The Bangladesh government has confirmed to India that terror groups like the Lashkar-e-Toiba (LeT) have instigated Rohingyas to avenge 2012’s sectarian violence in Myanmar, Hindustan Times reports on Aug 2. For the first time, senior government sources said, the presence of several thousand Rohingya refugees in India was discussed by senior Home Ministry, Police and intelligence officials at the Independence Day security coordination meeting on July 30. According to the Bangladesh government, umbrella organization like Jamaat-ul-Arakan and the Rohingya Solidarity Organization are running terror training camps in remote areas of Bandarban District of Bangladesh adjoining the Myanmar border.

The Intelligence Bureau (IB) on August 8 issued a substantial alert to Delhi Police over a Lashkar-e-Toiba (LeT) terror threat as the national capital prepares to celebrate Independence Day, reports New Indian Express. Communications among LeT members that were intercepted by intelligence officials disclosed the planning of a spectacular attack by LeT modules who managed to sneak into Indian territory. Senior intelligence officials confirmed that 12 terror modules crossed over to the Indian side recently and inputs forwarded to police are based on the technical interception by the agency. Hindustan Times adds LeT founder and Jamaat-ud-Dawa (JuD) chief Hafiz Saeed resumed his now familiar rant against India at a massive Eid gathering in the Pakistani city of Lahore on August 9. The alert, received by the Delhi Police reportedly reads, "Hafiz Saeed in Pakistan's Karachi has said it is important to spread 'jihad' to all corners of India... A Red Fort-type attack needs to be carried out again." "The alert quotes a paragraph from a speech by Saeed last month in Karachi, where he openly threatened that his terrorists would carry out an attack in Delhi," a senior police officer said.

The spurt in terrorist infiltration from Pakistan has been at a five-year high, The Times of India reports on August 10. India's security establishment expects this to grow exponentially after the US withdrawal of troops from Afghanistan in 2014. Further a report by the UN Security Council this week on al-Qaida highlights the dangers for India, "Lashkar-e-Tayyiba [LeT] continues to provide advanced terrorist training, including on improvised explosive devices." It explains, "Although recruiting primarily from the Punjab province of Pakistan, Lashkar-e-Tayyiba continues to be active in Afghanistan and India as well as Pakistan. Its transnational reach and its highly-specialized training remain a cause for concern." Moreover, Pakistani Prime Minister Nawaz Sharif's party, Pakistan Muslim League (Nawaz)- PML (N), recently allocated USD 620,000 to facilities run by Jamaat-ud-Dawa (JuD), parent body of LeT, highlighting the blurred lines between the establishment and terror groups.

Shahryar Khan, Pakistan Prime Minister Nawaz Sharif’s Special Envoy to India, on August 11 said that present laws in Pakistan will have to be changed in order to 'nab' Lashkar-e-Toiba founder and JuD chief Hafiz Mohammad Saeed, according to The Times of India. "The previous government wanted to take action against the Lashkar-e-Taiba founder but we never had sufficient evidence that would stand up against him in the court of law. The man's credentials are well known and to catch him and pin him in court, we need credible evidence." He further said, "It is not possible to nab him with the present legal system in Pakistan. The solution therefore is to have stronger laws in Pakistan." Moreover, Khan has retracted his candid admission that Dawood Ibrahim has been living in Pakistan. He thus said on August 10, "I have never, even when I was in the foreign ministry or now known where Dawood Ibrahim lives. I am only reflecting what the Pakistani press has been saying about the gentleman…The ministry of interior would have probably known but the foreign ministry does not. I have no idea whether he is in Pakistan or if he ever has been there.” On August 9 he had said, “Dawood was in Pakistan but I believe he was chased out of Pakistan. If he is in Pakistan, he should be hounded and arrested. We cannot allow such gangsters to operate from the country,” Khan had said.

A purported blog of the Lashkar-e-Toiba (LeT) has claimed that a Rohingya mujahideen trained by the LeT was behind the July 7, 2013, Bodh Gaya (Bihar) serial blasts, Hindustan Times reports on August 15. It is suspected that the blog was created in Pakistan. The National Intelligence Agency (NIA) is probing the blog with the help of intelligence agencies to check the internet address used to create it and for uploading materials. The blog (URL- Islamfigters.blogspot.com), with a subtitle ‘Mujahideen Lashkar-e-Taiba’ is littered with jehadi propaganda with videos and text discussing global hotspots of terror and even an interview of Hafiz Mohammad Saeed given to a Pakistani news channel. There are videos on the blog which speak in glowing poetry about LeT operatives with footage of 26/11 attacks running alongside. Another video claims that the Pakistan army and the Jamaat-ud-Dawa (JuD) helps ‘distressed’ Muslim brothers all around the world.

