India on May 3 welcomed United Nations Security Council's (UNSC) assurance that it would take up the issue of Pakistan-based 26/11 mastermind Lashkar-e-Toiba (LeT) ‘military commander’ Zaki-ur-Rehman Lakhvi's release from a prison in Pakistan at its next meeting, reports Times of India. "Any act by Pakistan which is defying the international approach will be condemned by all and the indication which has come from UN that they will be having a word with Pakistan in the matter related to release of Lakhvi is a welcome step for us," Union Minister of State for Home Affairs Kiren Rijiju said. Rijiju said India had conveyed to Pakistan its unhappiness at the handling of the 26/11 trial. He charged Islamabad with not placing full facts of the case, including the evidence of Pakistan's role furnished by India earlier, before the courts. "That is why it led to the release of Lakhvi through the court process. We demand the government of Pakistan to be sincere," he said. Earlier, a UNSC committee assured India that it will take up the issue of Lakhvi’s release, Times of India reports on May 3. The assurance by the UNSC to take up the matter came after India's ambassador to the UN Asoke Mukerji wrote to the chair of the UNSC al-Qaida sanctions committee ambassador Jim McLay expressing concern over Lakhvi's release, stating that it violated the provisions of the committee concerning al-Qaida and associated individuals and entities. The committee had listed in December 2008 Lakhvi as a terrorist associated with LeT and al-Qaida for "participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of" both entities. As a listed terrorist, Lakhvi is subject to assets freeze, travel ban and an arms embargo. Lakhvi, 55, a close relative of LeT founder and Jamaat-Ud Dawa (JuD) chief Hafiz Mohammad Saeed, was arrested in December 2008 and was indicted along with the six others on November 25, 2009, in connection with the 26/11 attack case. The trial has been underway since 2009. A Pakistani court had on April 9 set free Lakhvi.

In the May 2, 2015 video, AQIS 'chief' Asim Umar says there is a global war going on against Muslims "through World Bank and IMF [International Monetary Fund] policies, drone attacks, Charlie Hebdo's writings, the UN charter, and Narendra Modi's utterances." The Centre has ordered Kolkata Police to exercise "extreme caution". "We are reviewing security across the Districts, too, and might have to shut down sections of some roads that day.... we will have to ensure that we have maximum presence in central and south Kolkata all through the day," said an officer.

A recent study by the USA based consortium Study of Terrorism and Responses to Terrorism (START) entitled "The Islamic State of Iraq and the Levant: Branding, Leadership Culture and Lethal Attraction" noted that the IS is unlike al Qaeda and its affiliates. The study has also sought to understand the IS as any organisation in an industry, in this case, the jihad industry. Interestingly, it states that the IS has "adopted several best practices of other industries". The study compares the IS to the Nigeria based terror outfit Boko Haram (BH). It notes that unlike the BH, which destroys telecommunications and power installations to stun and paralyse security forces, the IS, on the other hand makes "strong efforts to control critical infrastructure". The study goes on to reason that this makes the organisation a service provider and has helped in "garnering local civilian support and the support of the local elite."

India is likely to approach the United Nations Security Council (UNSC) to obtain United Nations (UN) sanctions against Hizb-ul-Mujahideen (HM) chief Syed Salahuddin alias Mohammed Yusuf Shah to freeze his assets and a travel ban for his association with terror group like al Qaeda and Lashkar-e-Toiba (LeT), reports The Asian Age on May 19. The National Investigation Agency (NIA) is expected to write to the Union Ministry of Home Affairs (UHMA) in this regard, which in turn will take up the matter with the Ministry of External Affairs. After filing a charge sheet against Salahuddin, the National Investigation Agency (NIA) compiled a dossier and routed it to Ministry of External Affairs for submission before the UN to seek sanctions similar to those issued against underworld don Dawood Ibrahim. An Interpol Red Corner Notice was also pending against Salahuddin, who hails from Soibug area of Budgam District in central Kashmir. Salahuddin, who keeps shuttling between Rawalpindi and his Pakistan Occupied Kashmir (PoK) residence and at one time headed the United Jihad Council (Muttahida Jehad Council), may be declared an international terrorist under UNSC Resolution 1267 of the Al-Qaeda Sanctions Committee if New Delhi's request is acceded to by the global body.

Three-member team of National Investigation Agency (NIA) that had gone to Bangladesh to hold talks with the Bangladesh Metropolitan Police (BMP) have been promised all help by the Bangladeshi counterparts in nabbing at least four accused in October 2, 2014 Burdwan blast (West Bengal) who are said to be hiding there, reports The Times of India on May 19. The NIA fresh impetus comes after reports that a Bangladeshi had supplied bombs at Ketugram in Burdwan District before the municipal elections in West Bengal. According to NIA sources, they have submitted details of the accused through the Memorandum of Legal Agreement Treaty (MLAT). Accordingly, the BMP is to collect details of the nationality of wanted men like Talha Sheikh and Sheikh Suman and submit it to the Indian Ministry of External Affairs (MEA) through their Bangladeshi office. The NIA officials said that their arrest will not only make their subsequent Burdwan blast case stronger but also explain how the entire operations across six Districts were sponsored from Bangladesh. NIA sources also said that they are looking at greater coordination to access the rise of the international terror groups like the Islamic State of Iraq and Syria (ISIS) and al-Qaeda in the region and whether they are carrying out any successful recruitment from this area.

An al Qaeda document recovered by United States (US) Navy Seals from the Abbottabad (Pakistan) hideout of Osama bin Laden describes the 26/11 Mumbai (2008) terror attack by Pakistan-based Lashkar-e-Toiba (LeT) terrorists as a “heroic Fidai” operation and the German Bakery attack (2010) in Pune as a “beautiful huge” bombing, reports The Asian Age on May 21. The 15-page document, "Terror Franchise: THE UNSTOPPABLE ASSASSIN: TECHS Vital role for its success", originally in English, lists the Mumbai terror attack as one of the “blessed” operations. The document directs al Qaeda and its affiliates to kill and target Americans and its allies, including those in Britain, Germany and India with their terror attacks. The documents released by the Central Intelligence Agency (CIA) also reveal that Laden was very much aware of the Mumbai terror attack and his machinery described this as one of the success stories to be emulated by other al Qaeda affiliate groups globally. In these documents, al Qaeda is very strongly against the Pakistan’s Inter-Services Intelligence (ISI) and describes it as an ally of the CIA.

Indian Government is planning to ask Pakistan’s help to freeze the funds and assets of three of its most-wanted fugitives, mafia don Dawood Ibrahim, Hafiz Saeed and Zaki-ur-Rehman Lakhvi, who have been accused of being involved in various terror attacks in India, reports Channel News Asia on May 25. According to report, the Indian Government has yet to communicate its decision via diplomatic channels. But it is hoping Islamabad would cooperate. Union Home Minister Rajnath Singh said "It's not just India, but the whole world knows who's been sponsoring terrorism. Therefore, we have urged Pakistan to help us in combating this terror since Pakistan is also reeling under terrorist attacks." The trio has been listed as terrorists by the Indian Government, and they are also on the United Nations Security Council's (UNSC) Al Qaeda Sanctions List. That makes it mandatory for the Pakistan Government to impose a ban on their financial assets, travel and arms transfer. While both Saeed and Lakhvi are known to be living freely in Pakistan, there has been speculation over Dawood’s whereabouts over the years. Despite Islamabad’s repeated denials, India believes the key conspirator behind the 1993 Mumbai serial blasts is hiding somewhere in Pakistan. Moreover, Indian intelligence agencies have said they had traced calls in recent months from Dawood to confirm his presence in Pakistan.
