Former Governor of Assam and Jammu and Kashmir, Lieutenant General (Retd) SK Sinha, said that vote bank politics resulted in deterioration of the situation in Assam and there is every possibility of worsening of the situation if the problem of infiltration of foreigners is not dealt with, reports The Assam Tribune on June 4. Commenting on the fact that 14 Districts of the State recorded abnormal growth of population as per the 2011 census, the report of which was released recently, the former Governor said, “it is a self inflicted wound. Over the years, no Government tried to deal with the problem of infiltration of foreigners and the abnormal growth of population is a result of the vote bank politics.” On the militant-politician links, Lieutenant General SK Sinha said, “there is no reason for any controversy. I only said that there is a former ULFA man in the present Cabinet. I need not mention the name of the person as everyone is aware of the fact. I also said that during my tenure as the Governor of Assam, the then state government headed by the Asom Gana Parishad (AGP) fully cooperated with me to deal with militants with strong hands.” Earlier, Lt Gen Sinha, on May 31 had labelled the same allegation in reaction to Congress Vice-president Rahul Gandhi's alleged remark in 2006 saying that the leaders of, AGP, were insurgents. On May 30, State Chief Minister Tarun Gogoi said that Rahul was 100 per cent correct in his assessment.

Meanwhile, Union Minister for Home Affairs Sushilkumar Shinde in his address said that Suspension of Operations (SoO) Agreements have been entered with various insurgent groups in the Northeast and these groups have shown willingness to give up violence and seek solutions for their problems peacefully within the Constitution. “Our government is ready to talk with any group or outfit which is willing to abjure violence and lay down arms like Kuki National Organisation (KNO) and United Peoples Front (UPF) in Manipur. Further, Metei groups like United Revolutionary Front (URF), Kangleipak Communist party (KCP) and Kanglei Yawol Kanna Lup (KYKL) along with their factions, signed memorandum of Settlement (MoS) in February, 2013 paving way for surrender of their cadres,” he said. Shinde said peace talks are also being held with a number of outfits like United Liberation Front of Asom (ULFA), NDFB-Progressive (NDFB-P) and NDFB-Ranjan Daimary (NDFB-RD). These strategies have resulted in steady reduction in the level of violence. “Moreover, the aforesaid strategy of the government has also encouraged surrender by militants belonging to various groups and their participation in the political process. The central government is continuously assisting the northeastern states by the deployment of central paramilitary forces to assist the state police in counter-insurgency operations and upgrading their skill level”, he added.

The Shillong Times reports Meghalaya Chief Minister Mukul Sangma while addressing the Conference of Chief Ministers on June 5 expressed concern over the rise in the unlawful activities of the Garo National Liberation Army (GNLA). Sangma said, “Even though internal security situation in Meghalaya continues to be stable and under control, the GNLA remains a matter of concern.” Expressing concern over the recent activities of the breakaway faction of Achik National Volunteer Council (ANVC-B) which has even called for road blockades and bandhs, Sangma said that even though a peace pact was signed with the ANVC, way back in 2004, lack of resources to settle them and delay in arriving at a settlement resulted in emergence of fringe militant outfits. He stated, “Other indigenous militant outfits like ANVC, Hynniewtrep National Liberation Council (HNLC) and Liberation of Achik Elite Force (LAEF) have been largely neutralized following sustained efforts, but they are instigated by the likes ULFA, NDFB and NSCN who use the state as a sanctuary and passage to both Bangladesh and rest of the region.” The proscribed HNLC is almost finished but over a dozen of their cadres are still holed up across the border in Bangladesh, the Chief Minister said while adding that with the help of the Centre they too can be nabbed. He also said that insurgents from neighbouring states use the long and porous Bangladesh border along Meghalaya to their advantage. He raised concern over rising militancy in the hill state due to two factors- lack of development and thin police presence- as the ones largely contributing to the continuance of militancy in the region and the State. Demanding that six companies of Central Armed Police Forces which were taken away from Meghalaya for elections in Karnataka be redeployed, Sangma sought six more companies in order to deal with the militant menace in totality. He also called for more police and border outposts to check the militants.

The Shillong Times reports that an exchange of fire took place between East Garo Hills Police and Garo National Liberation Army (GNLA) cadres in a densely forested area at Adugre village near Williamnagar in West Garo Hills District on June 7. According to East Garo Hills Superintendent of Police, Jerry Marak, the incident occurred when a Police team along with Special Weapons And Tactics (SWAT) and Combat battalion for resolute action (CoBRA) personnel was returning after destroying a camp of GNLA ‘commander-in-chief’ Sohan D Shira. “The police raided the camp of Sohan D Shira but the militants had left the camp just before the arrival of the police, but while the police team was returning after destroying the camp an encounter took place with the GNLA cadres who were returning to the camp,” Marak informed. After a brief exchange of fire, the militants fled away and no causality was reported on either side. A 7.65 pistol with 4 magazines, IEDs, detonators, gelatin sticks, electronic timers, demand letters of United Liberation Front of Asom (ULFA) and other incriminating documents were recovered from the site.

After meeting 26-member delegation of the United Liberation Front of Asom (ULFA-PTF) by Arabinda Rajkhowa in New Delhi, for an hour, Union Home Secretary R.K. Singh on June 26 indicated that the Government and the ULFA-PTF had moved closer to a political solution, as the banned group had abandoned its key demand of “sovereignty, reports The Telegraph. RK Singh ruled out the possibility of holding talks with any splinter group of ULFA. If anyone wants to hold talks with Government of India they can join the ongoing peace process, he said, referring to the Independent faction of ULFA (ULFA-Independent) led by ‘commander-in-chief’, Paresh Baruah. After the meeting, Shambhu Singh, Joint Secretary (JS-Northeast) in the Union Ministry of Home Affairs (MHA), said, “We have reached a point almost close to finalising a working draft. Certain things are still under discussion but we hope the working draft to be ready very soon.” He said the government has understood the concerns and demands of ULFA-PTF and was trying to reach an amicable solution to the three issues on which there was no agreement yet. Sources said the government was ready to amend the Constitution to grant safeguards for the identity of people in Assam. ULFA-PTF is also demanding Scheduled Tribe status for some tribes like the Morans and Muttocks of Upper Assam.

The 27 member ULFA–PTF delegation led by ‘Chairman’, Arabinda Rajkhowa, is holding preliminary discussions since June 24 with Centre’s interlocutor, P C Haldar. Sources in the Union Home Ministry (MHA) have, however, said that a number of rounds of talks may still be needed before a draft Memorandum of Understanding (MoU) is finalised.

Bangladesh is likely to deport jailed United Liberation Front of Asom (ULFA) ‘General Secretary’ Anup Chetia to India as he sought his repatriation along with two other detained members of the outfit after languishing in jail for 16 years, officials in Dhaka said on June 29, reports The Hindu. “Wait [and see],” Bangladesh Home Minister, Mahiuddin Khan Alamgir told PTI, without elaborating, replying to a question when Chetia was expected to be deported. But a Home Ministry official preferring anonymity said the ULFA leader was shifted to Kashimpur Central Jail on the outskirts of Dhaka on June 28 as his petition was being reviewed for necessary actions. The ULFA’s founder-‘General Secretary’ sought political asylum in Bangladesh thrice, in 2005, 2008 and 2011, after Bangladesh police arrested him in December 1997.
