On April 4, suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted three employees of a private contractor engaged in road construction in the Maheshwari village of Jamui district for not paying extortion amount, reports IANS. Contractor Pawan Kumar Singh said that the Maoists had demanded levy for continuation of road construction work and threatened him with dire consequences unless the amount was paid.

Police in Patna, capital of Bihar, arrested seven Communist Party of India-Maoist (CPI-Maoist) cadres, including the area commander of Sone-Punpun area committee, from Paliganj in the night of August 5, reports Times of India. They were identified as Ganesh alias Ganesh Bhagwan, a resident of Imamganj, Manoj Kumar, Rajit Kumar, Upendra Kumar, Nand Kumar, Upendra Gupta and Ramswaroop Paswan alias Naresh Paswan alias Mahesh, all residents of Karpi in Arwal, and Kasinath, a resident of Begumpur in Patna. The Senior Superintendent of Police, Vineet Vinayak, said on August 6 that the Maoists were arrested while they were on way to Gurua in Gaya District, carrying sheets of bullet-proof jackets to show them to their seniors so that their outfit could procure it. He said besides the metal-sheets, Maoist literature was also seized from their possession. Vinayak said Ganesh alias Ganesh Bhagwan was an accused in a case of looting of five Police rifles in Arwal in 1999. He was released from jail about 10 months back and elevated to the rank of ‘area commander’. Ganesh was also involved in the blasting of towers of a private cellular phone company in Paliganj few months back, he added.

A ‘area commander’ of the Communist Party of India-Maoist (CPI-Maoist), identified as Akhileshwar Paswan alias Akhilesh Ram, was arrested from Bhadwa Bazaar area in the Aurangabad District on August 9, reports The Hindu. The Superintendent of Police, Nishikant Kumar Tiwari, said the Police, on specific information, raided the locality and arrested Akhileshwar Paswan who was wanted in several cases of Maoist activities in Aurangabad and adjoining Districts.

Seven Maoist-affected States will soon launch a joint offensive along with the Centre, PTI reported. A consensus to this effect reportedly emerged at a meeting of the Chief Ministers of Bihar, Chhattisgarh, Orissa, Maharashtra and Andhra Pradesh, the Jharkhand Governor and a representative from West Bengal, sources in the Union Ministry for Home Affairs (MHA) said on August 18. These States have given their consent for a joint operation to be launched soon, they said. However, the date for launching the operations has not been finalised and no decision has been taken whether to take Army assistance to flush out the Maoists from deep forests. The scale of operation, coordination among the forces, training and other details will be worked out by the security experts on the ground, they added.

The Maoists in Gaya District have entrusted themselves the job so that they have enough water to irrigate their land. "We are guarding water as there is shortage of water to irrigate the land. We also need water for our animals. Neighbouring villagers will take the water and we will be deprived of it," said an unnamed Maoist.

The Bihar Government has sought the inclusion of four more Maoist insurgency-affected Districts under the Security Related Expenditure (SRE), The Hindu reports. Apart from 15 out of the 38 revenue Districts covered under the scheme at present, similar treatment is required for four more revenue Districts affected by the insurgency, the Inspector General of Police (Operations) S. K. Bharadwaj said on August 21. The State Government had proposed inclusion of four more Districts - Lakhisarai, Munger, Buxar and Sheikhpura - in the SRE scheme. The Centre has, however, decided to cover Munger only, Bharadwaj added. “We have submitted a fresh proposal to this effect,” official sources said, adding that Saharsa also ought to also be included in the list of Districts covered under the SRE. Under the SRE scheme, the expenditure incurred on security is reimbursed by the Centre. The CPI-Maoist has reportedly made their presence felt in 31 Districts of Bihar. Bharadwaj, who also in-charge of anti-Naxal cell in the Bihar Police headquarters, said that two of the three proposed India Reserve (IR) battalions have been made operational and the process of land acquisition for the third IR battalion at Valmikinagar in the West Champaran District (close to the India-Nepal border) was underway. Official sources said the recruitment of Police personnel for the two IR battalions - one at the Bihar Military Police-4 (Dumraon) and another at the BMP-12 (Saharsa) - was almost complete and the constables are undergoing training.

The Centre has released INR 1.6 crore for the purpose and tenders for construction of buildings for the proposed training centres are likely to be advertised in September 2009, the Additional Director General of Police (Headquarters), Neelmani, said. The Police headquarters is also contemplating on bringing about certain changes in the surrender policy of for Maoists, sources said.

