At the initial stage, Lalminthang Sonate as ‘president’ has taken over the command of the outfit. J C Hmar is the ‘secretary’. An underground source said that a full body to head the organization will soon be constituted to give a new direction and dimension to the demand of the Hmars for a homeland of their own. The information available says that 115 cadres taken from the region of Hmar dominated areas of east Cachar and the bordering areas of Mizoram and Manipur form the strength of the outfit. All these cadres are undergoing training in arms and ammunitions and guerilla tactics under the supervision of Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) in some undisclosed location. HPC–P, the source adds to say, has taken shape against the policy of its parent body to continue dialogue without any tangible solution to their demand. While HPC–D has been insisting on Autonomous Council for the Hmar inhabited areas, HPC–P is demanding Hmarland.

The individual was arrested after an operation was launched on specific information regarding presence of illegal arms in a house in general area Sumi Baptist Church, Golaghat Road on the night of December 3 and 4. During search of the house, the items were recovered from the accused identified as one James Chishi, resident of Agnato, Zunheboto District.

A meeting with Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leaders was “deferred” by Prime Minister, Manmohan Singh this week but hopes of a break-through remain alive ahead of 2014 general elections, reports The Sangai Express on December 7.Cancellation of the meeting, which was scheduled for December 4, has raised questions whether the move followed fears of disturbances in Manipur. Sources, however, said that the meeting was “cancelled” after warnings from security agencies that it could affect peace in Manipur but the NSCN has dismissed the suggestion. “The meeting was not cancelled, only deferred as chair- man (Isak Chisi Swu) is in Dimapur. Once he is back, the meeting will take place,” an NSCN source said. “We were promised that there will be something before the 2014 elections,” he added. Swu is in Dimapur for his son’s wedding and is likely to return soon.

The ‘Wung Tangkhul Region-Government of People’s Republic of Nagalim’ of Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has banned a Non-Governmental Organisation, Centre for Development Activities (CDA) operating in the District with immediate effect, reports The Sangai Express. The lesser known NGO has been found in the district implementing TI Project in Sinakeithei, Ukhrul. The activities are deliberately ignoring the competent local NGOs working consistently in fighting against HIV/ AIDS and others relating to injecting drugs users, said a press statement issued by the NSCN-IM’s Wung Tangkhul Region.“Hence to discourage making money at the cost of human lives, the so called CDA is banned to operate in Ukhrul District with immediate effect and hereby directed to all entities that are being associated with CDA be immediately dissociated with CDA and no individual, agency, organisation, village and department should have any dealing with CDA from the date of issuance of this ban order,” the NSCN-IM statement said.

The Manipur Naga People’s Front (MNPF) has questioned the conscience of the Naga Hoho, the apex body of the Nagas in condemning the bomb attack at Tangkhul Naga Long (TNL) office on November 15 and its silence on the recent murder of Jonathan Kashung, the presidential candidate of TNL, reports The Sangai Express on December 9. Asserting that Jonathan Kashung was eliminated by Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in order to appoint one Artex as their puppet by violating TNL constitution, the MNPF statement said that the NSCN-IM asserts itself as upholding rule of law, at the same time they are dictating Naga people especially Tangkhul people in every way of life for more than 25 years by suppressing sacred voice of the Tangkhul people.

