Boro and Saoraigwra) of National Democratic Front of Bodoland (NDFB), All Bodo Students’ Union (ABSU), which has been spearheading the movement for Bodoland state since 1972, and the United Bodo People’s Organisation, a civil society group. The tripartite agreement was signed in the presence of Union home minister Amit Shah, Assam chief minister Sarbananda Sonowal, joint secretary (Northeast) in the Union home ministry Satyendra Garg and Assam chief secretary Kumar Sanjay Krishna. Sonowal, Assam finance minister Himanta Biswa Sarma and Bodoland Territorial Council (BTC) Chief Hagrama Mohilary signed the accord as witnesses.

At least 1,500 cadres of four factions of the National Democratic Front of Bodoland (NDFB) will lay down arms before Assam Chief Minister Sarbananda Sonowal, along with nearly 130 weapons, at a surrender ceremony on January 30 (today), reports The Telegraph. The ceremony will be held in Guwahati in Kamrup Metropolitan District. The four factions of the NDFB, which signed the pact, are led by Ranjan Daimary, Govinda Basumatary, Dhiren Boro and B. Saoraigwra. Besides, NDFB-PTF, NDFB-RD and NDFB-S, Dhiren Boro had formed the fourth faction of NDFB in 2019 after he was expelled from NDFB-PTF.

On January 30, 1615 National Democratic Front of Bodoland (NDFB) militants of four factions surrendered in Guwahati in Kamrup Metropolitan District of Assam, reports East Mojo. The surrendered militants include including 836 cadres from factions of NDFP (Progressive), 579 cadres of NDFB-Ranjan Daimary faction (NDFB-RD) and 200 members NDFB-S. A total of 178 arms, 4,803 live ammunition, 14 grenades and one 2-inch mortal were surrendered by the NDFB rebel groups. Assam Tribune further adds that Assam Chief Minister Sarbananda Sonowal stated that “Today’s development, I am sure, will inspire others to join the mainstream and it proves that the NDFB militants want peace in the State,” Sonowal said, adding, “those who have joined the mainstream today are a potent human resource which can be utilised to make Assam a powerful entity in Southeast Asia. We need to work as Team Assam to achieve our goals.”
