An Additional District and Sessions Court in Jaipur (Rajasthan) announced on November 30 convictions of eight Lashkar-e-Taiba (LeT) militants, including three Pakistan nationals, for their involvement in terrorist activities in India, reports The Tribune on December 2. The convicted Pakistani nationals identified as Asgar Ali, Shahid Iqbal and Shakkar Ulla had been lodged in various jails in Rajasthan and Punjab during their trial. The other convicted members were identified as Babu alias Niharchand Ali, Hafeez Abdul Masjid, Pawan Puri alias Raja, Arun Jain and Kabil. Reportedly, all were acting on the instructions of Walid alias Vicky, an LeT ‘commander’ based in Pakistan. The quantum of punishment will be announced on December 4, says the report.

The National Investigation Agency (NIA) has picked up a man from his house in ward number one at Sareya in Gopalganj district, suspecting him to be a Lashkar-e-Toiba (LeT) operative, reports The Telegraph on December 3. His name surfaced during interrogation of alleged LeT operative Abdul Nayeem Sheikh, who was arrested from Varanasi in neighbouring Uttar Pradesh last week. Nayeem Sheikh reportedly told interrogators he had close links to a political activist in Gopalganj.

The questioning of Abdul Naeem alias Headley 2, Lashkar-e-Toiba (LeT) operative, revealed that he went about his operations using a Hindu name, oneindia.com reports on December 5. Naeem said that he landed in Bihar and worked at a private firm under a Hindu name. From Bihar he visited the Nepal border several times. He was trying to find an easy and safe route for the terrorists from Pakistan to sneak in and carry out the attack. An NIA official told that by using the Hindu name he went about his operations and this helped him conceal his identity and not get suspected.Naeem also said that he had visited several places in Agra, Varanasi, Himachal Pradesh and Bihar to gather information about possible targets. "During the first round of investigation Naeem had told the NIA that the initial plan was to launch me into India in 2011, but my handlers felt that it would be better if there was more cooling off period. In 2014, I was sent to Bangladesh and told to infiltrate into India. They felt that it would be easier for me to infiltrate through West Bengal. Things however did not go right and I was arrested as there was a look out notice for me in the Aurangabad case. When I was being taken to Mumbai from Kolkata, I realised the cops were complicit. I managed to escape from the train at Chhattisgarh. I left for Uttar Pradesh where I stayed underground for several months. Gradually I began contacting other operatives who were to be part of this big operation. I went around collecting information about military installations and other big tourist locations in Himachal Pradesh", Naeem had also told the NIA.

A Jaipur court on December 6, sentenced eight people, including three Pakistan nationals, to life imprisonment and imposed a penalty between INR 11,00,000 and INR 14,00,000 on each of them for being operatives of the Lashkar-e-Taiba (LeT) and conspiring to carry out terror activities in India, reports Indian Express. Earlier, on November 30, the court of Additional District Judge, Jaipur Metro, Pawan Kumar, had found three Pakistan nationals — Asghar Ali, Mohammad Iqbal and Shakarullah — and Rajasthan residents Babu alias Nishachandra Ali, Arun Kumar Jain, Hafiz Abdul Majeed, Qabil Khan and Pawan Puri guilty under the Unlawful Activities (Prevention) Act (UAPA).According to the order, all eight were found guilty under sections 13 (unlawful activities), 18 (conspiracy), 18 B (recruiting persons for terrorist act) and 20 (being a member of terrorist gang or organisation) of the UAPA. Babu and Pawan Puri were also found guilty under section 17 of the Act “for raising funds for terrorist act”. “While Babu and Pawan were fined Rs 14 lakh each, the six others were fined Rs 11 lakh each,” Special Public Prosecutor Mahaveer Prasad Jindal said.

A suspected Lashkar-e-Toiba (LeT) operative, Abdul Nayeem Sheikh, arrested by the National Investigation Agency (NIA) last week from Varanasi in Uttar Pradesh, had spent almost two years in Gopalganj District headquarters town in Bihar to build sleeper cells of the banned terror outfit, telegraphindia.com reports on December 8. The revelation came to the fore during interrogation of Bedar Bakht alias Dhannu Raja, who was arrested from Sareya ward number 1 locality of Gopalganj town on November 30 this year.Dhannu reportedly told interrogators that he had provided shelter to Nayeem, who allegedly worked for LeT, in the house of one Id Mohammad at Purani Chowk in Gopalganj, around 145km northwest of Patna. Nayeem, considered close to 26/11 Mumbai attack mastermind Abu Jindal, had lived in Gopalganj from 2015 to March 2017. He procured Aadhaar card, passport and PAN (Permanent Account Number) number purportedly by submitting forged documents in which he introduced himself as Suhail Khan alias Mohammad Ali, a resident of Gopalganj ward number 19.Nayeem claimed that he completed his postgraduation from JP University, Chhapra. Prior to leaving Gopalganj, Nayeem used to run a private coaching institute there. He came in contact with a local resident, Prashant Kumar Rai, who reportedly helped him set up an English spoken coaching centre on Jadopur road in Gopalganj.

