"Few minutes after a vehicle carrying our forces passed the crime spot, the explosive went-off. Fearing Communist Party of India-Maoist (CPI-Maoist), around 60 tribal families of cut-off region of Balimela reservoir in Malkangiri District left their village and sought security from the District administration on June 3, reports The Pioneer. The tribal families of Andrapalli and Panasput villages under Kudumuluguma block met Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra and requested him to provide them adequate protection against the Maoists. The panic-stricken villagers said the Maoists had killed two villagers a few days ago suspecting them to be Police informers and set several houses on fire. They also said they have been forced to leave their village as the Maoists have been torturing innocent tribals and threatening to kill them.

Meanwhile, the Maoists through an audio tape released on June 3 charged both the Centre and State Government of favouring Vedanta and Utkal Aluminium International Limited (UAIL) in Rayagada District by using security personnel against tribals, reports The Times of India. "Both the governments are working as agents of these two companies. The state government is trying to handover Niyamgiri hill to Vedanta for bauxite mining and torturing tribals of the area," stated the voice in the audio tape. The voice identified as that of Sukdev, ‘secretary’ of Kashipur-Niyamgiri division of CPI-Maoist, urged the government to provide basic facilities to people living in Niyamgiri hill and withdraw security Forces. "While villages situated on Niyamgiri hill are without roads, drinking water, schools and hospitals, the government instead of providing basic necessities at Niyamgiri is torturing innocent tribals. We demand stop to all police action in Niyamgiri," the Maoist leader said in the recorded message.

The Odisha State Government has decided to extend Gopabandhu Grameen Yojana (GGY) to all 30 Districts after the Centre stopped funding of Backward Regions Grant Fund (BRGF) and Integrated Action Plan (IAP) schemes, reports The New Indian Express on June 5. BRGF and IAP were being executed in backward and Communist Party of India-Maoist (CPI-Maoist) affected Districts of the State. However, the Centre de-linked these two schemes from assistance in the 2015-16 budget. Now the State Government has decided to provide INR 6.5 billion to the GGY after its extension to all Districts.

A village guard, identified as Jaga Khilo, was killed by Communist Party of India-Maoist (CPI-Maoist) cadres at Petru village under Pottangi Police Station limits in Koraput District on June 5, reports The Hindu. The Maoists left a handwritten letter near the body of the deceased in which they alleged he was a ‘Police informer’. Koraput Superintendent of Police (SP), C.S. Meena said as a village guard Jaga surely had contacts with the Police. “But this unarmed village guard living in a remote village was nothing but a soft target for the Maoists, who owing to frustration of their declining base in Koraput District resorted to this heinous murder as part of their terror tactics,” the SP added. It was suspected that this murder was the handiwork of Maoist cadres of Srikakulam-Koraput division of Andhra Odisha Border Special Zonal Committee (AOBSC) of the CPI-Maoist.

Central Reserve Police Force (CRPF) Director-General (DG) Prakash Mishra on June 10, said Communist Party of India-Maoist (CPI-Maoist) has planned to rebuild their old bases in some core areas of Odisha in order to strengthen their organisation, reports The Pioneer. DG Mishra, who visited Sunabeda in Koraput District in the morning (June 10) to review the progress of training institute of the 202 Commando Battalion for Resolute Action (CoBRA) of the CRPF, said the Odisha Police should remain alert over the movements and plans of the Maoists who are planning to rebuild their old bases in the State. On the use of unmanned vehicles (Drones) to strike against Maoists in the jungles, Mishra said the CRPF has not made any substantial result from the existing planes. So the CRPF was planning to bring new drones for the operations, he added. On requirement of forces, Mishra said there is a need of more security forces in Nuapada and Kalahandi districts.

Further, 60 families from the cut-off area in Malkangiri District left the Chitrakonda camp where they had been housed by the administration, on June 10 evening reportedly over Maoist fear, reports The Times of India. They were staying in the camp since June 5, 2015 after deserting their village for being allegedly harassed by Maoists on charges of being ‘Police informers’. Villagers apprehend that they might come under Maoist attack for taking shelter at the camp set up by the administration and may be tortured by the extremists on their return to their villages.

The Communist Party of India-Maoist (CPI-Maoist) cadres attacked and ransacked a camp site of a construction firm involved in widening of a public road at Ganjeipadar village under Pottangi block of Koraput District on June 11, reports The Times of India. The owner of the construction firm Pradip Padhi claimed that the Maoists had torched an excavator, a tractor and a concrete mixture machine at the worksite camp. The Maoists also damaged 15 other machines used for construction work. They also left behind two posters at the spot in which they threatened the construction firm to stop the road-widening work.

