A report on May 2 has indicated that kin of some ULFA leaders in Assam are planning to visit Bhutan and meet the King Jigme Singye Wangchuk to make an appeal for the closure of existing ULFA base camps there. A team of the Assam Public Works, a Non Government Organization (NGO) of the ULFA-kin led by self styled ULFA commander-in-chief’s mother Miliki Barua and brother of the ULFA ‘chairman’ Arabinda Rajkhowa, would undertake this visit on August 13 and meet the King on August 15.

The United Liberation Front of Asom (ULFA) in a message through its mouthpiece Freedom on May 2, warned the Assam Chief Minister Tarun Gogoi not to underestimate the group’s ‘strength’. It also said that he should not repeat the ‘mistakes’ of his predecessor Prafulla Kumar Mahanta in this regard. The message said, "He (Gogoi) should not deceive the people of Assam like the already-ruined Mahanta who uttered statements day and night about the death of Ulfa. Everybody knows Mahanta’s present political stature." The outfit also alleged that the "puppet (Gogoi) government has no power and intention to formulate an energy policy for the prosperity of the people of Assam. It is busy collecting alms that is defined by Indian policymakers as ‘royalty’."

According to media reports, General Vij, during his visit, is likely to hold consultations with the top brass of the Bhutanese Army on the measures to close down training camps of the United Liberation Front of Asom (ULFA), the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO). Gen Vij will also visit Army formations in West Bengal and Sikkim to take stock of the continuing operations against terrorist hideouts on the Indian side of the border.

The two arrested National Democratic Front of Bodoland (NDFB) terrorists confessed before the police on May 7 in Guwahati that a Kolkata-based tea company McNeil and Magor had paid them "donation". NDFB ‘spokesman’ Sunil Brahma and his associate Indramohan Basumatary alias David Warris were arrested in from a hotel in Kolkata on April 30 and a team of Assam police brought them to Guwahati subsequently on May 7. This is the second time that a tea company’s name has been mentioned in connection with payment of ‘protection money’ to terrorists in Assam. Earlier, in 1997, Assam police had accused Tata Tea of paying donation to the United Liberation Front of Asom (ULFA).

Media reports have indicated that Assam Government is planning action against the alleged activities of the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) that have increasingly been noticed in the Karbi Anglong, North Cachar Hills, Dibrugarh, Sivasagar and Tinsukia districts. The issue was discussed at a meeting of the State Deputy Commissioners with the State-Additional Chief Secretary (Home) J P Rajkhowa, on May 8 in Guwahati. Companies managing tea gardens in the Barak Valley area, among others, have allegedly been served ‘demand’ notes by the NSCN-IM. Besides activities of the NSCN-IM, the general law and order situation, including activities of other terrorist outfits like National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) were also discussed at the meeting.

Media reports on May 11 have indicated that the Government has handed over to Bangladesh a list of 155 training camps, with their exact locations, allegedly being run by various terrorist outfits operating in the five North Eastern States and has also sought their removal. The outfits who are said to have camps there include, among others, unnamed faction(s) of the National Socialist Council of Nagaland (NSCN), primarily operating in Nagaland, United Liberation Front of Asom (ULFA), Muslim United Liberation Tiger of Assam (MULTA), Dima Halim Daogah (DHD) and National Democratic Front of Bodoland (NDFB), operating in Assam, People’s Liberation Army (PLA) operating in Manipur, Achik National Volunteer Council (ANVC) in Meghalaya, and National Liberation Front of Tripura and All Tripura Tiger Force (ATTF) operating in Tripura. Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and Al Qaeda are allegedly assisting an unspecified number of these outfits in training. Besides, the Government has also asked Bangladesh to hand over 85 terrorists, including ULFA leaders Anup Chetia and Babul Sarma, who were arrested in Bangladesh over a period of time from various places. The outfit alleged, "In Northeast region India has been administering this policy of ‘divide and destroy’ inside the every possible ethnic gap turning it nearly to a green-Afghanistan at the tail of Eastern Himalaya." The outfit has also alleged that the Government does not want to resolve the conflict. It said, "India’s sole motive of peace offers are not meant to resolute the conflict but to contain the armed resistance at a desired level. It is already proved in the last six years." Further, the outfit conceded that interests of various (insurgent) groups might clash and that various groups in the region should not attempt to solve the issues separately. It said, "Henceforth, nobody should dream to solve any specific national problem without the support of contiguous fraternal nations…" Besides, the outfit also warned the Government not to adopt the Mizo model to tackle the demands made by it. It said, "….it will be a futile try for Indian government to solve the ongoing conflicts according to the style of Mizoram. Military pressure will not work…." The King Jigme Singhye Wangchuk reportedly said, "When the security and sovereignty of our country is under threat, the true sons of the soil must step forward and not wait to be called upon to serve their country." According to Dozin Batoo Tshering, a spokesperson of the Royal Bhutan Army, approximately 800 men, aged between 18 and 45 years, were ready to join the ‘militia force’ from Paro district of Bhutan. Assam–based United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), and an outfit active in West Bengal, the Kamatapur Liberation Organization (KLO) maintain their base camps in Bhutan. Sonitpur Superintendent of Police, S Gogoi, said that that acting on a tip-off, police destroyed the hideout located at Jarubari hillock under Sootea police station and arrested self-styled corporal Bibek Hazarika alias Prasanta Barpatra Mudoi. Half a kilogram of RDX, some ammunition, one magazine and some detonators were recovered from him. Bibek was reportedly involved in the killing of the then OC of Gohpur police station in 1991 immediately after joining the ULFA.
