Two United Liberation Front of Asom (ULFA) terrorists were killed in an encounter by the security forces (SFs) in the Ripu Reserve Forest area, near Gossaigaon, in Assam, on March 7, said a news report. Some arms and ammunition were seized from the encounter site, the report further said. However, some accomplices of the slain terrorists managed to escape. Meanwhile, a delayed report on March 7 said SFs had also killed an ULFA terrorist earlier, on March 5, in an encounter in Niljulki village, Nalbari district.

Media reports said there has been increasing co-operation between the police forces of States in the Northeast and West Bengal in their fight against terrorists in the region. During the recently concluded meeting of the Directors General of Police of all the seven north-eastern states held in Gangtok from March 7-8, the West Bengal police who attended the meeting for the first time agreed to share intelligence with the Northeast States’ police and assured to extend full support in their fight against the terrorists. Meghalaya DGP L Sailo, speaking to the media, expressed serious concern at the presence of terrorist camps within Bangladesh and assured that, with the assistance of West Bengal police, the movement of terrorists, especially that of the United Liberation Front of Asom (ULFA) from Bhutan to Garo Hills through the North Bengal corridor, can be effectively controlled. Co-ordination among the police force and intelligence gathering figured high on the agenda at the meeting. According to reports, the meeting also dwelt elaborately on the need to start a border management programme to create awareness among the rural people to support the forces, as well as push back illegal migrants.

According to media reports of March 15, the National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) are irked by the alleged change of stand by the Bodo Liberation Tigers (BLT) on the proposed Bodoland Territorial Council (BTC) in Assam. What has reportedly annoyed the first two outfits is the acceptance of the ’autonomous council status’, instead of, persisting with the ‘demand for a separate homeland’ by the last. The reports also added that the United Liberation Front of Asom (ULFA) and the NDFB have started supporting the Kamatapur Liberation Organization (KLO). ULFA is allegedly not only working with the KLO but is also training the latter’s recruits in its bases in Bhutan.

According to a news report on March 18, Assam chief minister, Tarun Gogoi said he is willing to accept ‘any institution, organization or individual as a mediator’, for the sake of ‘peace’, which the proscribed terrorist outfit United Liberation Front of Asom (ULFA) would accept to be one. Denying the allegations that he overlooked the Xatra Mahasabha offer to mediate, he said it is for the latter to accept this offer. He also informed that an all party meeting would be convened on March 20 in Guwahati to discuss issues related to Bodoland Territorial Council (BTC), including the rights of the non-Bodos in the latter and amendment of the Sixth Schedule of the Indian Constitution, under which the Council would be formed. He added that State sub-Committee is already looking into the matter and has been trying to sort out the differences between the Bodo and non-Bodo groups.

According to media reports quoting security personnel, the three armed terrorists arrested earlier in the month by the Border security Force (BSF) in North Tripura while entering from Bangladesh have confessed that they all belonged to the National Socialist Council of Nagaland - Isak-Muivah NSCN (I-M). While Initial reports said that two terrorists belonged to the People’s Liberation Army (PLA) and the other to the National Socialist Council of Nagaland (Khaplang) NSCN (K), later interrogation reportedly revealed their exact identity. The three NSCN(I-M) terrorists are also reported to have shot dead their camp commander at Kulaura, Maulavibaza (Sylhet) in Bangladesh before fleeing. The arrested Naga terrorists are also reported to have revealed the sharing of camps by the NSCN (I-M), the PLA, United Liberation Front of Asom (ULFA) and terrorists of Tripura in Sylhet area of Bangladesh contrary to the widely held view that the PLA and ULFA maintained relations with NSCN (Khaplang).

Four United Liberation Front of Asom (ULFA) terrorists were killed at Akhara near village, 70 kilometres west of Guwahati. Three more ULFA terrorists were killed in Dhubri district, West Assam. Separately, a National Democratic Front of Bodoland (NDFB) terrorist was killed in Kokrajhar district. Meghalaya Home Minister Lotsingh A Sangma has said that several Northeast terrorist groups, including the National Socialist Council of Nagaland (NSCN), United Liberation Front of Asom (ULFA) and Bodo Liberation Tiger Force (BLTF), have made the State capital, Shillong, as their centre for meetings and other activities. Speaking in the State Legislative Assembly on March 20 on the law and order situation prevailing in the Sate, the Home Minister pointed that terrorist outfits of the region were also responsible for the creation of terrorist groups such as the Hynniewtrep National Liberation Council (HNLC) and the Achik National Volunteer Council (ANVC) in the State. The minister also pointed that, during the past one year (2001), 77 terrorists had been arrested and another 17 killed in encounters, while a total number of 32 terrorists had surrendered in the state.

Such co-ordination would take place at the level of DGPs and at the district level as well. He also said there was a nexus exists between various terrorist outfits such as the Kamatapur Liberation Organisation (KLO) and the United Liberation Front of Asom(ULFA). The former is allegedly being propped up by the latter. ULFA and National Democratic Front of Bodoland (NDFB) terrorists were lying low for now, he added. He also said efforts are on to strengthen the river police force. Quoting ULFA’s mouthpiece Swadhinata, the reports said it was ‘desperate’ for negotiations’. However, the offer is ‘conditional’. ULFA has reportedly reiterated the three conditions it has earlier set. These are: talks should be held in a third country, they should be held under United Nations (UN) supervision; and Assam’s ‘sovereignty’ should also be discussed. Swadhinata, in its editorial, said, ‘We desperately want a solution to the ongoing conflict in the State and the three conditions have been already set out by us’. However, the safe-passage offer to terrorists by the State government was rejected by the ULFA, the reports added.

The reports said recent counter-insurgency operations in which many ULFA terrorists were killed may be the reason behind this move. However, M Mohanraj, the Inspector General of Police (IGP), Law and Order, claimed that ULFA may escalate its activities in future and the ‘instructions’ for the same have already been sent to the terrorists in the State. The outfit is already recruiting fresh cadres in parts of Upper and Lower Assam. It is also forcing people to its ranks, he further said. Apart from continuing its extortion activity, the ULFA is also reported to be procuring weapons. Reportedly, a batch of new recruits have already been sent to Bhutan for training. Mohanraj also called the reported closing down of four camps in Bhutan by the ULFA as false and said these were either re-located or the cadres were shifted elsewhere. The ULFA is also in nexus with the Meghalaya-based Achik National Volunteers Council (ANVC) and the Kamatapur Liberation Organization (KLO), he added.