The National Investigation Agency (NIA), which arrested suspected Lashkar-e-Taiba (LeT) operative Abdul Naeem Sheikh from Uttar Pradesh last month, has summoned a District Transport Officer (DTO) of Bihar for his alleged links with the terrorist, an official said, Hindustan Times reports on December 10. The NIA arrested Sheikh alias Nomi, 37, on November 28 from Charbagh bus stand in Lucknow in a joint operation with the Uttar Pradesh Police’s Anti-Terrorist Squad (ATS). The NIA official told they have summoned a DTO officer, identified as Diwakar Jha, posted in Bihar’s Buxar District, for questioning over his alleged links with Sheikh.According to the NIA official, Jha had inaugurated Sheikh’s coaching centre in Bihar’s Gopalganj District in 2015, when he was posted there. The official said the anti-terror probe agency has recovered some pictures of Jha with Sheikh. Sheikh, who is said to have done a recce of army and power installations in Jammu and Kashmir, was caught after he applied for a passport under a fictitious name. The NIA official said security agencies stumbled upon a lead to Sheikh after a man complained that his address was being used by the LeT operative for his passport.

In their recent online propaganda, the Falah-i-Insaniat Foundation (FIF)—a charity wing of Lashkar-e-Taiba (LeT) has reached-out to Rohingya Muslim population in Rakhine State of Myanmar, reports The Indian Express on December 11. The FIF, with assistance from other Islamist groups are operating in the Rohingya refugee camps near the town of Cox’s Bazaar of Bangladesh, claimed Bangladesh’s intelligence official. The FIF’s operations could initiate a new phase of Myanmar conflict where terror groups become powerful with support of Arakan Rohingya Salvation Army (ARSA)—also known as Harakah al-Yakin (HaY), a local insurgent group active in Northern Rakhine State, Myanmar.

Uttar Pradesh (UP) Police are clamping down on self-radicalised youth influenced by ideologies of groups such as Islamic State (IS), HUJI-B and SIMI in several districts, India Today reports on December 11. "We are keeping a close tab on self-radicalised youth and their activities. We have arrested about 18-20 people in recent months and some are under close watch. All these youth and their groups are influenced by the ideologies of terror outfits like Islamic State, Lashkar-e-Toiba (LeT), SIMI and HuJI of Bangladesh. Of late, Kerala-based PFI was on our radar and their monitoring has increased with their involvement in 'anti-national propaganda' on December 6. We're trying to assess the growth of such radicalised groups and their influence on youth and others in the state," said Anand Kumar, UP's additional director general of police (law and order). He added, "There are specific alerts and in recent times, nearly 14-15 terror modules have been busted." Some officials also gave vital leads to why UP Police are on their toes against terror groups operating from the state. "Starting from Azamgarh as the nerve centre for such terror ideologies threatening to influence minority-community youth to various pockets of western UP - Shamli, Saharanpur, Muzaffarnagar, Aligarh and Moradabad - UP Police have zeroed-in on Bijnore for strong SIMI links with locals," a source in UP PHQ told this correspondent.

Indian External Affairs Minister Sushma Swaraj, however, did not mention Jaish-e-Mohammad (JeM) in the list of terror groups, although she mentioned Lashkar-e-Taiba (LeT), Taliban, Islamic State (IS) and al-Qaeda. In her bilateral meeting with her Chinese counterpart Wang Yi, she stressed the need to meet more frequently and without any agenda to strengthen mutual trust. While the RIC statement is viewed positively, South Block sources said they do not expect any radical change in China’s behaviour.“We call for the swift and effective implementation of existing international commitments on countering terrorism, including the UN Global Counter-Terrorism Strategy, relevant UN Security Council resolutions and targeted sanctions relating to terrorism and the FATF International Standards worldwide. Around 14 people—including Security Forces (SFs) personnel and a civilian were killed when five heavily-armed terrorists of Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) attacked and indiscriminately opened fire in the Parliament complex on December 13, 2001. Extensive investigations also revealed the involvement of four accused namely Afzal Guru, Shaukat Hussain, Syed Abdul Rahman (SAR) Geelani/Gilani and Navjot Sandhu for their roles in logistic services to the perpetrators of this attack. According to sources, interrogation of four Bangladeshi nationals arrested recently at Netaji Subhash Chandra Bose International Airport at Kolkata revealed that over 70 touts in North 24 Parganas, Nadia, Murshidabad and Malda districts of West Bengal are involved in making passports for Bangladeshis with the help of fake Aadhaar and voter ID cards.Police sources revealed that most of the Bangladeshi applicants for Indian passports have criminal records at Bangladesh Police Stations and want to seek refuge in India to flee prosecution in their nation. The investigation has found that while many of these criminals have terror links, several others are on the radar of Islamic terror organisations who want to recruit them like Lashkar-e-Toiba (LeT) recruited petty criminal Ajmal Kasab for the 26/11 (November 26, 2008) Mumbai attack. “The four Bangladeshis revealed that the touts lend their addresses in the fake documents and charged Rs 30,000 for making the passports. We have identified the 70 touts involved in this racket and have found their links with Bangladesh-based terror organisations such as JMB (Jamatul Mujahideen Bangladesh) and HuJI (Harkat-ul-Jihad-Islami).We have launched raids at several locations in the four districts. We hope to arrest the accused soon,” a senior Police Official told.
