Security Forces (SFs) killed a Communist Party of India-Maoist (CPI-Maoist) cadre at Hurwa forest in Khunti District of Jharkhand on February 1 and recovered the body with arms and ammunition, reports The Telegraph. Around 2.30 pm, District Armed Police and the 94th battalion of Central Reserve Police Force (CRPF) raided Hurwa forest in Arki Police Station area, based on a tip-off about the presence of around 12 Maoist cadres. Commenting on the incident, Khunti Superintendent of Police (SP) M. Tamilvanan said, “The rebel has been identified as 24-year-old Binda Pahan, who was wanted in two cases. As many as 15 rounds of ammunition have also been recovered.” The Maoist was a close aide of notorious ‘zonal commander’ Kundan Pahan, adds The Times of India.

Police on February 2 recovered four can bombs containing about 15 kilograms of Improvised Explosive Device (IED) from a farm house of a local farmer in West Bokaro Police Station of Ramgarh District in Jharkhand, reports The Times of India. West Bokaro Officer-in-Charge (OC) Balmeeki Singh said that following a tip-off about movement of Communist Party of India-Maoist (CPI-Maoist) cadres and storage of huge cache of explosives for triggering landmines, Police conducted raids in the farmhouse in the dense forest and recovered the explosives. "The explosives are believed to be stored by the Maoists. A bomb disposal squad had to be called in to defuse the explosive," Singh said, adding that Police also recovered 14 detonators, 11 gelatin sticks, 100 metres of wire, which would have been used to connect the explosives for a high intensity explosion. Police also recovered iron tools that would be used in digging out the land for planting landmines.

The Maoists attacked the Police who went to the village in search of an extremist wanted for the November 9, 2012 attack on a Police van that freed some Maoists, Superintendent of Police (SP) A.V. Homkar told reporters here on February 5. Chhotka Marandi, one of the militants who escaped that day, was among the four arrested, he said.

Deo Kumar Singh alias Arvindji, the Communist Party of India-Maoist (CPI-Maoist) central committee member and mastermind of Latehar encounter of January 7, is being considered for a promotion to the politbureau in the Maoist outfit, reports The Times of India, on February 5. Arvindji, who is also the chief of the Maoists operations in Jharkhand, has reportedly caught the fancy of his seniors for his abilities to inflict maximum injuries on the anti-Maoist forces. Sources in the Ministry of Home Affairs (MHA) said that the intelligence agencies recently picked up chatter between Maoist leaders deliberating over pushing Arvindji up the party hierarchy and including him in its politbureau. The Maoist politbureau, which is reduced to a six-member body in the wake of killings and arrests of several leaders, is to be reconstituted at the party Congress that has been due for almost a year now. Arvindji hails from Bihar's Jehanabad District and was reportedly close to Maoist leader Kishenji, who was killed by Security Forces (SFs) in November, 2011. Sources said Arvindji has a post-graduate degree from Patna University in the 1980s and has a well settled family — he has two sons, one of them an IITian, and a daughter. His wife was nabbed by the Bihar Police in Jehanabad in 2012.

Suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a special Police officer (SPO), identified as Vinod Munda, at Siridih village in Rahe block of Ranchi District in Jharkhand on February 4, reports The Times of India. The body was recovered from behind a primary school in the village where another SPO, Rajendra Singh Munda, was shot at during a social gathering in the same evening. Ranchi Senior Superintendent of Police (SSP) Saket Kumar Singh on February 5 said, "The modus operandi is a little different from the Maoists'. Both the victims are SPOs and thus it is likely that the Maoists have carried out the incident," said the SSP. Police suspect that ‘area commander’ of the Gautam Dhara Area Committee of the CPI-Maoist Ram Mohan has carried out the killing. "Ram Mohan was seen sitting with his aides at the Tusu festival on Monday [February 4] and he opened fire on these persons," said the Police officer. Ram Mohan is an aide of South Chhotanagpur ‘zonal commander’ Kundan Pahan.

According to The Times of India, the Communist Party of India-Maoist (CPI-Maoist) has declared that it will continue with the tactic of planting bombs in the bodies of killed Security Force (SF) personnel like they did in Latehar in Jharkhand recently. In a written statement dated January 16 on behalf of the Bihar-Jharkhand-North Chhattisgarh Special Area Military Commission of the PLGA, CPI-Maoist spokesperson Toofan said that since the attacks by SFs on Maoists did not follow any "rules of war", they would also go beyond the rules.

