Islamic State(IS) operative Mohammad Mosiuddin alias Abu Musa attacked and tried to slit the throat of a jail guard inside the Alipore Central jail in Kolkata on December 3, reports The Times of India. As per the morning routine, the prison inmates took out of the cells over to grounds inside the jail premises. The jail guard, Gobinda Chandra Dey (45 years-old), opened Musa’s cell and Musa attacked him with a stone. Following the attack, Gobinda Dey stumbled on ground and Musa tried to slit his throat with a piece of metal in ‘IS fashion’. Other guards and inmates managed to hold over Musa and Dey was taken to a nursing home. Abu Musa will be kept in solitary confinement and probe will be initiated on how Musa got hold of the piece of metal inside the jail, said Deputy-General (DG) & Inspector General (IG) Correctional Services Arun Kumar Gupta. He was arrested by National investigation Agency (NIA) from Viswabharati Fast Passenger train at Burdwan in West Bengal on July 5, 2016. His other aliases include Mosiruddin alias Mosi alias Majnu.

The National Investigation Agency’s (NIA) probe has found that Shafin Jahan — husband of Akhila Asokan alias ‘Hadiya’, was allegedly in contact with two members of Islamic state (IS) — Manseed and P. Safvan - through group chats on Facebook, during the months preceding his marriage with Hadiya, reports The Times of India. Manseed and P. Safvan were arrested by the NIA and chargesheeted in a case related to the criminal conspiracy to target the judges of the High Court, Senior Police Officers and well-known political leaders in South India, says the report.

Intelligence agencies have gathered information that a “lone wolf” may try to target road shows of “big political leaders” during the campaigning for the assembly elections in Gujarat, officials said, Hindustan Times reports on December 11. Based on intelligence inputs and interrogation reports of two arrested suspected terrorists, the agencies have alerted the Gujarat Police that a “lone wolf” may try to carry out attacks on road shows of top political leaders and there is a need to take maximum precaution, a senior government official saidOne Uroz Khan, arrested in Madhya Pradesh on November 6, had reportedly told Police that he promised to supply arms and explosives to two suspected Islamic State (IS) operatives for allegedly carrying out “lone wolf” attacks on a Jewish synagogue and during election rallies in Gujarat, the official said. IS suspect Ubaid Mirza, who was in the custody of the National Investigation Agency (NIA), also reportedly told the agency that IS style “loan wolf” attack was planned on road show and rallies in Gujarat.

Uttar Pradesh (UP) Police are clamping down on self-radicalised youth influenced by ideologies of groups such as Islamic State (IS), HUJI-B and SIMI in several districts, India Today reports on December 11. "We are keeping a close tab on self-radicalised youth and their activities. We have arrested about 18-20 people in recent months and some are under close watch. All these youth and their groups are influenced by the ideologies of terror outfits like Islamic State, Lashkar-e-Toiba (LeT), SIMI and HuJI of Bangladesh. Of late, Kerala-based PFI was on our radar and their monitoring has increased with their involvement in 'anti-national propaganda' on December 6. We're trying to assess the growth of such radicalised groups and their influence on youth and others in the state," said Anand Kumar, UP's additional director general of police (law and order). He added, "There are specific alerts and in recent times, nearly 14-15 terror modules have been busted." Some officials also gave vital leads to why UP Police are on their toes against terror groups operating from the state. "Starting from Azamgarh as the nerve centre for such terror ideologies threatening to influence minority-community youth to various pockets of western UP - Shamli, Saharanpur, Muzaffarnagar, Aligarh and Moradabad - UP Police have zeroed-in on Bijnore for strong SIMI links with locals," a source in UP PHQ told this correspondent.

India-China-Russia trilateral, for the first time, called for cooperation to take decisive and concerted action against globally-proscribed terrorists and terror entities on December 11, reports Indian Express. Indian External Affairs Minister Sushma Swaraj, however, did not mention Jaish-e-Mohammad (JeM) in the list of terror groups, although she mentioned Lashkar-e-Taiba (LeT), Taliban, Islamic State (IS) and al-Qaeda. In her bilateral meeting with her Chinese counterpart Wang Yi, she stressed the need to meet more frequently and without any agenda to strengthen mutual trust. While the RIC statement is viewed positively, South Block sources said they do not expect any radical change in China’s behaviour.“We call for the swift and effective implementation of existing international commitments on countering terrorism, including the UN Global Counter-Terrorism Strategy, relevant UN Security Council resolutions and targeted sanctions relating to terrorism and the FATF International Standards worldwide. We agree to strengthen cooperation to take decisive and concerted actions against globally proscribed terrorists and terror entities. We condemn all forms of terrorism and all terrorists, terror entities and organisations listed by the UN Security Council,” said the joint statement issued after the trilateral meeting.

Sanya Bahal—a teacher from an unidentified place in Bihar, was arrested by Bihar Police on December 13, for keeping Hyderabad Police ‘on toes’ regarding a hoax attack on Rajiv Gandhi International Airport (RGIA) at Shamshabad, reports The Bangalore Mirror. Sanya Bahal phoned RGIA officials on December 11, and informed that an Islamic State (IS) sympathiser named Shoab is about to board the flight to Jeddah, Kingdom of Saudi Arabia (KSA). She also supplied Shoab’s ticket details to the airport authority officials. The officials carried out a small search operation but found no-one with the given name travelling on same day, said the Police sources. Acting upon the suspicious information, the Cyberabad Police traced the call to Bihar and informed the Bihar Police to act upon the matter. The Bihar Police has registered a case of a hoax call and have been questioning the woman in this matter, said the Cyberabad Police official.

