Around 150 cadres are believed to be with Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB). Source said, “Daimary is to NDFB just as Barua is to ULFA... those who have joined the outfit have been inspired by Daimary, not the other leaders. So his future moves would be crucial for finding a solution.” The Government plans to get him to the negotiating table. Source further said, “Sooner or later we need him to join the ongoing peace process between the Centre and the NDFB to bring permanent peace in the state in general, and in Bodo belt in particular.” Source added, “Though the Centre has already begun a dialogue with a faction of the NDFB, any talks without the Daimary faction is unlikely to ensure lasting peace, as a section of armed NDFB cadres are under his control and they still have a nuisance value.”

Expressing concern over the activities of the Manipur-based militant outfit United National Liberation Front (UNLF) and Communist Party of India-Maoist (CPI-Maoist) in the State, Chief Minister Tarun Gogoi said that the case of the two recently-arrested UNLF leaders would be handed over to the National Investigation Agency (NIA). Tarun Gogoi condemned the ULFA for being ‘insincere’ about the proposed talks by adamantly insisting on ‘sovereignty’ as the issue, saying that no dialogue was possible under the circumstances as sovereignty was ‘non-negotiable’. Gogoi was also critical of the intellectuals who had been urging the Government to be flexible on the sovereignty issue. Gogoi said that the ULFA was not a revolutionary group as its leaders maintained a lavish lifestyle in foreign countries at the expense of their cadres. He further added that while some camps of the ULFA and other militant groups still existed in Bangladesh, the country was extending full cooperation to India in flushing out the militants.

Of a demonstration to seek the unconditional release of the arrested founder of the NDFB, Ranjan Daimary, were thwarted after hundreds of activists from across the Bodo belt were stopped from proceeding to Guwahati for the meeting. Groups were seen stranded in buses and light vehicles in various parts of Kokrajhar, Chirang, Baksa and Udalguri. Condemning the Police action, president of Kokrajhar United Democratic Peoples Front, Montri Brahma Choudhury, said “Like the Ulfa leaders, the NDFB leader should also be released. They (Ulfa) are extremists, so is Ranjan. They should be treated equally. Why handcuff him (Daimary) like a petty criminal? He is an international leader and not a mere criminal.”

Sources said that the next target of the banned United Liberation Front of Asom (ULFA) to carry subversive activities is Chief Minister Tarun Gogoi’s home District Jorhat, reported sentinel. "A group of six cadres of the outfit has already entered the district from the Nagaland side and are currently taking shelter in the district. The militants of the group are members of the B Company of the 28th battalion," sources added. Security measures have been tightened in the District. Most of the extortion notes were sent by post and not delivered by anyone personally as was the case earlier. According to information available with the security agencies, some of the persons, who received such extortion notes, also received phone calls from persons identifying themselves as leaders of the militant outfit and apparently on most occasions, the militant outfit is ready to negotiate the amount demanded. However, no one is very sure whether anyone was paying up and if someone really paid, where the exchange of money took place.

Assam State Cabinet on May 26 decided to start the process of talks with the ULFA without Paresh Baruah, the ‘commander-in-chief’ of the outfit, who is still maintaining a rigid stand on the issue of talks, reports Assam Tribune. Chief Minister Tarun Gogoi said that the Government waited for Paresh Baruah for a long time and there was no reason to wait for him for an indefinite period. He said that the Government received indication that majority of the leaders of the ULFA are in favour of talks and the Government has decided to go ahead and start the process without waiting for Paresh Baruah. Its ‘publicity secretary’ Mithinga Daimary, in a signed ULFA press note issued, welcomed the decision, but clarified the outfit’s position vis-à-vis Barua. He said, “At this moment, it is the first and foremost responsibility of the government to create the right atmosphere for the Ulfa leadership to take a decision on the proposed political dialogue. Since no formal decision has been taken by us, the question of leaving out Paresh Barua does not arise. We have never said talks will be held without him nor did the ‘national convention’ held in Guwahati take any such decision.
