SDPO, Vivek Verma, was returning from work around Belpahari in the same District when bullets were fired at his car. However, the bullets missed their mark. "The incident took place at Jugalpahari, an area very close to the Bengal-Jharkhand border. We are suspecting Maoists behind the incident. He was arrested after he went to a doctor for treatment after sustaining injuries in an accidental blast while trying to plant a landmine. Police got tip off about his movement and arrested him from the doctor's clinic. Jamui Superintendent of Police (SP) Jitendra Rana said on the basis of Adhik's interrogation, Police later raided a place under Barhat Police Station and recovered two detonators and large quantity of Maoist pamphlets for election boycott.

Ahead of the upcoming Lok Sabha (Lower House of Indian Parliament) election, the Union Ministry of Home Affairs (UMHA) announced to reward any person providing information about Improvised Explosive Devices (IEDs) or anti-personnel landmines laid by the Communist Party of India-Maoist (CPI-Maoist) in Maoist-affected areas, reports The Business Standard on April 4. The UMHA notification was received by the East Singhbhum District Police Headquarters. As per the notification, any person, who helps the security personnel recover IEDs and anti-personnel landmines of five kg weight would be rewarded with INR 10,000, INR 25,000 for providing information about explosive between 5 to 10 kg and INR 40,000 for above 11 kg.

Security Forces (SFs) and Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire at Gudguda forest under Meghapal panchayat (village level local self government institution) of Sambalpur District on April 3, reports The Pioneer. The incident occurred when the Special Operation Group (SOG) and Central Reserve Police Force (CRPF) personnel were on a combing operation and suddenly the Maoists fired at the SFs. After 30 minutes of exchange of fire, the Maoists fled from the area. There was also another round of exchange of fire at around 5 pm and it continued for over an hour. Junu Dehuri, a hardcore Maoist and a native of Tamparsingha village, is presently leading the Maoist outfit in the area, in collaboration with some top cadres from Jharkhand.

The Eastern Regional Bureau of the Communist Party of India-Maoist (CPI-Maoist) has come up with its 'short-term vision' document, appealing to the masses to decide if they want "real democracy" or go ahead with the existing "pseudo-democratic system" by casting their franchise to form the 16th Lok Sabha (Lower House of Indian Parliament), reports The Times of India on April 4. "Dismantling the patriarchal and male dominated socio-legal structure, we propose to give equal socio-economic rights to women in the country, thereby making death penalty compulsory for molestation and rape." This forms a part of the four-page manifesto released by the CPI-Maoist. In the manifesto, Sanket, spokesperson of the Eastern Regional Bureau of the CPI-Maoist, stated his party's stand in dealing with various issues like agriculture, industrialization, environment, the concept of secularism, and relations with neighbouring countries. Significantly, the manifesto recognizes and respects all forms of separatist movements in various parts of the country and promises not to suppress them with the power of the gun of the 'state'. "Our concept of neo-democracy does not believe in forcing the nationalist movements to be a part of the Indian Union. Our state would honour nationalist movements and self-decision to allow them dignified and peaceful co-existence," the manifesto reads.

Gumla Superintendent of Police (SP) Bhim Sen Tuti said a team of Police, led by Officer-in-Charge (OC) Niranjan Tiwari, raided Bhandariya forest and arrested two PLFI cadres, identified as Gop and Lohra. Based on their confessional statements, the other three were arrested after a brief encounter near Semra Pahar under Sisai Police Station. This is the first time in almost four years that the outlawed party is taking the initiative for talks. In its latest overture, the CPI-Maoist laid down five conditions for talks. First, the Government should accept the Maoist movement as political, the 'spokesperson' said. Second, the party reiterated its demand of lifting the ban on it and frontal, mass organisations. “The attacks on leaders and activists should stop,” he said. Third, the party demanded that the “killers” of Azad, top leader who was negotiating a framework for peace talks in 2010, be booked and punished. Fourth, the Government should stop paramilitary and Police aggression against people in rural areas under partial control of the Maoists. “In order to preserve our leadership from the conspiracies of the ruling classes to decimate our party leadership one more time in the name of talks, all veteran comrades in prisons should be released,” Abhay said.

The illegal extraction and sale by the Maoists is impacting coal output to the tune of three million tonnes (mt) at the state-run firm and hitting operations at its subsidiary Central Coalfields Limited. The revelation comes at a time when CIL reported a production shortfall of around 20 mt in the last financial year that ended on March 31, 2014. “We are suffering a coal production loss of at least three mt every year. This coal could have given us Rs.600 crore as revenue, of which Rs.300 crore would have been profit. We can’t mine because of the Naxal problem,” the CIL executive said.

In a statement on April 6, the CPI-Maoist 'spokesperson' Abhay said it was not against peace talks with the Government. However, the banned party laid down five conditions. “The CPI (Maoist) should create conducive atmosphere for such talks by first tendering a public apology for the killings of over 4,800 civilians, mostly tribals, and by recalling their call for the boycott of Lok Sabha elections,” said a senior Union Ministry of Home Affairs official reacting to the proposal for peace talks. The vessel was used to transport the consignment of weapons that was offloaded at the port before being smuggled into India through border along Bangladesh's Jessore District, sources said. Sources suspect the weapons could be intended for insurgent groups, especially the Maoists, who look determined to disrupt the polls in the 'Red Zone'. "We suspect the arms were transported to Murshidabad in West Bengal. The West Bengal Police have been alerted," said an intelligence officer. Maoist strongholds in states like Chhattisgarh, Jharkhand, Orissa and Bihar go to polls on April 10 and 17. The sources said the boat began its voyage from the Pakistani port city of Karachi. While intelligence agencies were able to track the vessel's movement, they lost track of the arms consignment after it entered India, they said. "As per our information, the weapons were loaded with some other cargo," an officer said.

