Two hard-core terrorists belonging to the Hizb-ul-Mujahideen (HM) terrorist outfit were killed in an encounter in the Pir Panjal range of Poonch district on July 1. An official spokesperson said, acting on a tip-off that a group of HM terrorists were hiding in the mountains, security forces (SFs) launched an operation to flush them out. As the SF personnel reached their target area, they were fired upon by the terrorists. In the ensuing encounter, the two terrorists were killed. The slain terrorists were identified as Sahil Fazal and Jamil Hamid, residents of Muzaffarabad in Pakistan occupied Kashmir (PoK). Some arms and ammunition were also recovered from the encounter site.

Also, Rs. 2.50 lakhs, an AK assault rifle, two magazines and 30 rounds were recovered from him. Zakir Hussain Sheikh alias Danish, the arrested terrorist, is being questioned for his involvement in terrorist activities and in financing the HM, as the money seized from him indicated his role in the HM’s finance wing, official sources said.

Reports from Poonch, meanwhile, indicated that security forces (SFs) killed an exfiltrator at Bandi Kamba Khan in the Chandrola area of Mandi sector and were, when reports last came in, pursuing five of his associates, who escaped during the gun-battle. Official sources in Poonch said a group of six terrorists, who were reportedly trying to escape back to Pakistan, were noticed by the SFs at Bandi Kamba Khan and the terrorists were engaged in an encounter. One was killed in the exchange of firing while five others escaped. The terrorists were reportedly affiliated to the Hizb-ul-Mujahideen (HM) outfit. An AK-56 rifle and ammunition were recovered from the possession of the slain terrorist, a suspected Pakistani national.

According to official sources, security forces (SFs), on July 9, in Doda, destroyed the ‘communication headquarters’ of Hizb-ul-Mujahideen (HM) outfit at Chandi Top, about 12 kms from Doda. SF personnel had launched a search operation in Chandi Top village between Dessa and Bhaderwah after intercepting a message by the terrorists, which revealed their presence in the upper reaches. After surrounding the ‘communication headquarters’, an encounter ensued in which one terrorist was killed while two more injured cadres managed to escape from the incident site. During the operation, the ‘communication headquarters’ was destroyed. A mini computer, a Chinese pistol, a wireless set, a programme card and several other instruments and accessories used in communicating messages were recovered, sources added.

Two terrorists, including a ‘deputy district commander’ of the Hizb-ul-Mujahideen (HM), Sarfaraz Rathore alias Aziz and two security force (SF) personnel were killed while another SF personnel was injured in an encounter at Toti Gali in Surankote on July 11. Official sources said SFs had launched a search operation in Toti Gali near Chambayar forests, Hari Budha area, Surankote, after securing information on terrorists’ presence. An encounter between the two sides ensued when the terrorists commenced firing on approaching columns of SFs. Resultantly, two terrorists and two SF personnel were killed. Rathore reportedly hailed from the Bagh district in Pakistan occupied Kashmir (PoK). A Pika gun, three magazines, 80 ammunition rounds and a wireless set were recovered from his possession. Rathore’s dead associate was identified as Hamza Turkey, a front-ranking terrorist of the Al Jehad, hailing from Pakistan. From his possession, the SFs recovered an AK rifle, 120 ammunition rounds and a wireless set. The other terrorists of the group managed to escape from the encounter site.

The Special Operations Group (SOG) of Jammu and Kashmir Police arrested a HM terrorist at Chanpora-Rajpora in the Pulwama district of south Kashmir. A pistol, eight rounds of ammunition, a wireless set, 430 ak rounds and ten bottles of acid were recovered from his possession. Another terrorist was arrested from village Dudbugh-Kreeri in the Baramulla district of north Kashmir and police recovered a pistol, two rounds of ammunition and two grenades from his possession. SF personnel arrested another terrorist from Goribakar in the Handwara area of Kupwara district. SFs, separately, also destroyed a terrorist hideout during search operations at a forest in the Boniyar area of Baramulla district. The search led to the recovery of one AK rifle, two magazines, 60 rounds, two Under Barrel Grenade Launchers and eight hand grenades.

The same group of terrorists also injured another civilian in the same area. Official sources said that the civilian was killed because the terrorists suspected him to be an informer of the SFs. Reports said the terrorists had reportedly taken shelter in the house along the highway with a view to targeting the convoy of the Amarnath pilgrimage (a famous annual Hindu pilgrimage) starting on July 19. HM spokesperson Salim Hashmi said, in Muzaffarabad, "We are fully convinced that elections can in no way lead to the solution of Kashmir problem. India is holding them to form a local administration in the occupied territory and the exercise has nothing to do with the settlement of the longstanding dispute. According to media reports, Fayyaz Ahmed Bhat, son of slain Member of Legislative Assembly (MLA) Mohammad Subhan Bhat, was killed along with a Personal Security Officer (PSO) and a civilian and two other PSOs were injured in Tral, on July 31. A group of seven heavily armed terrorists killed him at a site approximately 50m away from an SF patrol post. The ambush had been laid near Gole Masjid. Terrorists had killed Mohammad Subhan Bhat in April 1991. Fayyaz Ahmed Bhat, a junior revenue official, posted at Awantipore, had been recently transferred to the office of Divisional Commissioner Kashmir and was supposed to join his posting on July 31. All the terrorists escaped from the incident site. Even as no terrorist outfit has claimed responsibility fro the killing thus far, official sources suspected it to be the handiwork of either the Hizb-ul-Mujahideen (HM) or the Jaish-e-Mohammed (JeM).
