The Sangai Express reports that a civilian, identified as Jaikalung (42), was killed in crossfire between a combined force of suspected Zeliangrong United Front (ZUF), Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) on one side and NSCN-Isak-Muivah (NSCN-IM) cadres on the other at Tamenglong District headquarters at around 1.45 pm on October 2. Jaikalung (42) was killed while he was trying to herd the children playing at Model Village School ground to safety when the firing began.

Nagaland Post reports that Seven Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres were arrested by Security Forces (SFs) from Kabirong village, Tamenglong District, Manipur Police on October 5 said. One AK-56 rifle, one .9 mm pistol, one hand grenade, two AK-56 rifle magazines, one 9mm pistol magazine, 109 rounds of AK ammunition and seven rounds of .9 mm ammo were recovered along with a Maruti car. Police have identified the cadres as Adan Panmei, Tuak Tangner, Gaigonglung, Adim Golmei, Aphun Rengmei, Danaya Golmei and Charles Kamei.

Police and Army, in a joint operation, dismantled a hideout of Nationalist Socialist Council of Nagaland- Isak- Muivah (NSCN-IM) militants at Baladhan village in the Mahur area of Dima Hasao District on October 5, reports Times of India. SFs managed to arrest two suspected militants from the hideout. However, taking advantage of the heavy rain, three hardcore militants, including Achung, ‘captain’ of NSCN-IM, averted arrest by fleeing to neighbouring Tamenglong District in Manipur. SFs also found one 12 bore gun, three grenades and several combat dresses from the hideout. The arrested militants are yet to be identified.

The Sangai Express reports on October 5 that coming out strongly against the killing of a carpenter in a gunfight between cadres of rival Naga armed groups on October 2 at Tamenglong District headquarters, the public, in an unprecedented move, have asked the armed groups to pay INR 900, 000 as fine to the victim’s family. Jakailung Gangmei (48) was herding his two children, who were playing at the ground model village school, to safety when a stray bullet hit him, killing him on the spot. On October 9, ZUF has reiterated that its ‘unending operation’ against the NSCN-IM is underway. “We are on top gear now to drive out these NSCN-IM boys from Zeliangrong areas. And unless we are able to vacate these IM boys from our areas as well as the neighbouring areas, we will not rest,” stated A Dangmei, new publicity secretary of the ZUF. The ZUF leader then appealed the public to remain alert wherever the NSCN-IM cadres hold.

The Telegraph reports that the Centre is talking to Arunachal Pradesh and Manipur chief ministers for a consensus on steps relating to the welfare of Nagas living in the two States before it reaches a final settlement with the National Socialist Council of Nagalim-Isak-Muivah (NSCN-IM). A solution is likely before March, 2013, Union home minister Sushil Kumar Shinde said on October 10. “I have been talking to the chief ministers of both Arunachal and Manipur and we are trying to reach a consensus on this,” he said, in reply to a question on the progress of Naga talks. Shinde’s statement comes a day after he held talks with Manipur chief minister Okram Ibobi Singh. Talks with the NSCN-IM concern the states neighbouring Nagaland as the outfit had demanded an integrated homeland for the Nagas — there are Naga tribes in Assam, Arunachal Pradesh, Manipur as well as in Myanmar. Although the Centre has turned down the demand for carving out Naga-inhabited areas from other states and bring it under a single administrative arrangement, an alternative way to appease tribal sentiments in these areas is being explored.

Kanglaonline reports that a fierce encounter took place between two armed groups involving the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and another major militant group of in the night of October 13. The United National Liberation Front (UNLF) is suspected to be the other group involved in the encounter. Sources said a cadre of the NSCN-IM died on the spot while another one was severely injured during the encounter. A well placed source from the NSCN-IM in Dimapur (Nagaland) has confirmed the death of one its cadres in the encounter. However, the identity of the slain cadre could not be ascertained. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Ibobi Singh has now insisted that the union home minister Sushil Kumar Shinde first give in writing, details or points which the Centre was to agree for a settlement with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). Ibobi had said that he was not in a position to oblige the Centre’s wishes to solve the Naga issue unless the “exact points of the agreement” between the Government of India and the NSCN-IM was made known. The six point draft proposal pertains to the settlement which is reported to be close at hand after a prolonged political dialogue between the Centre and the NSCN-IM. Though nothing official has come out as yet, sources from the Home Ministry said that some of the probable alternatives for working out a settlement could hinge around ‘more autonomy’, ‘amendment of the Indian Constitution,’ and ‘areas to be administered under the 6th Schedule of the Constitution’. According to Union Home Ministry sources, a draft proposal has been prepared and the same has been placed before the Chief Minister of Assam and Arunachal Pradesh Chief Minister. The final approval or rather the stamp of agreement by the Chief Ministers of the three States will be the key to the solution being sought, said the sources. Significantly, this is the first time that the Chief Minister of Manipur has been taken into confidence in the long, drawn out process of the peace talk with the NSCN-IM group since 1997.

The gun fight claimed at least two ZUF cadres and two cadres of NSCN-IM. The deceased cadres of the ZUF were identified as Pathailung and Puileini. One of the deceased NSCN-IM cadres has been identified as Ringuanglung Kamei while the other cadre is yet to be identified. The number of casualties however could not be officially confirmed till the time of filing this report. While searching the area, three magazines of SLR, two magazines of sniper and other equipment including ammunition pouches were recovered.
