Amidst concerns raised from various quarters on radicalization of youth in Jammu and Kashmir, including from Centre Government’s Special Representative Dineshwar Sharma and Army Chief Gen Bipin Rawat among others, the Union Ministry of Home Affairs (UMHA) has decided to set up two Special Divisions named Counter Terrorism and Counter Radicalization (CTCR) and Cyber and Information Security (ICS), Daily Excelsior reports on November 12. “Each of the two divisions will be headed by an officer of the rank of Joint Secretary in the MHA,” official sources said. Sources said: “The CTCR division will exclusively deal with radicalization, the ICS will tackle cyber crimes including instigating the youth to take to terrorism and stone pelting in the Valley”. They added that the new UMHA division is being tasked not only to prevent youths from falling into the trap of various terrorist outfits across the country including the Kashmir valley but also launch online initiatives to counter the propaganda unleashed by various terrorist outfits including Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM) to give correct picture of the situation to the youth.

Kashmiri youth visiting Pakistan are being imparted training in cybercommunication and used as conduits for conveying specific instructions, a multiagency body constituted by the Government to probe terrorism and smuggling of drugs across the IndoPak border found, reports The Times of India on November 13. Kashmiri youth, who are either studying in Punjab or involved in some business there, are being encouraged to visit Pakistan on valid visa documents, said a report of the agency that has members from the Punjab Police, Border Security Force (BSF) and the Army. It was underlined that a particular pattern with the Kashmiri youth visiting Pakistan was observed from the data of 2016. The frequent overstaying of visa period by Kashmiri youth was pointed out and it was observed that the database and details of Indians who have either under stayed or over stayed the visa period should be closely monitored and shared with all the concerned agencies. In one such case, a resident of Kulgam in Jammu and Kashmir was found carrying specific instructions from Saifullah Ghazi, a terrorist active in Rawalpindi, the report recorded. The youth was provided money to purchase a mobile phone and install BBM app in order to receive further instructions from his handlers in Pakistan which he was supposed to convey to his commander in Kulgam, the report said. The report expressed concern over the trend for it was done at the behest of JaisheMohammed (JeM) ‘chief’ Masood Azhar. The role of Azhar’s younger brother Talha AlSaif has also come to light. It might be mentioned here that a petition pertaining to drugs and cross border terrorism is pending adjudication in the Punjab and Haryana High Court. The agency has learnt about the involvement of banned Pakistani terrorist outfit JamaatudDawa (JuD), which the report said, has increased its training activities all across Pakistan administered Kashmir (PaK) and Pakistan occupied Kashmir (PoK) particularly after Eid. Over the period of two months, three to four reports of infiltration from Gurdaspur and Amritsar area have been received. The Indian intelligence agencies were informed that JeM student wing, AlMurabitun (AM) organised a second annual congregation for Jihadi indoctrination titled “Islamic and Training Convention” at Balakot (KhyberPakhtunkhwa Province of Pakistan) from July 28 to 30 which was addressed by Talha AlSaif. Besides, JeM inducted a batch of 1213 students at Markaz UsmanoAli, Bahawalpur from July 10 to 21 in which 70 students from Peshawar, Manshera and Balakot in Khyber Pakhtunkhwa participated. Another JeM centre in Karachi was scheduled to conduct a DauraeTarbiya course from July 21to 27.

Meanwhile, college student and footballer Arshid Majid Khan ‘surrendered’ before security agencies on November 17, barely days after he had joined the Lashkar-e-Toiba (LeT), officials said, according to Daily Excelsior. His surrender was seen as a whiff of fresh air in South Kashmir which has witnessed large-scale recruitment of local youths by militants in the past. Unofficial estimates have put the figure of such youths at nearly 150 since July 2016. Inspector General of Police, Muneer Khan said: “The question is has he surrendered. I said no. The question was has he been apprehended, I said no. Again at this time also, I would say neither has he surrendered nor has been apprehended. He has come to the family on his own. He went on his own to see how it tastes, he came on his own. And, of course, his father, friends were instrumental in bringing him back”, he said. LeT, however, said that Majid Arshad Khan was permitted to leave for his home on the request of his mother, since he was the only guarantor to his household.