Four Police personnel, including an Assistant Sub-Inspector, were killed while two others sustained injuries when cadres of the Communist Party of India-Maoists (CPI-Maoist) attacked them under Sono Police Station in Jamui District on August 22, reports Times of India. Confirming the incident, Additional Director-General of Police Neelmani said an Assistant Sub-Inspector and three Special Auxiliary Police (SAP) personnel were killed while two other Police personnel sustained injuries when around 40 armed CPI-Maoist cadres ambushed a Police patrol team.

"Instructions have been given to the station house officers to keep an eye on mobile towers, which have increasingly been attacked by the Maoists in recent times," the ADG said. As per figures available at the State Police headquarters, 14 mobile towers of BSNL, Airtel and Reliance telecommunications were blown up by the insurgents in the Aurangabad, Gaya, Arwal and Rohtas Districts in 2008. Party leader Kishanji told media that the duo was arrested on August 19 while they were traveling in a train from Ranchi to Patna, the capital of Bihar. “We don’t know their whereabouts as they have not been produced in court by the police till now,” Kishanji said. "One more Special Auxiliary Police (SAP) jawan succumbed to injuries at a hospital in Jamui," Addition Director General (headquarters) Neelmani told PTI in Patna. "Body of a Naxalite who might have been killed during the encounter was also recovered today from an isolated place, about three km from the spot," he said, adding that there was a possibility of several other Maoists being killed in the encounter whose bodies may have been taken away by the extremists. A Communist Party of India-Maoist (CPI-Maoist) cadre was killed and five others were arrested in an encounter at Sakir Bigha in Gaya District on August 25, reported PTI. "Acting on a tip-off, police raided the area where the Maoists had assembled. The encounter took place when they, on being sighted by the police, fired at them," Superintendent of Police (SP) Sushil Khopade said. A Maoist sustained injuries in the encounter and died on way to the hospital, the SP said. One carbine, two country-made rifles and rounds of ammunition were recovered from the five arrested ultras, he added. However, Times of India reports that seven persons, suspected to be Maoists, were arrested following a clash between two groups near Barabar hills in Jehanabad District. One of them succumbed to his injuries on the way to hospital. Police also recovered some arms and ammunition from them. Gaya Deputy Inspector General Anupama Nilekar said near Shakirbigha village close to Barabar hills in Jehanabad District there was an encounter in which a suspected Naxal (left wing extremist) Surendra Manjhi was killed and six others were arrested by the Police. In a press statement issued through short message service, Maoist politburo member Kishanji stated that the indefinite bandh was called off after Anilji and Kartik were produced in a court at Ranchi, Capital of Jharkhand, by the Jharkhand Police on August 25, The Hindu reported. Times of India quoted Kishanji as saying, “We had called the bandh to force the police (Jharkhand) to admit that they had arrested two of our comrades and produce them in Ranchi court before 5pm on Tuesday. Since they produced them an hour before 5pm, we are calling off the strike.’’ A 48-hour bandh was called on August 24 in these five States as Kishanji had claimed that Purnendu Mukherjee alias Anilji, politburo member of the CPI-Maoist, and Kartik, a central committee member, were arrested from near the Patna (capital of Bihar) junction while boarding a train on August 18, but were not produced in court. He said the report of arson was not confirmed but the movement of the train has been suspended on that section as a precautionary measure. Anupama Nilekar said station manager Mayur Kumar was overpowered and taken hostage by the extremists as they vandalised the station. Before leaving, they warned of train movement as a result train movement could not be resumed in that section. Reports said 3151 Sealdah-Jammu Tawi Express and 2308 Jodhpur Express were stopped at Manpur and Rafiganj stations. An eyewitness said they were heard shouting slogans and a couple of them were seen talking on mobile phone. Telegraph adds that a ticket counter and signalling systems at the station were damaged when around 400 Maoists took hostage the stationmaster of Ismailpur railway station after setting the facility ablaze. The Maoists later freed the stationmaster.

The deployment of paramilitary forces will be maintained to check the return of the extremists. The areas, which are considered strongholds of extremists, are being identified where operation will be launched. Gaya Superintendent of Police Sushil Khopde said prima facie it appeared to be the handiwork of the same group which on August 25 evening put Ismailpur station on fire and abducted the station manager, Mayur Kumar. The station manager was subsequently released. The Maoists used kerosene to put the mobile phone towers on fire, said Khopde. No evidence of the use of explosives by Maoists either in Mathurapur or in Gurua has come to light, the SP added.

"Police headquarters is working on its strategy to launch a special operation against Maoists in the state in view of the increasing incidents of violence by them," said an unnamed Police officer. Official sources in the State home department said that special operations in Maoist hit areas would continue till the problem was solved. "The CRPF personnel would be engaged along with state Police in the special operations," the sources said.