Lashkar-e-Toiba (LeT) terrorist, Abdul Karim Tunda, one of India's 20 most wanted terrorists, was arrested by the Special Cell of Delhi Police from the Indo-Nepal border on August 16 and produced at a Delhi court on August 17, reports NDTV. Tunda is accused of masterminding over 40 bomb blasts in New Delhi, Panipat, Sonepat, Ludhiana, Kanpur and Varanasi between December 1996 and January 1998 that left 21 persons dead and over 400 injured. Sources said Tunda had been guiding the banned Students Islamic Movement of India (SIMI) which later turned into Indian Mujahideen (IM). He is also accused of motivating the Rohingya Muslims in Myanmar to perpetrate attacks against the Buddhists there. In the dossier handed over to Pakistan after the November 26, 2008, (26/11) Mumbai (Maharashtra) attacks, Tunda was ranked 15. The dossier also claims he is connected to Jaish-e-Mohammed (JeM) and Jamat-ud-Dawa (JuD) apart from LeT. Tunda allegedly indoctrinated into terrorist activities by Inter Services Intelligence (ISI) in the eighties, was trained in making improvised explosive devices. After the serial blasts, Tunda allegedly fled to Bangladesh where he came under direct command of LeT ‘chief’ Zaki-ur-Rehman Lakhvi. He soon became LeT's top bomb maker.

Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda, who was arrested on August 17, claimed during his interrogation that Dawood Ibrahim, whom he met in Karachi several times, stays in a safe house in Karachi and is guarded by the Inter Services Intelligence (ISI), reports The Times of India on August 18. "He (Tunda) claims that Dawood first called him to meet in 2010. He says that the underworld don stays in a safe house in Karachi and is guarded by ISI. His movements are restricted and monitored by the intelligence agency. He has met the leaders of almost all anti-India organizations and even their small operatives. Tunda was constantly in touch with ISI and has worked with them closely," an unnamed Police official said. According to the Police official, Tunda is running a number of madarsas (seminaries) in Karachi under the name of Mehdud-Taleem-Islam-e-Dar-Al-Funoon for which he gets a lot of donations for individuals and organizations. Here he indoctrinates youth to join jihad and gives them training to use arms and ammunition. There is a batch of around 200 youth of all age groups in every batch, the official said.

Police picked up two people as suspects of July 7, 2013, Bodh Gaya (Bihar) serial blasts from Brahmapura village in Madhubani District and handed them over to a National Investigation Agency (NIA) team for questioning, The Times of India reports on August 18. "Complying to a NIA notice, a Darbhanga Police team picked up Md Farooq and Shashi Ranjan Sahu two days ago and handed them over the same day to the agency probing the Bodh Gaya blasts for their interrogation," Superintendent of Police (Darbhanga) Upendra Kumar Sharma said. Sharma clarified that the two suspects had neither been detained nor arrested by the Darbhanga Police, but they were picked up on the NIA's directive. Further, on August 18, a team of NIA quizzed the two suspects along with the third suspect who is a local (Bodh Gaya) tourist guide, reports The Times of India. After an hour-long quizzing, the man from Bodh Gaya was let off. The suspects from Darbhanga are likely to be quizzed on August 19 too. Meanwhile, interrogation of Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda, who was arrested on Augusts 16, seems to be supporting an internal note exchanged between intelligence agencies and Delhi Police after the Bodh Gaya blasts that suggested that Rohingya operatives were behind the attacks, reports The Times of India on August 19. "It was Abdul Karim Tunda who was reportedly exploring the possibility of recruiting Rohingya youth for terror on behalf of the LeT," said a part of the note.

Arrested Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda told interrogators that he had come in contact with the ISI after meeting former Inter-Services Intelligence (ISI) chief Hamid Gul in 1995 and was in constant touch with him thereafter, reports The Times of India on August 19-20. Tunda had met Gul after reaching Pakistan via Saudi Arabia. When asked about other wanted persons, including the November 26, 2008 (26/11) Mumbai attacks suspects Major Samir Ali and Major Iqbal of ISI, Tunda disclosed that "he knows about them but hasn't met them". "He reports to Major Bashir of ISI. He knew that two majors of ISI were monitoring the 26/11 Mumbai attacks but couldn't meet them since he was not part of the operation," said the source. He also told the interrogators about two ISI major - identified as Tayeeb and Alta - deputed by ISI to push fake currencies into India. Tunda also said, "The ISI manages all terrorist organizations in Pakistan and Lashkar-e-Toiba is the most powerful.” Tunda also told the investigators that ISI was the official arm which has got several other tanzeems (organizations) like LeT, Jamaat-ud-Dawa (JuD) under its umbrella to carry out various tasks. The handlers call these tanzeems as social organizations. After his associate from Mumbai, Dr Jalees Ansari, responsible for a series of blasts in the city, was arrested in 1994, Tunda fled to Bangladesh and then to Pakistan. By 1996, he was operating out of Dhaka (Bangladesh) in close association with Islamic Chhatra Shibir (ICS), student wing of the JeI, sources said. He used his and the Shibir's contacts to send several LeT operatives to India who were to set up cells outside of Jammu and Kashmir. He also confirmed a secret intelligence document that had said that the Babbar Khalsa International (BKI) was planning an attack in India on Independence Day (August 15). He told the investigators that BKI chief Wadhawa Singh lives in Karachi but since he has grown old, most of the present day decisions in BKI are now taken by Ratandeep Singh. Tunda, according to the Police, had formed Khalistan Kashmir International on May 3, 1990, following a meeting with Wadhawa Singh and Lahbir Singh Rode, the head of the International Sikh Students Federation, in Lahore (Punjab, Pakistan). Abdul Karim Tunda, one of India's 20 most wanted terrorists, was arrested by the Special Cell of Delhi Police from the Indo-Nepal border on August 16 and produced at a Delhi court on August 17. He was holding a Pakistani passport with the name Abdul Quddus.