The chief of Jamaat-ud-Dawa (JuD) and Lashkar-e-Taiba (LeT) and 26/11 Mumbai terror attacks mastermind Hafiz Saeed walked from house arrest as a free man on November 23, reports The Times of India. The Judicial Review Board of Punjab province comprising judges of the Lahore High Court (LHC) had unanimously ordered Saeed's release on the completion of his 30-day house arrest. He was set free after the Pakistan Government decided against detaining him further in any case. Moments after the release he said, “I was detained for 10 months only to stop my voice for Kashmir. I fight the case of Kashmiris. I will gather the people from across the country for the cause of Kashmir. And we will try to help Kashmiris get their destination of freedom." Saeed said he was detained when he announced a month of solidarity for Kashmiris this January. He used the release order to buttress his claims of "innocence". "I am very happy that none of the allegations against me proved as three judges of the LHC ordered my release... The LHC's review board decision has proved that I am innocent," Saeed said. On January 31, 2017, Saeed and his four aides - Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain - were detained by the Punjab government for 90 days+ under Anti-Terrorism Act 1997 and the Fourth Schedule of Anti- Terrorism Act 1997. However, the last two extensions were made on the 'public safety law'. The board had refused to give further extension to the detention of Saeed's aides. They were set free last month (October). Under the law, the government can detain a person for up to three months under different charges but for extension to that detention it needs approval from a judicial review board.

The ‘chief’ of Jamaat-ud-Dawah (JuD) and the 26/ 11 Mumbai attack mastermind Hafiz Saeed’s comments on Kashmir are nothing but rearticulation of the agenda of terrorists who have ‘thrived’ across the border, the Union Ministry of Homes Affairs (UMHA) said on November 24 after Saeed walked free from house arrest in Lahore, reports Daily Excelsior. Asserting that Jammu and Kashmir ‘is and will remain an integral part’ of India, it said that such repeated utterances by terrorists have been given an appropriate response on the ground every time by the law enforcement agencies and the people of the State. After his release on November 24, Saeed said he would gather people across Pakistan for the ‘cause of Kashmir’ and try to help Kashmiris get their ‘destination of freedom’.

Meanwhile, Union Finance Minister Arun Jaitley on November 26 said the situation in Kashmir has changed and for the first time the SFs have established dominance over terrorists in the region, reports Daily Excelsior. “…And the situation in Kashmir that our Government had got as a legacy 2 to 3 years ago have also changed. Now the crowd of stone pelters who used to assemble on every petty issue are not visible. Today the intelligence system has again been restored across the villages and for the first time the security forces were dominating the terrorists there. The demonetisation move has dried up the funds of those who used to gather stone pelters by giving them money. After November 8 last year in such incidents never a crowd of more than 100 people has been seen,” he added. He further said, “On November 8 last year, we introduced note ban and it had a major impact. Those who used to distribute money to stone pelters are not able to gather even 100 youth to pelt stones in the past eight to 10 months after demonetization.” “Our biggest problem is Kashmir. Narendrabhai [Narendra Modi] Government inherited a situation where there was a civil disobedience- like situation three years ago. Thousands of stone pelters would gather to protest against stray incidents. Terrorists would mount attacks with impunity and Hurriyat [All Parties Hurriyat Conference, APHC] leaders could close down the valley with one call. Today, the situation has changed. The person who becomes the commander of Lashkar [Lashkar-e- Toiba (LeT)] knows he will be alive for two to three months. The intelligence network has been strengthened right down to the village level,” he added. “The Hurriyat leadership stands exposed today as it has been revealed from where they used to get money,” he said, referring to money laundering cases filed against some of the Hurriyat leaders.

The National Investigation Agency (NIA) has unearthed major Lashkar-e-Toiba (LeT) plot hatched by associates of recently released terrorist in Pakistan, Hafiz Saeed to rattle Jammu and Kashmir with a series of terror strikes with the arrest of Pakistani LeT militant, Mohammad Amin Awan alias Abu Hamaaz of Pakistan’s port city of Karachi, reports Daily Excelsior on November 29. Hamaaz was captured alive by Army on the Line of Control (LoC) in Handwara area of Kupwara District on November 24, when his three Pakistani associates were killed by the troops in an encounter. Hamaaz, who hailed from Karachi’s Bardiya town, has turned out to be a “very rare catch” for the NIA as he has spilled lots of LeT plans not only pertaining to create turmoil in Jammu and Kashmir but also about plots being hatched by the outfit in Pakistan and Pakistan Occupied Kashmir (PoK) to send more militants into the Valley to compensate for the heavy losses suffered this year with the killing, arrest and surrender of large number of militants. Sources said Hamaaz was “close confidant” of the associates of Hafiz Saeed, who had recently walked free in Pakistan, and had been pushed into this side along with other militants by them. Meanwhile, a New Delhi court on November 28 sent Abu Hamaaz to 10-day custody of the NIA.