French investigative agencies probing the Paris terror attack of 2015 have sought National Investigation Agency (NIA) permission to question an Islamic State (IS) operative, Subahani Haja Moideen arrested in Kerala on terrorism charges, New Indian Express reports on December 16. A communication to this effect was sent after the French agencies had a joint training session with the NIA and other security agencies on terrorist funding at New Delhi in November, 2017. Subahani, who had been residing in Thodupuzha in Idukki District had allegedly fought for the IS at Mosul in Iraq and returned to India in 2015.

The National Investigation Agency (NIA) has registered a case against five men from Kannur in Kerala for allegedly being members of the Islamic State (IS), Indian Express reports on December 18. The men had gone missing from Kannur between 2015 and 2017 and are suspected to be in Syria. In October, 2017, Kerala Police had booked the five — Midhilaj (26), Abdul Rasak (34), M V Rashid (24), Manaf Rahman (42) and U K Hamsa (57). The central probe agency said it has taken over the case from the Kerala Police.The NIA case against the five was registered under the Unlawful Activities Prevention Act (UAPA) for “being members of the proscribed terrorist organisation, Islamic State of Iraq and Syria (ISIS)/Daesh, and for supporting the organisation by travelling out of India to join the terrorist organisation in Syria and fight on its behalf”. Deputy Superintendent of Police (DSP) of Kannur P.P. Sadanandan, who is probing the IS-related cases, said investigation was under way into the suspected links of K.O.P. Thasleem, PFI activist from Pappinissery (Kannur District), with two youths who had gone to Syria or tried to reach there to join the IS. He said the youths were provided financial assistance by Thasleem, who had also collected funds from various sources in the Gulf. The Police had registered a case against him. The DSP said the Police had already collected evidence that established the money trail linked to the recruitment of youths to the IS in Syria.

Opposing the bail plea, National Investigation Agency (NIA)’s counsel Sanjay Bardhan submitted the charges before the division bench, with a request that charges against Musa are of serious nature as he had attacked the jail warden of Alipore Central Correctional Home on December 4, 2017. Musa allegedly planned to attack the ‘Mother House’ and the headquarters of ‘Missionaries of Charity’ in Kolkata, said Bardhan. Musa was arrested in July 2016, along with firearms and sharp-edged weapons, by the West Bengal’s Criminal Investigation Department (CID) squad while he was travelling to Birbhum district in West Bengal. Later, the investigation was taken-over by the NIA, which filed a chargesheet in December 2016, against Musa. Among these four IS accused, three youth-- Abdul Basith (22), Syed Omer Farooq Hussaini (24) and Maaz Hasan Farooq (24), residents of Hyderabad tried to flee to Syria in December 2015 but were arrested by the Maharashtra’s Anti-Terrorism Squad (ATS) at Nagpur airport before boarding flight to Srinagar. All four IS accused are tried under Section 121 (waging war against nation), 121A (conspiracy to wage war) and other sections of the Unlawful Activities (Prevention) Act [UAPA], 1967. Earlier, the trio (except Shafi Armar) were counselled for de-radicalisation in 2014 and kept under surveillance but despite of counselling, they tried to join IS with intentions to reach Syria in 2015."We have filed the Chargesheet against four accused in 12th Additional Chief Metropolitan Magistrate (CMM) court at Nampally (Hyderabad). The charge sheet will be forwarded to the 7th Additional Metropolitan Sessions Judge for trial. While the three accused youth are out on a conditional bail, fourth accused Shafi Armar is absconding and was earlier believed to be in Syria”, said SIT Assistant Commission of Police (ACP) D. The Indian Security agencies have been monitoring the social media content of ‘Al-Qaraar’— media branch of IS, that has been posting provocative messages on Kashmir issue. On December 3, with a poster threatening India of terror attacks, the Al-Qaraar reached out to leader of Ansar Ghazwat-ul Hind (AGuH)—Zakir Musa, said a unnamed senior Security official. Initially, Al Qaraar was only advocating the Sharia (set of Islamic religious principles) but now it started advocacy of IS ideology. The development is being watched closely given IS losses in Iraq and Syria. On November 28, the AQIS released a video where its spokesperson— Usama Mahmoud, called on Muslims in India, Bangladesh, Pakistan and Kashmir to support and seek revenge for Rohingya Muslims in Myanmar.

The National Investigation Agency (NIA) on December 23, filed Chargesheet against two Islamic State (IS) suspects, Shahjahan Velluva Kandy and Mohammad Mustafa, in Kannur IS case before the NIA Special Court in New Delhi, reports ANI News. The Chargesheet were filed under section 120B with 125, 419, 420, 467, 468, 471 of the Indian Penal Code (IPC), Sections 18, 38 & 39 the Unlawful Activities (Prevention) Act (UAPA), 1967, and section 12 of the Passport Act, 1967. IS accused Shahjahan and Mustafa were earlier arrested in July 2017, from Delhi Airport and Chennai, respectively. Reportedly, in October 2016, Shajahan along with his family travelled to Turkey via Malaysia with intentions of further travel to Syria for fighting on behalf of the IS. However, while crossing the Turkey-Syria border, he was arrested along with his family by the Turkish authorities and was deported to India in February 2017. Further investigation is ongoing in the matter.

According to press release, the NIA has been investigating the disappearance from last one year and marked those with a ‘red mark’ who had been issued notices. The group travelled via different air-routes in division of 6-7 batches. Out of 21 individuals, six are female.