Arrested Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda has told his interrogators that the Inter Services Intelligence (ISI) used to run the entire supply chain of Fake Indian Currency Notes (FICN) being smuggled into India, reports The Times of India on August 20. Interrogators said Tunda told them that Iqbal Kana, who is the biggest dealer of FICN, gets the notes through an ISI Brigadier and then it is pushed into India via Bangladesh and Nepal through Tunda's network. "The terrorist says that these fake Indian currency notes are printed in Islamabad and Peshwar in Pakistan," police officials said. Meanwhile, Metropolitan Magistrate (Delhi) Jay Thareja extended Tunda’s custodial interrogation for four days till August 24. The Delhi Police had sought Tunda's custody for 10 days. Abdul Karim Tunda, one of India's 20 most wanted terrorists, was arrested by the Special Cell of Delhi Police from the Indo-Nepal border on August 16 and produced at a Delhi court on August 17. The Maharashtra Police have received a terror alert from central intelligence agencies warning that eight militants are undergoing training in Pakistan-based camps to attack targets in south India, reports The Times of India on August 21. The alert says that the militants will come via Sri Lanka. Sent by the joint director of VIP Security (under the Union Ministry of Home Affairs) in New Delhi in mid-August, the nine-page alert states that four of the terror trainees are "Punjabis and the remaining Kashmiris or Pathans". Their "drop-off point" is expected to be around 28 kilometers off Jaffna (Sri Lanka) and their target could be Mayiladuthurai or Madurai in Tamil Nadu, according to the alert. A passage on the alert's third page reads, "Sri Lankan agencies are reported to have arrested three suspected Pak nationals on February 2, 2013, who confessed to having visited Mumbai and Thiruvananthapuram on Sri Lankan passports." It continues: "An unconfirmed input suggests entry of such elements in Kerala or Tamil Nadu through sea route with the connivance of Sinhalese fishermen. It has been reported that LeT (Lashkar-e-Toiba) is working on a plot to carry out attacks in India and eight terror suspects are being trained in Pakistan". The alert expresses concern over the attempts of several terror outfits-including LeT, Babbar Khalsa International, Jaish-e-Mohammed, Jamat-ud-Dawaa, Lashkar-e-Jhangvi, Al-Umer Mujahideen, Hizb-ul-Mujahideen - at joining hands to organize strikes in India. It also points to several Pakistan-based groups' efforts to use Sri Lanka as the launching pad for their operations in India. The warning mentions various intelligence inputs gathered over time. One such input suggested the LeT is plotting to target the Wagah border crossing, particularly during the flag-lowering ceremony.

A Gujarat Police officer N K Amin, who was arrested on April 5, 2013, in the Ishrat Jahan encounter case, on August 28 submitted a letter in the Supreme Court purportedly written by the legal attaché of the United State (US) Embassy Daniel C Clegg, endorsing the claim that Lashkar-e-Toiba (LeT) operative David Headley had spoken about Ishrat having been a suicide bomber, reports The Indian Express. The letter, related to a "threat against Hindu temples", as its first part, is the first US paper trail linking Headley to Ishrat. Amin, who is lodged in Vadodara jail, has submitted a set of documents including a "true copy" of a letter dated June 25, 2010, sent by Daniel C Clegg to the Intelligence Bureau (IB). The second part of the letter says, "Zaki told Headley about a female suicide bomber named Ishrat Jahan who was recruited by Muzammil. Jahan was killed by the Indian Police during the attack. Zaki mentioned Muzammil's plans to attack Akshardham temple, Somnath and Siddhi temples. The attacks were revenge for the 1988 attack on the mosque in Uttar Pradesh."