Talking exclusively to The Sangai Express, Shambhu Singh said that as of today, nothing is certain on what the outcome of the ongoing peace talks with the Nationalist Socialist Council of Nagaland-isak-Muivah (NSCN-IM) will be. Admitting that the dialogue with Isak-Muivah led faction of the Naga rebel group has not seen any concrete progress, the Joint Secretary said that the outfit has submitted their charter of demands in July 2011 after abandoning the demand for sovereignty, unification of Naga areas and Nagalim. He said that as there is need for involvement and consent of the Governments of Manipur, Assam, Arunachal Pradesh and Nagaland regarding the demands of NSCN-IM, the Centre is yet to give any reply to the Naga rebel group. On the other hand, dialogue with the pro-talk faction of ULFA has witnessed considerable progress and a final settlement may come soon, Shambhu Singh said. Although, the Joint Secretary refused to disclose the demands raised by ULFA, he said that it was related to the protection of the identity of Assamese people. Responding to a query regarding United Naga Council (UNC) demand for an ‘Alternative Arrangement’ (AA) outside Manipur Government pending a final solution to the Indo-Naga issue’, Shambhu Singh opined that the demand is quite hazy and explained that the Government of any State, including Manipur is made up by its people. Although, UNC has urged to upgrade the AA talk to a political level, the Centre has asked the State Government to resolve the matter with the UNC. Regarding the demand for a separate Kuki State, Shambhu Singh said that formation of a new State must be considered after assessing population, resources and area. Arrested Action Dimasa, a former member of Dima Halam Daogah-Jewel Garlosa faction (DHD-J) and leader of recently formed Action faction of DHD (DHD-A) on December 12 revealed his real name and details about his organization following his arrest, reports The Sentinel. Action who was apprehended by Haflong Police and was under Haflong Sub–Jail from December 6, 2007 to June 11, 2013 almost five and half years but police did not know Action’s real name. The name David Kemprai alias Action Dimasa which was registered in police and jail authority files are fake. Action not only managed to escape from jail but also managed to conceal his real identity from police for the last six years. Action’s real name is Miput Rajyung, son of Dipon Rajyung, which only came out when Action disclosed his original name to the Army on Wednesday. Action also revealed that he had formed DHD-A to fight for the Autonomous State for Dima Hasao and has thirty more members active in the district. Action said that they have not killed Rajiv Pathak but Pathak was killed by Isak Muivah faction of NSCN (NSCN-IM) when asked about taking the responsibility of the killing, he said that they are jointly operating with the NSCN-IM.

An NSCN-IM insider said the formal meeting between the Centre and the NSCN-IM, led by ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah, tentatively fixed on December 17, could not be held as R.S. Pandey, who was also a former Chief Secretary of Nagaland, resigned. Pandey has recently joined the BJP to contest the next Lok Sabha elections. The source said R.K. Singh, former Union Home Secretary, is likely to replace Pandey as the Centre’s interlocutor. Two civilian have died in clashes between the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and local people at Mukalimi village under Pughoboto subdivision in Zunheboto District since December 28, reports The Telegraph. One person was killed and four were injured when NSCN (I-M) cadres fired at the group of people who tried to storm the camp of the militants on December 28.later, on December 29, one more body was recovered from the site. Sources from Zunheboto said heavy exchange of fire is still on between the cadres and the group of people despite intervention by the Sumi Hoho (apex organisation of the Sumi community). Thousands of people attacked the ‘ZB battalion’ of the outfit Zunheboto district after the militant group refused to hand over errant cadres to the authorities. The NSCN-IM said it would award befitting punishment to the errant cadres, but refused to hand them over to Police. Earlier, three NSCN-IM cadres had allegedly stripped two women missionaries from Arunachal Pradesh and assaulted two men while they were travelling in a taxi on December 21 near Aghuto village.

Nagaland Post reported sources claiming that the Assam Rifles (AR) team recovered five dead bodies reportedly that of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres from the disbanded Mukalimi camp in Zunheboto District on December 30. Four bodies were found buried inside the camp while the other one, suspected to have died of fatal injuries, was found in the nearby jungle. The discoveries were made after thousands of Sumi volunteers representing various Sumi villages, ended the three-day siege on Ghathashi camp (‘Zasibituo Battalion Headquarters’) of the NSCN-IM’s ‘Naga army’ at Mukalimi village, with a final push at 11.32am. The clash between Sumi volunteers and NSCN-IM started after cadres of the NSCN-IM molested two women missionaries on December 21 at Aghuyito near Zunheboto town and the outfit refused to hand over the culprits to District authorities. However, refuting reports of recovery of five bodies by Assam Rifles (AR) inside the Mukalimi camp, the NSCN-IM ‘convenor’ of Cease-Fire Monitoring Cell (CFMC) Kraibo Chawang said, “Let them bring out the dead bodies in public” and added that if at all there were any such dead bodies; NSCN-IM would not hide them as it would be a violation of human rights, reports Nagaland Post on December 31. He then claimed that only one NSCN-IM cadre sustained minor injury during the standoff and has been administered first aid. He added, “With mutual understanding with Delhi, conditionally we have left the camp. There is no victory on the other side”.