The SP further said the District Police was tipped off about the entry of about 300 armed Maoists from Giridih and Jamui Districts into Nawada three days ago where they had put up posters warning the local people against casting their votes in the Lok Sabha. Barring a few stray incidents of violence, polling in 10 Lok Sabha (Lower House of Indian Parliament) and 70 Assembly constituencies in Odisha passed off by and large peacefully on April 10, reports The Hindu. A large number of people came out to vote defying the Communist Party of India-Maoist (CPI-Maoist) threat and the voters’ turnout was provisionally put to be around 67 per cent. The percentage of votes polled was likely to increase as details were not received from many polling booths located in remote areas. The 10 Lok Sabha constituencies spread over 19 Districts of the State, where polling was held in the first phase in the State were Kalahandi, Balangir, Sambalpur, Bargarh, and Sundargarh in western Odisha and Koraput, Nabarangpur, Berhampur, Aska and Kandhamal in the southern region. According to officials sources, Angul District recorded the highest voters’ turnout of 73 per cent, while Maoist-affected Malkangiri District recorded lowest of 55 per cent. Though 1,601 polling stations were identified as vulnerable out of the total 17,266 booths in view of the presence of Maoists in about 50 Assembly segments spread over the two regions, no major incidents of violence was reported. However, polling in about 10 booths was affected due to burning down of Electronic Voting Machines (EVMs). In the night of April 9 a truck carrying EVMs for four booths in Mahupadar area under Mathili Police Station in Malkangiri District was set ablaze by miscreants suspected to be Maoists. Apart from it there are reports that the EVM of Polsari booth under Mathili Police Station limits were snatched away by miscreants and EVMs of three booths of Jodamba area a cut off area of Balimela reservoir in Malkangiri District were damaged by Maoists. In Koraput District, EVMs of two booths were allegedly snatched away by miscreants but polling was peaceful in Narayanpatna Block of the District.

Confirming the arrival of the injured persons, Dr Sandeep Dave, Director of the hospital, said five of the injured were CRPF personnel. The doctor said the three polls staff members had sustained spinal cord and chest injuries in Improvised Explosive Device (IED) explosion. The injuries were “serious” and a result of the impact after the vehicle was blown away, he said adding that the injured could suffer permanent damage. He also disclosed that a CRPF jawan (trooper), Jitendra Kumar, was in critical condition and had been put on ventilator upon arrival, “He has head and axonal injuries”, he added. In the first incident, Maoists triggered a powerful blast, targeting a bus when a polling party was returning, at Kutulnar village between Kutru and Gudma in Bijapur District, in which seven members of the polling party were killed in the blast and subsequent firing, while five others were injured. Based on intelligence reports that a group of Maoists were planning to target civilians and public property during Mahavishub Sankranti festivities in Narayanpatna block, personnel of Koraput District Police and District Voluntary Force started an operation on April 13. The Maoist group was tracked down in the Palaput-Gadraguda forest under the Narayanpatna Police Station limits, which resulted in an exchange of fire. “Purna was killed at the spot while his other naxalite compatriots managed to escape,” said Koraput Superintendent of Police Awinash Kumar. Acting on a tip-off, the Police raided a hideout in Chaudi village and arrested Kailu Prajapati alias Akashji, who carried a reward of INR 300,000, with his two other associates Munna Rajak and Munna Prajapati, the Superintendent of Police (SP) Upendra Kumar Sharma said. Kailu Prajapati, said to be the self-styled area commander of the CPI-Maoist of Rafiganj-Goh zone, was wanted in connection with over a dozen cases of Maoist violence in the District, he said. Sources said the Maoists reached the site around 6.30 pm and set ablaze three trucks, a JCB and a tractor belonging to an Andhra Pradesh based construction company. They also stopped an Aheri-bound MSRTC bus and ordered all its passengers to disembark. Sources claimed the Maoists also searched around 35 passengers to identify presence of any police informer. Initially the Maoists detonated a landmine and blew up a minibus carrying Police forces and poll officials as it approached a culvert. The Maoists then took position on either side of the road, surrounded by forests and hills and fired on the bus. The incident took place around 4 pm when the polling party was returning to base after conducting the polls. Muzaffarpur Senior Superintendent of Police (SSP) Ranjit Kumar Mishra said the Maoist, Ram Kishore Sahni was arrested on a tip-off from Tengrari village. “Ram Kishore was nabbed from a house in the village. He is a close relative of Maoist 'zonal commander' Devendra Sahni alias Ratnakarji and was planning to disrupt the upcoming Lok Sabha polls in Muzaffarpur,” said Mishra. The Maoist then fled with the weapon of the trooper. Pungati was on a routine patrol in the market with other Police personnel. The Maoists suddenly attacked Pungati with an axe while he was away from his companions. They heaved two blows on his neck from behind and then struck again on his ribs. Death toll increases to three in the April 27 incident as Police confirms that three villagers were killed by Communist Party of India-Maoist (CPI-Maoist) cadres under Mathili Police Station limits in Malkangiri District, reports The Telegraph. Earlier it was reported that two persons were killed in the incident. Police on April 28 said a group of 30 armed Maoists barged into Kopara, Udaygiri and Mahupadar villages and killed the three villagers. Meanwhile the killed villages have been identified as Talashankar Bhuyan (Udaygiri village), Dhobunu Nayak (Kopara village) and Mamgalu Kolar (Mahupadar village). The Maoists, including some women cadres, left behind hand-written letters claming that apart from being ‘Police informers’ the “punished” trio were trying to organise local resistance against the Maoist movement.
