Representatives of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and the Government of India (GoI) would be holding a formal talk on February 2 (today), reports Nagaland Post. Both the parties have been holding two-three meetings a week. According to sources, the NSCN-IM delegation would be led by its general secretary Th. Muivah while interlocutor R.N. Ravi would represent GoI. Sources also said that a delegation of Naga Students’ Federation (NSF) met Ravi on February 1, and appealed for expediting the peace process. Ravi reportedly told the NSF delegation to help bring all the Nagas together. NSF team, which also met Th. Muivah, would be calling on Union Home Minister (UHM) on February 2 (today). Sources said NSF has also sought an appointment with the Prime Minister.

The Red Horns Division operating in the parts of Darrang and Udalguri Districts arrested six hardcore militants of the National Liberation Front of Bengalis (NLFB) on February 2, reports The Sentinel. The arrest was made after a combined operation by Army Camp based at Chapai in Borrengajuli and Deomornai assisted by the joint teams Sub-Divisional Police Officer (SDPO) Bhergaon and Police representatives from Khoirabari and Dimakuchi Police Stations. Intelligence inputs received from sources about the presence of a new insurgent outfit, NLFB, being actively involved in killing and several extortion activities across Darrang and Udalguri Districts. Intelligence inputs also revealed about their connection with several militant outfits based at Dimapur like Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-S).

Two suspected rival militant outfits exchanged fire near Molnom village under Tengnoupal Police Station in Chandel District on February 3, reports Kanglaonline. According to sources, the incident happened when suspected militants believed to be cadres of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) attacked another militant group suspected to be from a Kuki Underground outfit, who retaliated using automatic weapons. After a brief encounter the attackers fled and escaped from the spot, added the source. During the encounter, one militant received a gun-shot; however, his identity is still unknown, informed the source. However, another source said that the incident happened after suspected NSCN-IM ambushed and fired the other militants near the village. A team of Police Commando also rushed to the spot after the incident. But there is no report of any arrest or recover of arms till filing of this report.

Manipur Police beefed up security measures on February 7, as Kuki organisations condemned the “unprovoked” gun attack on February 3 on Kukis in Molnom villagers near Pallel town along National Highway 2, reports The Shillong Times. Several shots were fired at the terrified villagers in Molnom. One youth, Lunkhogin Haokip, sustained serious injuries, Kukis of the village said. In a joint statement condemning the incident, the Kuki Chiefs’ Association in Chandel District, the Kuki People’s Forum, the Thadou Students’ Association, and the Kuki Students’ Organisation said that some cadres of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) had opened fire at the villagers. The Kuki Reformation Forum also condemned what it described as the unprovoked firing. In a statement it said the incident reminded the people of the “ethnic cleansing” started by the NSCN-IM.

Manipur People's Army (MPA), the military wing of United National Liberation Front (UNLF), said a final settlement with the NSCN-IM should be confined to Nagaland only and any attempt to harm Manipur's territorial interests would be opposed, reports The Telegraph on February 9. "A settlement with the NSCN (I-M) should be within the confines of Nagaland only," Kh. Pambei, chairman of military affairs committee of the MPA, said in a statement issued in connection with the outfit's 29th raising day on February 9. Stating that Manipur should be kept out of the settlement, Pambei said any attempt by the Centre against the wishes of the people of Manipur would be opposed.

Office of the Crime Suspension Department (CSD), Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on February 8 informed that it will begin to observe and conduct raids on all forms of “criminal activities” in Dimapur, reports Morung Express. A press release from CSD Secretary, Khekuto Jakhalu said that the main objective of the mission is to drive out all forms of illegal businesses in Dimapur. “The business system has been running under the influence of heavy weight backgrounds and also so called respective markets union,” it stated.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on February 10 accused Chairman of Cease Fire Monitoring Group (CFMG), Lieutenant General (retired) NK Singh of making a “last ditch” attempt to derail the peace process between the NSCN-IM and Government of India (GoI) and abrogate the ceasefire, reports Morung Express. “The CFMG chairman is trying his level best and making a last ditch effort to sabotage the peace talks and abrogate the ceasefire for his own vested motives”, alleged Kraibo Chawang, the Convenor of Cease Fire Monitoring Cell (CFMC) of the NSCN-IM at a press briefing at the CFMC office. Chawang said that while GoI representatives and NSCN-IM leaders are in hectic parleys in Delhi and are putting all efforts to hammer a solution to the protracted Naga political issue, at the ground level there are “anti-forces” at work.“I have already written to the GoI to recall the CFMG chairman. If GoI is serious on the peace process, he should be immediately recalled”, Chawang said. He pointed out that right after NK Singh took over as CFMG Chairman, the latter has been creating problems in order to derail the peace process. The CFMC convenor said it was because Singh claimed ceasefire (CF) was confined only to Nagaland state and denied the “fact” that CF was “without territorial” that resulted in loss of lives (both civilians and security personnel) earlier in Ukhrul District of Manipur.

AR on February 16 recovered arms and ammunition includes, one 9mm Pistol with magazine, one magazine of Point 22 Pistol and live ammunition from the house of a suspected Isak-Muivah faction of NSCN (NSCN-IM) cadre, Atovi Achumi in Thilixu village in Dimapur District, reports Morung Express. Stating that the NSCN-IM cadre was absconding from his house, AR said his family confirmed that the recovered items belonged to Atovi Achumi. The weapon was seized and handed over to Police since the same was being kept at the residence in contravention to the Ceasefire Ground Rules, the AR release said.

The Khaplang faction of National Socialist Council of Nagaland (NSCN-K) on February 16 alleged that the Eastern Naga National Government (ENNG) is an “initiative of India’s age old trademark divisive craft to sabotage Nagas sovereign struggle under SS Khaplang led NSCN/GPRN [Government of the People’s Republic of Nagaland]”, reports Morung Express. In a statement from its Ministry of Information & Publicity (MIP), ‘colonel’ Isak Sumi of the NSCN-K stated that the “sly nature of furnishing bogus and non-existent identities of leaders of this newly flouted gang itself indicate insidious intent.” Stating that their leader, R. Stephen is “none other than Mr. Toshan Mossang of Nampong under Changlang District, Arunachal Pradesh and the rest of the leaders provided are all but fictitious,” the NSCN-K MIP informed that it shall “not allow this India indoctrinated pariah gang to exist or function in Eastern Nagaland under any circumstance nor shall NSCN allow Eastern Nagaland to be used as breeding ground for anti-nationals, any individual or group associating with this gang shall be treated as collaborator and same yardstick shall be applied as with any anti-national element.”Responding to allegations levelled against him by Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), the Cease Fire Monitoring Group (CFMG) chairman Lieutenant General (Retired) N.K.Singh on February 16 termed it as “amazing and ironical” that the NSCN-IM was accusing him of trying to sabotage and derail the peace process between NSCN-IM and Government of India (GoI) when he was in no way involved in the talks at the highest levels in New Delhi, reports Nagaland Post. On the allegation that he has some vested motives, the CMFG chairman, in a press release, said his only motives and desire were to see genuine peace and good law and order in Nagaland, common people free from the fear of the gun, and a security environment conducive to encouraging increased economic activities and local employment.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) welcomed 22 Naga cadres from various groups for their decision in joining the mainstream on February 22, reports Nagaland Post. In a press release, NSCN-IM Ministry of Information & Publicity (MIP) said that they have realized that after the signing of the “Framework Agreement” on August 3, 2015, the road to permanent settlement has been paved and “today they are here to strengthen the on-going peace process”. NSCN-IM has also appreciated the fellow comrades for their right decision.