A ‘zonal commander’ of the CPI-Maoist, Raviji alias BKG, was arrested at Kothonda village in Palamu District, on February 14, reports samaylive.com. Acting on a tip-off, the district force raided the village and arrested him, said Superintendent of Police (SP) Anup T Mathew. The SP further said one pistol and 25 rounds of cartridge have been recovered from his possession. BKG admitted that the Maoists are equipped with sophisticated fire-arms but there was dearth of man-power to utilise it, Mathew added.

However, forces are not able to strike as there are reports of the Maoists using villagers as human shield in case an encounter takes place. An unnamed senior official from the anti-Maoist forces engaged in the chase said, "More than a fortnight ago we received information that Arvindji along with certain other Maoist leaders and a contingent of about 150 Naxalites was moving towards Saranda through Gumla. We quickly launched an operation and have been on their trail. We have not let them move out of Gumla because of our constant raids. We are expecting an encounter in days to come."

Chief Secretaries and Director Generals of Police of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh, Madhya Pradesh and Uttar Pradesh will take part in the meeting during which in-depth deliberations will be held on the security situation in the 'Red Corridor'. Sources said the meeting would deliberate on the issue of coordination among State Police and Central Police Forces and decide on a strategy to tackle Maoists who are known to flee from one state to another after committing a crime. The meeting will also review the development programmes being carried out in Maoist-hit Districts and ways to speed them up to reach the maximum number of people.

Khunti Superintendent of Police (SP) said, "Of the 10 surrendered Naxalites, eight belong to the People's Liberation Front of India (PLFI). Nine rebels were present in person. Nagashwar Munda's wife was present on his behalf." Jharkhand Police is planning significant changes in the way anti-Communist Party of India-Maoist (CPI-Maoist) operations are carried out across the State, reports The Times of India on February 22. Instead of large forces, the Police will now send out smaller indigenous groups of 30-35 Jharkhand Jaguar (JJ), Jharkhand Armed Police (JAP) and Police personnel for such operations. These striking troops, highly skilled in jungle warfare, are being trained to survive inhospitable terrain and wage a war against the rebels. Almost 95 percent of the recruits in the striking forces are under the age of 30. Inspector General of Police (IG) Special Branch and Jharkhand Police Spokesperson, SN Pradhan said "The striking troops will be an indigenous force comprising young jawans from Jharkhand Jaguar, Jharkhand Armed Police and Jharkhand police only." These forces will take orders from SPs or SDPOs. Many Maoist-affected districts, including Bokaro, Dhanbad, Hazaribag, Giridih and Ramgarh, have already formed one such Special Action Team (SAT) and each district is likely to constitute at least four such reserved groups exclusively for anti-Maoist operations.

The interstate offensive was prompted by a tip-off that an armed squad of Maoists had sneaked into Patamda’s Meghda Pahar from Purulia District of West Bengal following an offensive there on February 25. According to Senior Superintendent of Police (SSP) Akhilesh Kumar Jha, who is leading the operation, Jharkhand has pressed into action six companies of Central Reserve Police Force (CRPF) and one company of Special Task Force (STF). From West Bengal, an equal number of paramilitary personnel have joined the hunt. The officer said “We have gheraoed Patamda-Meghada Pahar and Amda Pahar from all sides. But as of now, we have not found any sign of the Maoists. However, the main objective is to turn the heat on the rebels so that they are forced to flee Meghada Pahar”.

The West Singhbhum District Police of Jharkhand arrested four Communist Party of India-Maoist (CPI-Maoist) cadres, including a self-styled Chairman of Krantikari Kisan Committee [(KCC) (Revolutionary Farmers’ Committee)], a frontal organisation of the Communist Party of India-Maoist (CPI-Maoist) from Chiria in Manoharpur, on February 28 and March 1, reports The Times of India. The four Maoists were identified as KCC 'chairman' Vishnu Cherwa, Mangal Surin, Dubi Guria and Birsa, all in their mid thirties. Of the four rebels, Cherwa was the first to be arrested on February 28 while the rest were arrested early on March 1. The Maoists were arrested in a joint search operation of the Central Reserve Police Force (CRPF) and District Police. Landmine weighing 40kg, hand grenade, three single-shot barrel and pistol were recovered from the Maoists. Commenting on the matter, the West Singhbhum Superintendent of Police (SP), Pankaj Kamboj, said "They were holed up in the (Saranda) forest for the past few days.