Odisha Government has submitted a proposal with a list of 47 road projects totaling 864.22 km in nine Maoist-dominated districts estimated to cost INR 1620.10 crore. UMH Singh assured the CM that action will be taken on the proposal after seeking approval of the Union Cabinet. He also demanded deployment of more cental forces in Nuapada and Malkangiri Districts to sustain anti-Maoist operations. Besides seeking an additional battalion of Central Para Military Forces (CPMF), he demanded two more helicopters for anti-Maoist operations. He also demanded early release of INR 172 crore arrear under Security Related Expenditure (SRE). He also demanded the entire approved cost of INR 187.25 crore for the Gurupriya river bridge project. So far, only INR 45 crore has been released, he added. Similarly, the Centre should take up the matter with Andhra Pradesh regarding early construction of Motu bridge across river Sileru on Ranchi-Vijayawada highway connecting Malkangiri District with Andhra Pradesh as this is of vital importance for anti-Maoist operations, he said. The CM further said more mobile towers, particularly by the public sector provider Bharat Sanchar Nigam Limited (BSNL), should be set up in Maoist affected areas to improve connectivity.

The Odisha State Government reiterated its demand for waiver of deployment cost of Central Armed Paramilitary Forces (CAPF) in the State even as the Union Ministry of Home Affairs (UMHA) has not responded to several of its requests in this regard, reports New Indian Express on June 16. The Centre has asked the State Government to pay INR 14.5 billion towards the cost of deployment of CAPF, engaged in fighting the Left Wing Extremists (LWEs). The State Government is, however, of the opinion that combating the LWEs is the joint responsibility of the Centre and the State. Chief Minister Naveen Patnaik raised the issue during his meeting with Union Home Minister (UHM) Rajnath Singh on June 13. The State Government has trained and deployed over 30,000 Police personnel, with own resources to contain the Communist Party of India-Maoist (CPI-Maoist) menace. At present, 18 Battalions of Central Reserve Police Force (CRPF) and Border Security Force (BSF) troopers are deployed in Odisha. Stating that containment of the LWE is a collective responsibility of the Centre and the State Government, Naveen said the Centre should reconsider its existing policy and bear the entire cost of deployment of CAPF for anti-Maoist operations.

With Maoists on active mode, the Odisha State Police administration is contemplating to redeploy Forces in certain areas of western and northern regions from where Security Force (SF) personnel had been withdrawn in the past, reports The Pioneer. “We will redeploy forces at those places from where they were withdrawn months back. As the situation has changed, we have decided to take proactive measures,” Director General of Police (DGP) Sanjeev Marik told media persons on June 20. Marik claimed that strength of the State police has increased manifold, and State forces’ dependence on Central forces to tackle Communist Party of India-Maoist (CPI-Maoist) menace has declined. “State forces like District Voluntary Force (DVF) and Special Operation Group (SOG) are fighting against Maoists along with Central forces. The strength of SOG has now increased to 3,000 from 1,500,” DGP said. He further said Odisha Police are gaining self-sufficiency in containing the Maoist menace due to increase in manpower to 65,000 from 40,000 in the last 12 years. He also said that Maoists activities have declined in K Balang, Koira, Bonai and Lathikata areas which were earlier considered their stranglehold. The DGP added though Maoist activities have come down drastically, forces would be redeployed along the borders of Sambalpur, Sundargarh and Deogarh Districts to tackle the small Maoist groups. “Jharkhand-based splinter Maoist outfit People’s Liberation Front of India (PLFI) and another Jharkhand-based criminal outfit Pahadi Cheetah have been neutralised on Sundargarh side of the border in Odisha,” he said.

With the Security Forces (SFs) gradually limiting the movement of the CPI-Maoist cadres in the Andhra-Odisha Border (AOB) area, the Maoists have reportedly modified its tactics as well as its organizational structure. According to sources, the new division was formed after the visit of Maoist ‘central committee’ leaders to Visakha Agency in May and June this year (2015). Around 14 leaders from the Dandakaranya Zonal Committee of Chhattisgarh, including Maoist central military chief Namballa Kesava Rao alias Ganganna and ‘central regional bureau’ chief Katakam Sudarsan alias Anand are learnt to have visited the district. Few days after their visit, another team of nine members interacted with the squads and area committees in the AOB, sources said. Though one Venu calling himself the head of the Malkangiri-Visakha-Koraput divisional committee has already begun issuing press notes, the Visakha Rural cops suspect that Venu is none other the dreaded Gajarla Ravi alias Ganesh alias Uday, the present Malkangiri-Koraput border (MKB) ‘divisional committee secretary’. "Ravi, a chronic diabetic, worked as a North Telangana Special Zonal Committee (NTSZC) member but when the NTSZC lost grip over Telangana due to severe repression by security forces in the form of encounters and arrests as well as surrenders of squad members, he was transferred to the AOB Special Zonal Committee," a senior police officer involved in anti-naxal operations said.
